1. POSITION(S) VACANT: Research & Documentation Officer-Adolescence Education Program, United Nations Population Fund (UNFPA), Patna, Bihar

 

2. ORGANIZATION BACKGROUND:

 

The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services, including voluntary family planning, maternal health care and comprehensive sexuality education.

 

PROJECT BACKGROUND:

 

United Nations Population Fund (UNFPA) is supporting Government of Bihar (GoB) and Bihar State Madarsa Education Board (BSMEB) in implementing Adolescence Education Program in Government aided/recognized Madarsas of Bihar. The project seeks to enhance knowledge and skills of Madarsa adolescents through age and context specific learning materials, training of teachers, and strengthening of systems. The pilot phase of this intervention was initiated in 2019 for 373 Madarsas in the Purnia and Katihar Districts.

 

High level advocacy with Government of Bihar and Bihar State Madarsa Education Board has convinced the State Government of the potential of this initiative. With support from Department of Minority Welfare, Government of Bihar, and under the leadership of Bihar State Madarsa Education Board, the project is being upscaled in the entire Bihar State (38 Districts) covering approximately 2500 Madarsas and reaching out to 1.2 lakh adolescents in Madarsas annually. The upscaling will be done in partnership with Bihar State Madarsa Education Board, Department of Minority Welfare, Department of Education, Government of Bihar, UNFPA and credible National institutions. The age and context specific teaching will be introduced from Grade VI – X, through a cascading training approach centred around 50 Regional Resource Centres (1 RRC/40 Madarsas) and a State Resource Centre through a period of three years.

 

A high level Empowered Committee will oversee the implementation of the project under the leadership of Bihar State Madarsa Education Board. UNFPA will provide technical assistance and systems strengthening for the project.

 

RDO is envisaged to act as a coordinating unit between UNFPA, Bihar State Madarsa Education Board and Minority Welfare Department, GoB. The RDO will play a key role in harmonizing the activities with the Adolescence Education Programme (AEP) Cell set up under the Bihar State Madarsa Education Board and will undertake key and important functions of research and documentation, especially with regards to schemes and entitlements of Minority Welfare Department for the Madarsa community and of minorities in general.

 

The RDO will undertake synchronization of existing Madarsa Strengthening scheme vis-a-vis planned Regional and State Resource centres, and ensure research and documentation to inform the scheme with the activities. The technical inputs and MIS support on accessibility of the schemes and entitlements will comes from UNFPA and/or its partners, and RDO will be responsible for enabling research work and execution of the inputs with the support of the Minority Welfare Department. A major responsibility of the RDO will be to identify key schemes and entitlements designed for welfare of the Minority Community, especially for adolescents.

 

Further, RDO will support the 50 Regional Resource Centres, which will be the administrative and technical resource hubs for a unit of 40 Madarsas, in developing mediums to create awareness and establish channels to deploy these schemes and entitlements through mobile application at centre level.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the State Programme Coordinator and/or designated authority of UNFPA, Bihar under the overall guidance of Minority Welfare Department, the Research and Documentation Officer (RDO) will be based at Patna and will be responsible for developing reports, documentation and best practices, capturing the offtake and the benefits of the schemes and entitlements among the communities and identifying implementation gaps at each level to bring in better coordination to enhance the implementation process. Further, S/he will coordinate and monitor the activities of project, especially in deployment of schemes and entitlements at Regional Resource Centres level for smooth functioning of the project in the ground

 

Key Responsibilities and Deliverables:

(1) Closely coordinate with AEP Cell under Bihar State Madarsa Education Board and Minority Welfare Department to ensure smooth functioning of the project;

(2) To identify and map all potential schemes and entitlement designed for the Minority Community, especially for adolescents that can be extended through the project at RRCs;

(3) To develop channels for seamless coordination and communication between Minority Welfare Departments and the Regional Resource Centres;

(4) Undertake field visits as and when required to assess the progress of the implementation and develop Best Practices of the project;

(5) Initiate documentation of different activities in the project in close co-ordination with relevant stakeholders;

(6) To support and train the team members of the Regional Resource Centres to enhance their capacities and understanding on these schemes and entitlements;

(7) Design tools on awareness creation on the schemes and entitlements that could be deployed at the Regional Resource Centres;

(8) Identify implementation gaps at each level to bring in better coordination to enhance the implementation process;

(9) Support the AEP Cell team in deploying MIS system and mobile application for providing information on the schemes and entitlements;

(10) Develop systems to monitor the deployment of the schemes and entitlements at the Regional Resource Centres and monitor the progress on a regular basis;

(11) Coordinate the execution/implementation activities under guidance from M&E Officer, MIS Associate and office of Minority Welfare Department;

(12) Prepare and document quarterly qualitative reports, best practices and research documents highlighting the processes and the impact;

(13) To assist any other relevant tasks as and when required.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
Applicant must have Bachelor’s degree in any discipline.

 

Experience:

(1) Minimum two to three years of research and/or documentation experience;
(2) Experience of working with Government will be an asset;

 

Skills and Competencies:
(1) Fluency in written and spoken English and Urdu is mandatory;
(2) Strong record/profile of research and/or documentation experience;
(3) Skills in qualitative research/aptitude and in documentation;

(4) Proficiency in computer (MS office);

(5) Ability to work with a diverse group and settings
(6) Willingness and ability to travel extensively.

 

5. NATURE OF ENGAGEMENT:

 

The Research and Documentation Officer - Adolescence Education Program shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

6. REMEUNERATION:

 

The consolidated remuneration for the position ranges between Rs.45,000 per month and will be commensurate with qualification and experience of the candidate.

 

7. LOCATION: Patna, Bihar

 

8. DURATION: The successful candidate shall be issued an initial consultancy contract for one year, extendable for further period subject to satisfactory performance.
