1. POSITION(S) VACANT:  State level Family Planning MIS Consultant, United Nations Population Fund (UNFPA), Bhopal, MP

 

2. ORGANIZATION BACKGROUND:

 

The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services including voluntary family planning, maternal health care and comprehensive sexuality education.

 

The state of Madhya Pradesh has been making concrete and streamlined efforts to increase contraceptive prevalence to achieve the TFR of 2.1. NFHS-4 (2015-16) data show that current use of any modern family planning method is 49.6% out of which female sterilization is 42.2% and male sterilization accounts for 0.5% only. NFHS-4 survey also revealed that total unmet need for FP is 12.1% (for spacing 5.7% and for limiting methods it is 6.4%). The state has identified 25 districts with high TFR and have prepared micro plans to improve family planning services in these high focus districts in order to reduce the TFR.

 

The state currently does not have any dedicated officer to streamline Monitoring and Information systems related to family planning program. The state is struggling in getting routine data on service delivery as well as performance status of trained manpower as well as facilities. The state is in process of strengthening monitoring systems for family planning program with support of UNFPA. The National Health Mission is also making efforts to strengthen data driven planning and monitoring for family planning services.

NHM is in the process of streamlining the population based calculations on ELA for various contraceptives along with estimated stock of contraceptives to avoid stock out. Similarly NHM is in process of developing a comprehensive software for real time reporting from field on service delivery as well as performance of the facilities with support of UNFPA and technical inputs will have to be provided to the agency developing software.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The State level FPLMIS Consultant will work from the office of National Health Mission. He/She will be responsible for providing technical and program management support for planning, monitoring and implementation various activities required for strengthening MIS for family planning program.

 

As part of the work, the Consultant, under direction of the Deputy Director, Family Welfare will interact with the districts, development partners, and will undertake field visits to the districts for ensuring high quality of data is available for evidence based planning. In his/her work, the consultant will regularly co-ordinate with State Head of UNFPA to mobilise the technical inputs from UNFPA to strengthen the programme implementation

 

Key Deliverables:

 

(A) Data Collections and Recording

 

(1) To provide technical support to FP-Cell in estimating District  wise population projections for realistic ELA estimation;

(2) To provide technical support in calculating District wise ELA for various contraceptive methods based on the revised method mix especially for promoting spacing methods and share with the districts;

(3) To provide support to NHM in designing additional indicators for FP program for effective monitoring;

(4) To develop and streamline additional record keeping and reporting format to be used for capturing necessary information for new additional indicators to be used for FP program monitoring;

(5) To support state, district and sub-district officials in using  expanded / additional indicators  for FP performance monitoring  of facilities and frontline workers;

(6) Develop revised field monitoring checklist for DQAC members and orient the district nodal officers on revised monitoring checklist focusing on rights and quality of services;

(7) To provide technical assistance in commissioning rapid assessment studies planned under the PIP for quality of FP services and effectiveness of various schemes;

(8) To develop roadmap with operational guideline for conducting periodic client satisfaction survey through existing health systems;

(9) To provide technical assistance to district and sub-district officials on improving understanding on various indicators and their definitions for generating high quality data;

(10) To provide technical assistance to agency hired by UNFPA for developing software and mobile application for real time reporting on family planning program activities;

(11) Provide templates for preparing microplans for MPV districts, World population fortnight and NSV fortnight;

(12) Provide support to strengthen the quality of HMIS data for programme monitoring related to FP and undertake analysis and prepare presentation for monthly review meetings;

(13) To monitor the implementation of FPLMIS at (priority) districts, availability of commodities at last mile and prepare reports.

 

(B) Data analysis and feedback

 

(1) To provide support to FP-division in regular monitoring of data reported on RCH portal from the districts and block;

(2) To provide support in preparation of dash board for districts and blocks based on the data reported on RCH portal and share with district nodal officers along with recommendations for improvements;

(3) To undertake field visits to districts and public health facilities for (a) data validation and highlight errors in reporting (b) monitoring availability of commodities (c) monitoring distribution, transport and storage of FP commodities;

(4) To coordinate with the agency hired by the NHM for conducting rapid assessment and support in preparing data analysis plan and report;

(5) To provide technical assistance to Deputy Director-FP and Joint Directors in preparing analytical presentations for state and divisional review meetings on FP.

(6) To provide technical assistance to NHM in preparing monthly progress report for family planning program for sharing with GoI.

 

(C) Other

(1) Undertake any other related task assigned by the National Health Mission or UNFPA office.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
(1) Applicant must have Post-graduation in Public Health /health administration / Population Studies /statistics from recognized university or public health school.

 

Experience:

(1) Minimum 2 to 3 years of work experience at state or divisional in Monitoring and evaluation with reputed NGO, development partner or government department;

(2) Atleast one-year experience of working in public health sector and should be well versed with the MIS used by department of Health and National Health Mission;

(3) Good familiarity with RCH programme implementation, data analysis and monitoring, together with appropriate skills of programme management, coordination and follow-up;

(4) Excellent knowledge of Microsoft Word, Excel, PowerPoint and any statistical package is essential.

 

5. NATURE OF ENGAGEMENT:

 

The Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

6. REMUNERATION & PER DIEMS:

 

Gross compensation budgeted for the position is attractive and will commensurate with the salary history of candidates.

 

7. LOCATION: Bhopal

 

8. DURATION: The selected candidate shall be offered a one year contract, extendable based on performance.
