1. POSITION VACANT: Program Officer- Communication, India Health Action Trust (IHAT), Lucknow




Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA)under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.


India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, RajasthanMaharashtraBiharRajasthanAndhra PradeshTamil Nadu and Goa.


IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarrhea interventions and services in the state from the funding support of Bill & Melinda Gate Foundation (BMGF)Central and State government.

Reporting to the Senior Specialist- IEC/BCC, the Program Officer- Communication will provide support in effective implementation of IEC/ BCC activities at all levels by proper planning, coordination and supportive supervision. S/he will be coordinating with IEC division, NHM and support in developing implementation strategy for different activities related to Mass Media, Mix Media, Traditional Media campaign and activities on RMNCH+A.


Key Roles and Responsibilities:


(1) Provide support in developing IEC/ BCC strategy, guideline and tools for effective implementation of IEC/ BCC activities approved for Uttar Pradesh;
(2) Coordinate with State IEC bureau, District/ Block IEC/ BCC nodal officers for effective planning and implementation of different IEC/ BCC activities at community level;
(3) Quality documentation of the process adopted for outcome-oriented IEC/BCC campaigning/activities, meeting minutes, etc and prepare quality reports to share with different stakeholders (GOI, Development Partners etc);
(4) Provide hand holding support to IEC/ BCC nodal officers and conduct supportive supervision visits for effective implementation of IEC/ BCC activities in the districts;
(5) Develop training curriculum and tools on IPC/ BCC/ SBC communication for capacity building program of district/ block level IEC/ BCC nodal officers; 
(6) Prepare telecast/ broadcast plan for all Mass Media activities;
(7) Support Media agency to prepare research design, tools and data analysis for impact assessment and documentation of different NHM Initiatives;
(8) Support Mass Media channels such as Doordarshan and others in developing quality media content on RMNCH+A;
(9) Review the IEC/ BCC materials and develop the designed IEC/BCC materials on RMNCH+A;
(10) Develop IEC/ BCC repository to share with internal TSU team and IEC/BCC nodal officers;
(11) Collect and compile the information/data from different programs of NHM and TSU to develop evidence-based IEC/BCC PIP 2017-18;
(12) Provide support in developing and refining the content of TSU’s newsletter. Coordinate and provide support to designer in finalizing newsletter on time.




(1) Applicant must have Master’s in Social Sciences/ Mass communication or equivalent qualification; 
(2) Applicant with Degree/PG Diploma in Mass Communication shall add an advantage.


(1) Minimum five years of experience of Program Management and implementation of Social Behaviour Change Communication campaigning/ activities in development sector;
(2) Experience in project communications, marketing, public relations, media campaigns and/or non-profit communications;
(3) Working experience with government system will be preferred;
(4) Experience in design tools and software (In design, corel draw etc.) shall add an advantage.


Skills and Competencies:
(1) Excellent written and interpersonal communication skills;
(2) Demonstrated cross-cultural, teamwork skills and ability to foresee issues and initiate appropriate action;
(3) Must be flexible and able to work in a challenging environment; 
(4) Demonstrated cross-cultural, teamwork and advance knowledge in computer skills.




Gross compensation for the position shall be attractive. Please note that the offer shall be commensurate with the qualifications, experience and salary history of the selected candidate.
