1. POSITION(S) VACANT: Finance and Admin Assistant, The Swedish Organization for Individual Relief (SOIR-IM), Dehradun


2. ORGANIZATION BACKGROUND:
 

The Swedish Organization for Individual Relief (SOIR-IM) is an Indian NGO working in the areas of education and economic empowerment for marginalized groups, such as, rural women, tribal, migrant laborer’s, Tibetan refugees, children with disabilities, etc.

 

SOIR-IM has been working in India in the above areas since the 1970s, through supporting NGO partners. SOIR-IM presently works with eight partner organizations across the country. Most of SOIR-IM’s programme funding comes from the Government of Sweden, through a donor organization in Sweden.

3. JOB DESCRIPTION/ RESPONSIBILITIES:


Reporting to the Finance Officer and under the direction of the Country Director, the Finance and Admin Assistant (FAA), shall contribute to the achievement of the organization’s overall strategic and operational objectives in India, by ensuring the implementation of SOIR-IM’s financial management and administrative process, in compliance with the internal policy framework, as well as the Country Director’s instructions.

 

The FAA shall support the conduct of various finance and administrative activities, enabling smooth operations and ensuring that SOIR-IM meets with financial management and internal control requirements, as per the financial framework. S/he shall maintain accurate and day-to-day accounting of SOIR-IM expenditures, in line with the approved budget and prescribed processes and organise all administrative tasks relating to events and activities, conducted by the organisation.

 

The FAA shall also support operations carried out by partners through activities like the recording and handling of accounting transactions, tracking of remittances to partners, assisting with the evaluation of partners’ financial and audit reports, including compilations as per donor guidelines and organisational systems.

Key Deliverables:


(A) Finance and Administration
(1) Assist with the maintenance of accurate and up-to-date accounts of SOIR-IM’s expenditures, in line with the approved budget and existing requirements, including preparation of vouchers, updating the cash book, advances register, making payments, recording transactions in Tally and other IT-based accounting software;

(2) Ensure that all settlements are in compliance with prescribed donor/ organizational policies and guidelines, relating to travel, procurement, etc.;

(3) Assist with the maintenance of human resource files, attendance registers, reconciliations, fixed asset registers, purchase files, agreement files, etc.;

(4) Ensure compliance with all statutory requirements, within the dates and timelines prescribed by different Departments of the Govt. of India; 

(5) Ensure that all taxes and statutory levies are deducted and deposited into prescribed government accounts, in accordance with the requirements of law and/or the government;

(6) Contribute to generating and/or submitting relevant financial reports to government authorities, the Country Director, the Head Office and/or to donors;

(7) Ensure execution of all banking and postal errands, preparation of bank reconciliations, conduct of purchases (including collection of quotations) of both goods and services;

(8) Assist in making all necessary arrangements for the conduct of annual audit of SOIR-IM Office and its partners, in line with ISA standards;

(9) Assist with carrying-out general/ shared office related work, such as receiving guests, shopping for supplies, arranging training and meetings, arranging official visits (both travel and bookings) etc.;

(10) Staying up to date on relevant Indian tax laws, FCRA regulations and/or other regulatory requirements;

(11) Contribute to ensuring compliance with prescribed internal controls by the SOIR-IM office;

(12) Ensure full knowledge and understanding of SOIR-IM’s Financial Framework, as well as audit instructions of different donors;

(13) Contribute to overseeing day to day work of non-office staff and also SOIR-IM campus and guest house;

(14) Contribute to financial planning, including the annual budgeting exercise of the organisation.

 

(B) Assist in Partner Support Work

(1) Coordinate with program teams for the preparation of fund disbursement requests to donors on a quarterly basis (and/or as per requirement);

(2) Assist in the evaluation of financial and audit reports of partners and remittances to them based thereon;

(3) Ensure good communication and collaboration between SOIR-IM and partners.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
Graduate/ postgraduate degree in Commerce, Finance, or Accounts.

 

Experience:

(1) At least five years of relevant experience handling similar responsibilities;
(2) Prior experience of supporting small and local NGOs in the execution of development projects.
 

Skills and Competencies:

(1) Good accounting and negotiation skills;

(2) Proficiency in Microsoft Word, Excel, PowerPoint and Tally;

(3) Familiarity with Generally Accepted Accounting Principles will be preferred;
(4) Ability to manage multiple tasks and priorities with attention to details;
(5) Ability to work under pressure and follow deadlines;
(6) Excellent written and verbal skills in English;
(7) Excellent interpersonal skills, including relationship building and internal and external communication skills;
(8) Ability to work independently and take initiative along with experience of working as part of diverse team;
(9) A quality conscious person with strong technical competence.
 

5. COMPENSATION OFFERED:


Gross compensation for the position is budgeted at Rs. 6-7 lacs per annum. The actual offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

 

6. APPOINTMENT: This is a full-time position and the initial contract will be offered for a period of two years, which shall be renewable based on performance.
