2. ORGANIZATION BACKGROUND:

CARE India is a part of the CARE International Confederation working in 84 countries for a world where all people live in dignity and security.

 

CARE has been working in India for over 60 years, focusing on ending poverty and social injustice through comprehensive programmes in health, education, livelihoods and disaster preparedness and response.

 

In India, CARE focuses on the empowerment of women and girls, because they are disproportionately affected by poverty and discrimination and suffer abuse and violations in the realisation of their rights, entitlements and access and control over resources.

3. PROJECT BACKGROUND:

 

CARE India’s interventions in the health sector aim to improve access to quality health services for poor and marginalized communities. CARE India works at the individual, community and systemic levels, to develop innovative solutions and help implement quality healthcare services by identifying the root causes of healthcare challenges. Their work with community groups and collaborative work with government and civil society organizations, includes cross-cutting strategies to improve the health and nutrition status of the poorest and excluded groups, particularly women and children, focusing on policy advocacy and system strengthening.

 

CARE India also builds the capacities of healthcare service providers and officials of the Integrated Child Development Services (ICDS), to create impact at scale.

 

Different areas of healthcare system delivery addressed by CARE India’s projects include improving the quality of services for maternal and reproductive health, child health and nutrition and the early identification and treatment of communicable diseases, such as, Tuberculosis (TB), Kala Azar, pneumonia, diarrhea and HIV. To increase the uptake of services, besides supply-side interventions, many projects work with communities and groups of mothers, to break social barriers by engaging men and other key decision makers in rural households. The aim of the health interventions is to strengthen and promote comprehensive health for women and girls and create a positive and enabling environment, for accessing quality healthcare services.

 

4. JOB DESCRIPTION/ RESPONSIBILITIES:


Reporting to the Chief of Party, Bihar Technical Support Programe, the Deputy Director- Health (DDH) will be responsible for providing strategic direction, oversight and guidance to CARE India’s work in health in alignment with CARE India’s Strategic Programming Framework.

 

S/he will work with a team of skilled professional staff and partners, to lead CARE’s strategy for contributing to improvements in sexual, reproductive, maternal and child health and nutrition, as well as supporting reforms to existing national and state health and nutrition programs in India, through appropriate systems. The DDH will have technical oversight over CARE’s health projects (other than BMGF projects), providing/ ensuring relevant technical assistance to all health projects, by drawing on sources both within and/or external to CARE India.

 

The post holder will support the development of capacity building plans to ensure high quality skills across CARE teams to execute and learn from its health programming.

 

S/he will also develop skills related to data driven management and clarity on quality standards among staff and partners. S/he will be responsible for facilitating learning links across various projects, especially around the use of crosscutting strategies on governance, gender relations and norms, and resilience in health programming. S/he will support in exploring opportunities for future funding for health-related programs.

 

S/he will cultivate productive relationships with the Government of India, particularly the Deputy Commissioner level for maternal and newborn health and family planning, and with other development partners.

 

S/he will also cultivate new potential partners and will play a leadership role in negotiating the formation of CARE’s participation in consortia for executing strategic health programs.

 

Key Job Responsibilities:


(A) Portfolio Development and Resource Mobilization

(1) Provide leadership to the development of health project designs that draw on lessons from the CARE world and beyond and incorporate the best of CARE’s analysis and lessons learned;

(2) Ensure alignment of health project design with the Strategic Programming Framework and the health strategy embedding crosscutting strategies related to governance, resilience and equitable gender relations and norms;

(3) Cultivate relationships with potential funders and donors and play a role in forecasting for relevant opportunities related to health programming;

(4) Develop concept notes for use by external relations and for other prospective donors;

(5) Lead design processes in response to competitive calls for proposals, and provide leadership to proposal development, in collaboration with other programming teams;

(6) Collaborate with teams working with corporate actors to raise resources for health programming;

(7) Influence resourcing of government funds toward strategic priorities and proven solution levers;

(8) Support and coordinate efforts, where necessary to leverage government resources within large scale health programs to be used for the benefit of these programs and strengthening of government health systems.

 

(B) Learning and Knowledge Management

(1) Lead action research initiatives within health projects to learn, build knowledge, develop models and influence future programming;

(2) Develop and lead an initiative to promote the use of concurrent monitoring and data driven decision making in health projects;

(3) Set up mechanisms for knowledge gathering, analysis and dissemination with CARE partners and other development actors;

(4) Lead the regular review and evolution of CARE’s long-term health program strategy to adapt to emerging scenarios and alignment with CARE India strategic priorities;

(5) Ensure high quality of health project planning and review processes and monitoring and evaluation framework and processes;

(6) Participate in organizational level efforts to articulate contribution to impact beyond the level of a project;

(7) Nurture leadership among colleagues and health project staff to build learning practices and demonstrate knowledge worker traits;

 

(C) Representation, Networking and Advocacy

(1) Represent CARE India externally (particularly at national and international levels) on the thematic aspect of health as appropriate;

(2) Position CARE India in relevant fora and networks, around issues of greatest strategic importance and impact;

(3) Provide leadership, ensure coordination in CARE’s efforts to participate strategically in and contribute to appropriate state, national and international alliances and coalitions on health;

(4) Cultivate key relationships with government of India, particularly at the Deputy Commissioner level for maternal and new born health, and family planning;

(5) Establish professional linkages with skilled individuals and institutions to support CARE in identifying research agenda, knowledge management, and advocacy for building a better enabling environment;

(6) Identify areas where CARE can influence policy and advocate for change in line with our overall strategy, and lead or contribute to advocacy efforts and campaigns as appropriate.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification
Applicant must be MBBS, preferably with an MD in Community Medicine, or equivalent.

 

Experience

(1) Minimum 10-12 years’ public health experience including 8-10 years of progressively responsible experience in designing and managing health programs at the national or regional level, with attention to social determinants of health and gender issues affecting access to health;

(2) Prior experience of working in a multi-sector development and humanitarian organization is highly desirable;

(3) Experience of designing development initiatives (in CARE priority areas);

(4) Experience of working with and managing large and diverse teams;

(5) Prior experience of working in a multi-sector development and humanitarian organization, is highly desirable.

 

Skills and Competencies

(1) High level of knowledge and experience across levels in health systems strengthening, cultivating relationships with health professionals in government and other development partners, and community mobilization for better health outcomes;

(2) Substantial and diverse experience in all facets of documentation and public information;

(3) Overall understanding of Public Health will be an added advantage;

(4) Demonstratable integrity by modeling NGO/ civil society/ CARE India values and ethical standards;

(5) Promotes the vision, mission, and strategic goals of CARE India;

(6) Proficiency in MS Office Software package including good ppt skills and internet use; Knowledge of website management and/or desktop publishing software;

(7) Demonstrates good presentation skills;

(9) Ability to build productive partnerships with various stakeholders;

(10) Excellent writing and oral skills in English and Hindi;

5. COMPENSATION OFFERED:


Gross compensation budgeted for the position is Rs. 25 lacs per annum. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
