1. POSITION VACANT: Head of Programs, Simplon.co, Mumbai

 

2. ORGANIZATION BACKGROUND:

Founded in Montreuil, France, in April 2013, Simplon.co is a social enterprise approved by "La France S' Engage" and "Grande Ecole du Numérique" that offers, free, certified, training in digital technical jobs. The organization is focused on equipping young people with little or no education, jobseekers, refugees, people with disabilities and women, to pursue digital technical professions.

 

Over the past six years, Simplon.co has trained 6,000 persons free of charge, of which about 40% were women and 50%, had little or no education. The organization trains around 1,500 persons each year, through a network of 80 schools in France and other parts of the world, including Europe, Middle East, Africa and India. 76% of Simplon.co alumni find employment, or turn entrepreneurs, within six months of completing training.

 

As a part of inclusive digital transformation, Simplon.co successfully runs two, complementary programmes for its alumni viz.:

 

(a) “Simplon Prod” for the creation of websites and mobile applications and

(b) “Simplon Corp” to support and retrain employees.

Simplon.co in India

 

In India, Simplon is the digital arm of Aadhaar: “An Association for Development, Harmony and Action Research” (Aadhaar is a respected non-profit and not to be confused with the Government of India’s ambitious biometric ID system, bearing the same name.)

 

The project is dedicated to making the digital sector a place of inclusion and to reveal the talents of persons from underserved communities and underrepresented groups, at the same time ensuring parity between men and women.

 

The initiative seeks to transform excluded people, especially unemployed youth and women, into highly demanded members of the labor market, such as web and mobile developers, digital advisers, data developers, etc. The overarching mission of the project is to support and strengthen grassroots action and civil society to advocate and promote policies and institutions for sustainable development and inclusion of the marginalized.

 

4. JOB DESCRIPTION/ RESPONSIBILITIES:


Simplon.co wishes to recruit a Head of Programs (HoP), with responsibility for providing strategic, operational management and leadership support, to ensure both timely and within budget achievement of program objectives. S/he shall oversee program monitoring, evaluation, and reporting. This shall include oversight of Simplon grant-making programmes, with a view to ensuring their effective and quality delivery.

 

Reporting to the India Country Director, the HoP shall work independently, making informed decisions based on time, space and budgetary limitations, to ensure that the program has a positive impact on its target audience.

 

Key Job Responsibilities:


A. Operations

 

(1) Successful implementation of the Knowledge Partnership Program;

(2) Oversee market study and facilitate partner assessments;

(3) Work with the project team to create detailed work plans and track project performance, with a view to ensuring that all activities are delivered on-time and within budget;

(4) Oversee daily operations and set priorities;

(5) Detect, report and recommend solutions to program-related issues, in coordination with team members;

(6) Escalate issues, or risks, as appropriate;

(7) Submit deliverables and ensure they adhere to quality standards;

(8) Perform any other relevant program-related duty, as necessary.

 

B. Monitoring

 

(1) Monitor all activities of the program and check conformity with the project’s goals and objectives by different means, including regular field visits across the country;

(2) Ongoing tracking and analysis of efficiency of the program, ensuring early course-corrections and adaption to address observed and/or potential difficulties;

(3) Ensure program expenses remain within budget ceilings;

(4) Create and maintain comprehensive project documentation;

(5) Participate in developing best practices, sharing resources, and ongoing training;

(6) Prepare regular reports and financial statements.

 

C. Team Management

 

(1) Lead the recruitment of qualified program staff;

(2) Ensure onboarding of new staff;

(3) Manage, guide and mentor the project team throughout its life cycle, to ensure proper unfolding of the project;

(4) Contribute to the development of staff expertise and skills.

 

D. Coordination and Communication

 

(1) Establish and maintain relationships with internal and external stakeholders, consultants and third parties;

(2) Ensure coordination between various stakeholders both internal and external;

(3) Facilitate workshops, meetings, events and training, associated with the program;

(4) Facilitate training of the pedagogical team and quality checking visits;

(5) Enable collaboration and exchange between partners at various locations across India;

(6) Plan and oversee implementation of advocacy, campaigns, and influencing work plans.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification
(1) Applicants must be graduates in Political Science, Development Studies, Social Studies, or equivalent, from a recognized university;

(2) Applicants with a master’s degree in a relevant field, shall be at an advantage.

 

Experience

(1) At least seven years of experience in project management;

(2) Practical experience in project start-up, hiring and team supervision, to meet programmatic needs;

(3) Knowledge of and/ or professional training in the digital ecosystem in India;

(4) Experience in managing and coordinating a team;

(5) Extensive knowledge and understanding of program management, preferably in the context of digital projects.

 

Skills and Competencies

(1) Ability to collaborate with strong negotiation, advocacy and communication skills, both written and verbal (English and Hindi), including excellent presentation skills in English;

(2) Strong leadership and diplomatic skills;

(3) Proven ability to communicate effectively, manage information, execute on plans and ensure accountability;

(4) Demonstrable dynamic, adaptable, creative and cooperative approach to handling partnerships and addressing problems;

(5) Exceptional managerial skills, including staff supervision and mentoring experience;

(6) Strong analytical skills;

(7) Good judgment and decision-making abilities;

(8) Good finance, accounting and budgeting skills;

(9) Well-organized and able to anticipate and prioritize;

(10) Strong leadership, management and interpersonal skills;

(11) Good track record of developing productive relationships with key government officials and other community leaders;

(12) Demonstrated ability to collaborate across organisations, sectors and cultures;

(13) Willingness and commitment to achieving social impact;

(14) Willingness and ability to travel extensively in India;

(15) Prior experience of having worked in France and/or with French companies and ability to speak and understand French, shall be an advantage.

 

5. COMPENSATION OFFERED:
 

Gross annual remuneration budgeted for the position is between 24,000-36,000 Euros per annum. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.

 

6. LOCATION: Mumbai with frequent travel in India.
