1. POSITION VACANT: Project Officer- Ministry of Environment, Forest, and Climate Change (MoEFCC), New Delhi

 

2BACKGROUND:

 

United Nation Development Programme (UNDP) in collaboration with Ministry of Environment, Forest, and Climate Change (MoEFCC) is implementing a project titled “Preparation of Third National Communication (TNC) and Other New Information to the UNFCCC” which will assist India in undertaking the preparation of Third National Communication in accordance with the Convention and build capacity to fulfil its commitments to the Convention on a continuing basis.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Under the guidance and direction of National Project Director (NPD), GoI-UNDP-GEF Natcom Project and Head, Energy & Environment Unit, UNDP, New Delhi the Project Officer shall execute the following responsibilities:

 

Key Deliverables:

(1) Assist NPD in preparing detailed monthly plans and cost estimates for accounting and timely disbursement of funds as needed;

(2) Assist NPD in co-ordination between the steering committee, thematic working groups, and UNDP;

(3) Develop briefs on environmental laws and leverage its contents for reporting in the Third National Communication report;

(4) Undertake research related to the project and support in preparation and submission of the Third National Communication Report;

(5) Co-ordinate all logistical arrangements for steering committee meetings, national workshops, consultations, and meetings;

(6) Circulate reports, studies and documents prepared to prominent experts for technical reviews;

(7) Assist NPD in preparing the draft and final national communication;

(8) Maintain regular contact as needed with all government, non-government, community based and international organizations that are concerned in the planning process and ensure smooth functioning of the project;

(9) Participate and contribute qualitatively to periodic brainstorming sessions with the NPD and thematic groups, to better define options, priorities, and course of action;

(10) Maintain regular contact with project implementers/investigators (PI), state planning teams, obtaining status reports, providing guidance to states as appropriate;

(11) Assist NPD in supervising the consultative process with stakeholders including state governments, nodal agencies, and co-operating partners;

(12) Other duties, as assigned.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
(1) Applicants must have a Master’s degree in Environment, Climate Change or Sustainable Development related subjects, or Degree in Engineering or Law from recognized institution.


Experience:

Desirable Experience:  2 years post qualification work experience on issues related to climate change or Law, or Environment. Fresh pass outs with exceptional CV and zeal to work with dedication can also apply.

 

Skills and Competencies:
(1) Demonstrable ability to work on inventory of Green House Gases;

(2) Ensuring national report with objectives of the UNFCCC; 

(3) Ensuring following of participatory methodology and achievement of effective stakeholder participation;

(4) Obtaining technical inputs (material and human resources) to assess and include measures for recent issues in the field of climate change, particularly those emerging from recent COP (such as issues related to sustainable development, response strategies for climate change impacts, abatement, and adaptation etc;

(5) Demonstrable ability to provide technical assistance for implementing project activities at the national level;

(6) Demonstrable ability to identify priorities and overall management of project through consultative meetings at national level with government stakeholders;

(7) Accountable for the delivery of agreed results;

(8) Identify common interest and goals and carry out joint initiatives with partners;

(9) Makes effective use of resources and comparative advantage to strengthen partnerships;

(10) Bring visibility, promotes ideas, and develops partnerships to advance the organisation’s work;

(11) Ability to identify problems, propose solutions and take immediate corrective measures;

(12) Must have analytical, negotiating, communication and advocacy skills;

(13) Excellent visualisation and presentation skills;

(14) Excellent written and oral communication skills in English, Hindi is a pre-requisite;

(15) Proficiency with spreadsheets, databases, word processing, and slide presentation software;

(16) High level of excitement, ability to work independently, taking initiative, and flexibility in quickly adjusting to changing work program requirements.

 

5. COMPENSATION OFFERED:

 

Gross compensation payable to the candidate selected for this post, at the time of joining is budgeted at Rs. 80,000/- per month subject to withholding Taxes as applicable.

 

6. NATURE OF ENGAGEMENT: The selected candidate shall be appointed as Consultant for fixed term assignment with Strategic Alliance Management Services Pvt. Ltd. (SAMS). The contract shall be valid till December 31, 2021, renewable based on approval from Principal and candidate’s performance.
