1. POSITION VACANT: Associate Director – Programmes (ADP), Transform Schools, People for Action, New Delhi

 

2. ORGANIZATION BACKGROUND:

 

People For Action (PFA) is a respected Indian NGO that has taken the lead in providing inspired action to improve learning outcomes for students in government schools in India. PFA has set the audacious goal of addressing education and equity issues for 25% children in secondary schools in India, by 2023.

 

PFA’s Transform Schools programme is presently operational in Odisha, Chhattisgarh, Haryana, Himachal Pradesh and West Bengal. It uses powerful models and high-quality resources to transform Teaching, Learning, School Management, Enrolment and Gender Parity. These are implemented in partnership with State Governments and NGOs.

 

Transform Schools, PFA, with its established, transformational learning model, aims to make its programmes wider and deeper, to impact learning outcomes for 6.6 million children across seven States by 2021.

 

The organisation is seeking to hire an exceptional development professional to lead the programming function to achieve these goals and fuel PFA’s expansion to new geographies.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the Executive Director (ED), the Associate Director – Programmes (ADP) shall be responsible for leading programme development and management, aligned to Transform’s mission, and ensuring its high quality and efficiency.

 

The ADP shall also provide management and technical leadership support to the programme team and government to implement programmes. S/he will additionally manage the upkeep and use of a robust management information system, to track the impact of work, and ensure that data analysis and human stories, lead to the development of better programming and pitches to donors.

 

The ADP shall use her/his vantage position to inform, and shape focus and funding to core issues through her/ his exceptional written communication, public speaking and high-level external advocacy skills.

 

Key Roles and Responsibilities:

 

A. Lead Strategic Programme Development and Partnerships:
(1) Lead the formulation of PFA’s strategic programme priorities;

(2) Negotiate plans for each state government in alignment to the strategy and ensure timely reporting of progress to the state leadership;

(3) Stay abreast of and use national and international standards in education for programming;

(4) Identify and support response to partnership and funding opportunities in line with organisational strategy;

(5) Use programme lessons, data and impact analysis to feed into proposal development; Develop a technically viable theory of change, an appropriate impact framework for proposals, and activity plans and budgets;

 

B. Programme Management:
(1) Lead the development and high-quality implementation of the annual programme plan at the national and state level, forecasting all resources required;

(2) Delivery and impact of annual programme plans and budgets;

(3) Ensure that programme plans and delivery, reflect good practice and are technically sound;

(4) Use technical expertise required for program development;

(5) Train and support the programme team to deliver high quality programmes;

(6) Identify and on-board technical experts to support programmes;

(7) Track relevant developments and innovations in education to enhance programme quality;

(8) Supervise and support programme staff, including the regular agreement and review of performance objectives, work plans and progress;

 

C. Quality, Outcomes and Thought Leadership:

(1) Develop and share high-quality, quarterly impact and progress reports to the ED, Board, donors and government;

(2) Undertake monthly, quarterly and annual reviews of programme implementation;

(3) Develop high quality quarterly and annual project and financial reports, including updates on projects and proposals, project evaluations, case studies and other key developments for the organisation;

(4) Ensure the business development team is able to speedily respond to information, reporting and proposal requests from current and future donors;

(5) Establish and maintain appropriate working relationships, and represent, the organisation within the country to national and state governments, funding agencies, partners, and local and international donors;

(6) Keep abreast of developments across the sector by liaising with leadership and technical staff in government, charities and donors.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualifications:

Applicants must have a Masters’ Degree in Education, Management, International Development or Social Sciences.

 

Experience:

(1) Minimum five years’ experience of managing and leading large programmes and grants in primary, secondary or higher education, in senior management positions;

(2) Experience of managing government partnerships;

(3) Teaching and teacher training experience and international experience in education programmes shall be preferred;

(4) Experience in writing education resources including implementation, training, teaching and learning resources, shall be preferred.

 

Skills and Competencies:

(1) Belief in the power of quality education to impact social and economic outcomes for children;
(2) Demonstrated technical knowledge: education management, in-service and pre-service teacher training, pedagogy, accelerated learning, learning assessments and quality of teaching and learning;
(3) Technical expertise in STEM or Languages;
(4) Strategic planner with strong attention to detail and aspiring high standards in all outputs;
(5) Exceptional project management, training, writing, public speaking, data analysis skills;
(6) Excellent working knowledge of Microsoft Office and rendering tools;
(7) Excellent collaboration, problem solving skills, ability to prioritise a diverse and demanding workload;

(8) Exceptional interpersonal, networking, spoken and writing abilities. Track of writing and publishing think pieces and position papers;
(9) Abreast of cutting-edge education research and evaluations;

(10) A sense of humour and patience.

 

5. COMPENSATION OFFERED:

 

Gross compensation budgeted for the position, including performance incentives, is Rs. 18 to 22 lacs per annum. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

 

6. LOCATION: New Delhi, with frequent travel in India.
