1. POSITIONS VACANT: Administration & Procurement Executive, Bharat Rural Livelihoods Foundation, New Delhi.
2. ORGANIZATION BACKGROUND:
Bharat Rural Livelihoods Foundation (BRLF) has initiated by the Government of India as an independent society under the Ministry of Rural Development, to scale up civil society action in partnership with the central and state governments. The Union Cabinet decided to form BRLF through its decision on 3rd September 2013 to ensure better implementation and outreach of the government schemes and programmes in partnership with civil society organizations. It came into existence as an independent society on 10th December 2013 with an initial amount of INR 500 crore to be allocated in two installments to create the corpus of this new society.
The principal objective of BRLF is to empower rural India, ameliorating the lives of its impoverished populace, especially the indigenous tribes and strengthening their confidence in the government and Indian democracy, in coordination with CSOs, Government of India and governments of various states. BRLF aims to better channelize funds allocated by governments, banks, corporates and other philanthropic foundations for various public programmes, and ensure their proper implementation at the grassroots to generate best results.
Working in tandem with civil society organisations that have a local presence, BRLF ensures that the desired results are produced through right strategies as well as efforts. BRLF supports a variety of projects across the breadth of the country, particularly in the states of Odisha, Jharkhand, West Bengal, Chhattisgarh, Madhya Pradesh, Maharashtra, Rajasthan, Telangana and Gujarat that form Central India.
BRLF is a bilingual organisation, hence working knowledge of Hindi is eminently desirable. The recruitment process will be conducted bilingually.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Senior Admin & HR Officer, BRLF, The Administration & Procurement Executive (APE) shall be responsible for the following:
Key Responsibilities:
(1) Ensure all procurement transactions under their review comply with applicable laws and regulations. Ensuring that all purchases meet ethical standards;
(2) Perform purchasing of services and/or commodities of the highest complexity in accordance with GFR/GOI procurement rules and regulations;
(3) Coordinate, prepare, and analyse bid preparations, awards and contract extensions with vendors/ contractors and suppliers;
(4) Initiate and follow through on procurement actions to facilitate purchase completion;
(5) Prepare specifications, solicits, and conduct analysis of bid/proposal responses and provide recommendation for contract award in accordance with GFR and GOI rules and regulations, procedures, and solicitation requirements;
(6) Perform re-bidding actions prior to the expiration of existing term contracts;
(7) Routinely research market trends, reviews technical, trade, and legal publications, and keep abreast of current and applicable regulatory rulings;
(8) Prepare and implement procurement contracts;
(9) Conduct active follow-up and enforcement to ensure contract performance and quality is in accordance with contract terms, conditions, and specifications;
(10) Support in preparation of elaborated vendor/ supplier list and develop key relationships with stakeholders and suppliers to improve the procurement process;
(11) Manage procurement-related documentation and record keeping both in hard copy and soft copy;
(12) Any other tasks assigned by supervisor.
4. QUALIFICATION, SKILLS AND EXPERIENCE:
Qualifications:
Applicants must have Graduate in any discipline from a recognized university.
Experience:
(1) Minimum five years of significant professional-level procurement experience, including managing Invitations to Bid (ITBs), Request for Proposals (RFPs), negotiating contracts and resolving disputes;
(2) Hands-on experience in public procurement and administration with foundations, grant-making institutions or govt. created missions and societies will be preferred;
(3) Experience of managing procurement as per GFR/ GOI procurement rules and through GeM (Govt. E-marketplace) portal would be highly desirable.
Skills and Competencies
(1) Effective verbal and written communications skills;
(2) Excellent customer service and analytical skills required;
(3) Proficient in MS Office;
(4) Ability to facilitate meetings and events;
(5) Self-driven with a high degree of responsiveness and proactivity;
(6) A team player, with the ability works in a collaborative and consultative manner;
(7) Working knowledge of Hindi is eminently desirable.
5. COMPENSATION OFFERED:
Gross remuneration budgeted for the position is Rs. 5-6 lacs per annum. The compensation offered to the selected candidate shall be commensurate with qualifications, experience, and past salary history.
6. LOCATION: New Delhi.
7. CONTRACT TYPE AND PERIOD:
This is a full-time position, and the initial contract will be offered for a period of three years, which shall be renewable based on performance.
