1. POSITION(S) VACANT: Senior State level Consultant –Reproductive Health and Family Planning, United Nations Population Fund (UNFPA), Bhopal, Madhya Pradesh
 

2. ORGANIZATION BACKGROUND:

The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services, including voluntary family planning, maternal health care and comprehensive sexuality education.

 

PROJECT BACKGROUND:

 

The state of Madhya Pradesh has been making concrete and streamlined efforts to increase contraceptive prevalence to achieve the TFR of 2.1. NFHS-4 (2015-16) data show that current use of any modern family planning method is 49.6% out of which female sterilization is 42.2% and male sterilization accounts for 0.5% only. NFHS-4 survey also revealed that total unmet need for FP is 12.1% (for spacing 5.7% and for limiting methods it is 6.4%). The state has identified 25 districts with high TFR and have prepared micro plans to improve family planning services in these high focus districts in order to reduce the TFR.

 

Access and availability of services are important factors that determine programme performance.  With regard to sterilization services, 95 per cent of female and 89 per cent of male sterilizations are being performed at a public health facility. With the skewed method mix tilted towards terminal methods of contraception and state not having enough surgeons to cater to the needs of the community; it is critical to promote spacing methods among young couples to increase contraceptive prevalence rate and reduce unmet need for contraception.

 

The State is also making efforts to improve regular availability of sterilization and PPIUCD services through establishing static centres and operationalization of FDS points across the state. National Health Mission is keen to improve the quality of family planning services through activation of DQAC and capacity building of its members.

 

The data clearly indicates that male participation in family planning is negligible and efforts are made to increase male participation through structured communication strategy and also engage male workers to reach out to men.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the Deputy Director – Family Planning, National Health Mission and State Programme Co-ordinator, UNFPA State office, the Senior State level FP consultant (SSLFC) will work from the office of National Health Mission. He/She will be responsible for providing technical and program management support for planning, management and monitoring of activities related to family planning programs.

The post holder will interact with the districts, designated training institutions, and will undertake field visits to the districts for program planning, management and monitoring.

 

Key Responsibilities and Deliverables:

 

(A) Planning-

(1) To assist in preparing annual microplans for 25 MPV districts for Family Planning through consultative process;
(2) Technical assistance in developing comprehensive roadmap along with operational guidelines for strengthening family planning program in the state;
(3) Prepare roadmap for establishment of the new static centers to offer regular family planning services with high quality, focusing on the needs of young people and adolescents;
(4) Prepare roadmap for operationalization of DQAC and setting up of block level quality assurance committees in the state to improve quality of services;
(5) Support in preparing training calendar for family planning trainings, identify potential candidates for clinical contraceptive trainings by coordinating with districts FP nodal officers;
(6) Coordinate with development partner to seek required support for strengthening FP program;
(7) Develop roadmap for engaging private providers for providing family planning services.

 

(B) Guidelines-
(1) Support in development of need based resource and communication material on newer methods of contraception and for promoting client friendly services;
(2) Develop guidelines for establishing block level quality assurance committee and standard operating protocols for quality assurance committee members during facility visit;
(3) Develop operating protocols and revised ToR for BEE to effectively contribute in implementation of family planning program;
(4) To provide technical inputs for development of training module for Community Health Officers posted at Health & wellness centers on family planning;
(5) To provide technical inputs for developing training module for capacity building of ASHA using monthly meeting platform on family planning;
(6) To develop operational guidelines for FP workstation at skill labs;
(7) To develop innovative approaches and guidelines for promoting use of spacing methods among young couples;
(8) To provide inputs for developing communication strategy for increasing male participation in reproductive health services.

 

(C) Implementation-

(1) Field visits to districts and blocks to ensure operationalising / establishment of the static centers / fixed day services as per the plan;
(2) Field visits to districts to support in rolling out new contraceptives including injectables and seek feedback from the clients on use of injectable contraceptives;
(3) Coordination with directorate/ training institutes and ensuring the proper nomination for training for FP and safe abortion;
(4) Facilitate the post training follow up of the trained service providers and provide an update of the output of the service providers;
(5) Strengthening quality assurance mechanism, ensure regular meetings of state and district QAC, orientation of DQAC members on mandatory provisions;
(6) To provide technical assistance in promoting youth friendly health services through public health facilities across the state;
(7) Assistance in effective implementation of LMIS at different levels  & monitoring the progress of roll-out of FPLMIS & providing feedback to State & District Officials;
(8) Establish regular program review system at State, Divisional and District level and participate in these meetings;
(9) Participate in state level forums/meetings such as State Monitoring Integrated team (SMIT), Kayakalp, for RMNCH+A and such others; update and emphasize on RH and AH programmes.

            

(D) Quality & access monitoring-

(1) To monitor quality of sterilization services and initiate actions for ensuring compliance with Supreme Court guidelines;To monitor quality of PPIUCD services offered through delivery points.
(2) To monitor quality of the trainings especially for family planning organized at state, district and block level;
(3) Monitoring of the functioning of QACs at the state and districts to review if DQAC vists occurred as planned, and if reversible methods and consent procedures were monitored & discussed;
(4) To provide inputs for development of software for family planning.

 

(E) Others-

(1) Facilitating in resolving the managerial and systemic issues and greater engagement of private sector in FP service delivery;
(2) Undertake any other related task assigned by the Directorate or UNFPA office.
 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
MBBS or Master’s in Public Health/ BAMS or Post Graduation in Public Health.

 

Experience:

(1) Minimum 7-8 years’ experience of working closely in field of public health;
(2) Minimum three years’ experience of working in family planning program with development sector or with Government for Implementation of NHM programme at State level;
(3) Candidates already working or who have experience of working with the department of health and family welfare, Government of Madhya Pradesh for a period of more than two years, will be preferred.

 

Skills and Competencies:
(1) Ability to plan and execute activities at State and District level;
(2) Demonstrated ability to work in a multi-disciplinary team with strong facilitation skills & ability to analyse reports, plan and monitor projects;
(3) Good understanding of NRHM and RCH2 and Health care delivery structure in the state;
(4) Capable of taking independent responsibility;
(5) Good analytical skills;
(6) Good documentation skills;
(7) Must be willing to travel extensively in the State (at least 8-10 days per month);
(8) High level of computer proficiency with specific familiarity with commonly used Windows and MS Office software and database software;
(9) Excellent oral and written communication & presentation skills in English and Hindi;
(10) Good track record of credibility.

 

5. NATURE OF ENGAGEMENT:
 

The Senior State level FP consultant (SSLFC) shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

6. REMEUNERATION & PER DIEMS:

 

The selected candidate shall be paid a consolidated amount ranging between Rs. 12,33,000-Rs. 13,05,000 per annum (fixed) based on salary history, qualification and experience. In addition, laptop and communication allowances will also be provided to selected candidates.

8. DURATION: The successful candidate shall be issued an initial consultancy contract for one year, extendable for further period subject to satisfactory performance.
