1. POSITION VACANT: Behaviour Change Specialist (BCS), Splash, Kolkata, West Bengal


2. ORGANIZATION BACKGROUND:

 

Founded in 2007, Splash is an international charitable organization, based at Seattle, USA working on WASH in schools, with a view to ensuring clean water for kids. Splash is focused on the urban poor in Asia and Sub Saharan Africa.

 

Splash builds or renovates WASH infrastructure in schools, including safe drinking water, sanitation, hygiene facilities including menstrual health management and behavior change, using innovative approaches and human behavior centered programme design. In the past 10 years, Splash has brought and continues to ensure safe drinking water to over 400,000 children in cities around the world, including Kolkata, India.

 

Project Background:

 

Splash is planning to facilitate the implementation of full WASH program in next five years at government schools in Kolkata, India. A project which is going to impact nearly 400,000 children attending 1200 schools, a key component of this project is to implement a behavior change program. Splash’s behavior change strategy is designed to achieve and sustain clean hands, clean water and clean toilets for kids. Splash aims to do this by combining hardware that is beautiful and durable with comprehensive behavioral interventions inspired by human-centered design and behavioral science.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the Kolkata Project Director (with technical reporting line to Senior Manager of Behavior Change in Seattle, USA), the Behavior Change Specialist (BCS) will lead and manage the Kolkata Behavior Change team and their work to design and sequence Splash’s school-level behavior change interventions to promote successful adoption and sustainability. S/he will collectively guide Splash staff and their implementation partner in Kolkata to build capacity and execute Splash’s behavior change strategy at a high level of quality and according to global Splash standards.


S/he shall closely collaborate with the WASH Infrastructure Specialist and the Project Manager in Kolkata to provide insight from the perspective of behavioral science and promote quality implementation. S/he will work with the Project Director and Finance Manager in Kolkata to determine the annual budget for software interventions. S/he will also work with colleagues in India, Seattle, and other country offices to design and evaluate the effectiveness of the behavior change programming and will share responsibility for the success of Splash’s Global Behavior Change Program.

Outside of the Kolkata program, the Behaviour Change Specialist will be an active contributor to all Splash country programs. S/he will contribute to global Behaviour Change strategy evaluation and refinement. S/he will also manage partnerships (for example- external NGOs to design the program) and share lessons learned with other technical experts and team members, globally. S/he will work with Splash’s Seattle technical leads to set department goals in support of organizational objectives, in particular the Senior Manager of Behaviour Change.

 

Key Roles and Responsibilities:

 

Reporting to the Kolkata Project Director (technical reporting line to Senior Manager of Behavior Change in Seattle, USA), the BCS shall be responsible for the following:


(A) Program Designing:
(1) Stay up-to-date on relevant best practices to ensure the program is based on sound field evidence;
(2) Leverage Behaviour change methodology as a tool to manage the team in designing programs for site-level sustainability, maintenance and cleanliness of infrastructure, hygiene behaviours of children, engagement of teachers, and menstrual health;
(3) Conduct and utilize literature reviews, formative research, and human-centered design to develop new program initiatives;
(4) Collaborate closely with the infrastructure team to offer behavioural insights to hardware design and placement, optimal use, and desired behaviours.

(B) Strategic Planning:

(1) Develop and manage the Behaviour Change annual workplan and associated budget;
(2) Develop an evaluation strategy to assess the Splash program and its effectiveness;
(3) Develop the process to take successful pilots to scale;
(4) Contribute to the global goals and budget of the behavior change team.

 

(C) Team Management:

(1) Collaborate closely with the project team to coordinate Behaviour change trainings, ensure quality implementation of Behaviour change programming, and gain insights from the field;
(2) Facilitate understanding and alignment on the Behaviour change model across the Kolkata office;

(3) Manage the local Behaviour Change staff, which includes the Menstrual Health Officer and Program Design Specialist.
 

(D) External relationships-

(1) Become a content expert on the education system and structure to ensure government adoption and sustainability of the Splash program;
(2) Participate in local and global alliances;
(3) Present at conferences;
(4) Manage consultancies related to behavior change initiatives;
(5) Contribute to formal grant reporting and donor relations.

 

(E) Knowledge Management-
(1) Leverage the data in Salesforce and from the Monitoring and Evaluation team to evaluate the success of our software interventions;
(2) Participate in regular virtual meetings (and occasional travel) with Splash’s global Behaviour change team and technical experts to share best practices and develop new programmatic initiatives;
(3) Document program designs for internal and external use.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualifications:

Applicants must have a Master’s degree in the relevant field (e.g. Public Health, Behavioural Economics, Education, Community Development, Social Psychology, Communication).

 

Experience:

(1) Minimum 10 years of working experience and demonstrated knowledge on current trends related to Behaviour change;
(2) Demonstrated knowledge on current trends related to Behavior change, including behavior change communication; A targeted emphasis on Water, Sanitation and Hygiene (WASH) or the Education sector is preferred but not required;

(3) Experience in managing staff;
(4) Experience in designing, researching and expanding behavior change programs;
(5) Experience in formative research and evaluation of programs.

 

Skills and Competencies:

(3) Demonstrable high levels of integrity, honesty, openness and sound judgment

(6) Should be fluent in English, Hindi and/ or Bengali;

(7) Should demonstrate a deep belief in and passion for Splash’s work and the children they serve.

 

5. COMPENSATION OFFERED:

 

Gross compensation budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
