1. POSITION VACANT: India Country Director, Simplon.co, Mumbai

 

2. ORGANIZATION BACKGROUND:

Founded in Montreuil, France, in April 2013, Simplon.co is a social enterprise approved by "La France S' Engage" and "Grande Ecole du Numérique" that offers, free, certified, training in digital technical jobs. The organization is focused on equipping young people with little or no education, jobseekers, refugees, people with disabilities and women, to pursue digital technical professions.

 

Over the past six years, Simplon.co has trained 6,000 persons free of charge, of which about 40% were women and 50%, had little or no education. The organization trains around 1,500 persons each year, through a network of 80 schools in France and other parts of the world, including Europe, Middle East, Africa and India. 76% of Simplon.co alumni find employment, or turn entrepreneurs, within six months of completing training.

 

As a part of inclusive digital transformation, Simplon.co successfully runs two, complementary programmes for its alumni viz.:

 

(a) “Simplon Prod” for the creation of websites and mobile applications and

(b) “Simplon Corp” to support and retrain employees.

Simplon.co in India

 

In India, Simplon is the digital arm of Aadhaar: “An Association for Development, Harmony and Action Research” (Aadhaar is a respected non-profit and not to be confused with the Government of India’s ambitious biometric ID system, bearing the same name.)

 

The project being executed by Simplon in India is dedicated to making the digital sector a place of inclusion and to reveal the talents of persons from underserved communities and underrepresented groups, at the same time ensuring parity between men and women.

 

The project seeks to transform excluded people, especially unemployed youth and women, into highly demanded members of the labor market, such as web and mobile developers, digital advisers, data developers, etc. The overarching mission of the project is to support and strengthen grassroots action and civil society to advocate and promote policies and institutions for sustainable development and inclusion of the marginalized.

 

4. JOB DESCRIPTION/ RESPONSIBILITIES:


Simplon.co wishes to recruit an India Country Director (ICD), to manage country operations and lead all its projects in India. The post-holder shall be based in the organisation’s office in Mumbai, and report directly to the General Director (based in France) and coordinate closely with the Asia Programs Manager (also in France).

 

The ICD shall be responsible for the design and implementation of strategic and operational plans and setting up Simplon’s office in India, including close coordination and follow-up with the legal advisors responsible for its registration. S/he shall also be actively involved in raising funds and implementing long-term sustainability strategies and plans that will result in the growth of the organization's program portfolio in India.

 

Key Job Responsibilities:


A. Strategy Development, Coordination and Representation

 

(1) Help formulate the country strategy for Simplon in India, considering the national context;

(2) Envision organizational strategies and plans for the development and growth of Simplon program portfolio and projects in India and the achievement of its Mission and Goals;

(3) Identify and operationalize new opportunities between Simplon and public or private

stakeholders;

(4) Coordinate with and represent Simplon to key stakeholders, such as donors, government authorities, international and national partners, counterparts, the press and other external actors;

(5) Develop and manage the annual work plan and budget, in alignment with the India Country Plan, in consultation with Simplon’s global management team;

(6) Act as the principal spokesperson and public face of Simplon in India and beyond, communicating complex ideas both verbally and in writing to diverse audiences, and building strong relationships with key policymakers, organizational partners, media outlets, and funders to promote organizational objectives;

(7) Report on a regular basis against the India Country Plan and budget and ensure compliance with the highest standards of probity and good governance;

(8) Coordinate and collaborate with other Simplon entities.

 

B. Operations

 

(1) Closely oversee the definition of Simplon programs and projects in India, ensuring their effective and efficient design, implementation and periodic evaluation;

(2) Design, conceptualize and successfully roll-out new projects;

(3) Launch and oversee project implementation in close collaboration with local NGO partners;

(4) Review and monitor program/ project operations and ensure their successful execution in coordination with the Simplon global team and local partners;

(5) Ensure project quality, social impact and financial balance is in alignment with Simplon values, programming principles and strategies;

(6) Ensure that the training courses offered are aligned with Simplon pedagogical principles. (The ICD shall help Simplon pedagogical engineers adapt and build new training curricula, based on local needs);

(7) Comply with narrative and financial reporting prescribed by Simplon’s global management team;

(8) Coordinate with project partners.

 

C. Administration, Finances and HR

 

(1) Liaise with legal advisors and government authorities, as necessary, for the registration of Simplon in India;

(2) Manage the setting-up of Simplon’s India Country office in Mumbai;

(3) Oversee all operational functions of the India Country Office, including the management of finances, allocation and control of budgets, human resources, contractual obligations and other legal and administrative matters;

(4) Hire and mentor a team of 10-15 professionals, ensuring that employee well-being is tracked and supported, encompassing all work and activities;

(5) Ensure the appropriate mobilization, use and management of financial resources.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification
Applicants must be graduates, with a post-graduate degree, or diploma, in Social Sciences, Development Studies, Engineering, Technology, Business Management, or any other field of relevance to the above job profile, from a reputed institution.

 

Experience

(1) Eight years of leadership experience in managing programs at scale and specifically in leading large projects, or departments, or teams in India;

(2) Extensive experience of working with donor partners at international, regional and sub-regional levels;

(3) Experience of reporting to a Board at the executive management level, with an international organization, of similar size and complexity;

(4) Experience of establishing a country office in India, including obtaining statutory permissions;

(5) Knowledge of the digital ecosystem or professional training.

 

Skills and Competencies

(1) Ability to collaborate with strong negotiation, advocacy and communication skills, both written and verbal (English and Hindi), including excellent presentation skills in English;

(2) Strong leadership and diplomatic skills;

(3) Ability to represent the organisation at the highest levels to civil society, companies and the Government;

(4) Ability to leverage existing projects and grants to attract more business and gain scale in operations;

(5) Proven ability to communicate effectively, manage information, execute on plans and ensure accountability;

(6) Demonstrable dynamic, adaptable, creative and cooperative approach to handling partnerships and addressing problems;

(7) Exceptional managerial skills, including staff supervision and mentoring experience;

(8) Strong analytical skills;

(9) Good judgment and decision-making skills;

(10) Business development expertise with a proven track record;

(11) Good track record of developing productive relationships with key government officials and other community leaders;

(12) Willingness and ability to travel extensively in India;

(13) Strong attention to detail and deadlines, and the ability to balance multiple, complex, competing and demanding responsibilities;

(14) Prior experience of having worked in France and/or with French companies and ability to speak and understand French, shall be an advantage.

 

5. COMPENSATION OFFERED:
 

Gross annual remuneration budgeted for the position is between 36,000-48,000 Euros per annum. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
