Electronic Vaccine Intelligence Network (eVIN) Project

Meghalaya

1. POSITION VACANT: Project Officer- Operations, Electronic Vaccine Intelligence Network (eVIN) Project with SAMS (Two Vacancies), Shillong (One Vacancy) and Tura (One Vacancy)

 

2. BACKGROUND:

 

Strategic Alliance Management Services Pvt. Ltd. (SAMS) is a premier management consultancy that has been exclusively focused on providing recruitment, payrolling and supply chain management services, to the public health and development sectors in India, for the past 22 years.

 

SAMS’ clients include bilaterals, multilaterals, I/NGOs and both Central and State Government organizations. SAMS has managed drug logistics and health supplies for the Revised National Tuberculosis Control Programme (RNTCP) at CTD, MoHFW for the past 17 years. SAMS has provided similar support to NVBDCP and briefly to NACP.

 

eVIN is an exciting, ‘breakthrough’ initiative from UNDP that is expected to improve the availability of quality vaccines to the Universal Immunization Programme (UIP), at the state and district level. The eVIN project is being implemented in all districts of Arunachal Pradesh and Project Officer- Operations (PO-Ops) will be an integral component of the UNDP State Project Team in Arunachal Pradesh, which is working towards contributing to the objectives of the project.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the Senior Project Officer, the Project Officer- Operations (PO-OP) shall be responsible for managing programme planning, implementation, capacity building, monitoring and reporting, for all cold chain points and shall execute the following responsibilities:

 

Key Roles and Responsibilities:

 

(A). Programme Planning and Implementation of eVIN in the Region:

(1) Provide advice and support to the development and phased implementation of the Electronic Vaccine Intelligence Network (eVIN) which includes vaccine logistics and cold chain management on one single information system platform in the state. This activity will involve a systematic and phased scale up of a system for SMS-enabled real time Management Information system (MIS) for cold chain and vaccine logistics management at the respective district level.

 

(B). Liaising and Advocacy with the Government and Other Development Partners:

(1) Partners with regional and district level health vaccine structures to assess and understand the capacity needs and support required for the effective and timely implementation of the eVIN in selected states; Work closely with regional and districts level health officials, coordinating with development partners working on immunization.

 

(C). Capacity Building and Technical Assistance for Government:

(1) Assist the Senior Project Officer to identify capacity building needs on eVIN and undertake capacity building activities at the district level.

 

(D). Monitoring and Evaluation of eVIN Delivery in the Respective Region:

(1) Facilitate the review of the system and capacities relating to the delivery of eVIN in conjunction with State Health Mission;

(2) Undertake extensive field visits to monitor the implementation of the system and provide technical inputs to address gaps and bottlenecks;

(3) Monitor the eVIN system and alert designated authorities at the district level with regards to vaccine inventory and cold chain management;

(4) Assist, support and monitor the identified implementing agency in the implementation of the system at the district and sub district level; Undertake capacity building initiatives at the regional and district level;

(5) Document the implementation process and analytical learning to scale up in all the districts of state;

 

(E). Report Writing:

(1) Prepare periodic status reports, annual reports, case studies, etc. in a qualitative and timely manner.

 

(F). Supporting other Health Interventions:

(1) Provide support to the state in the overall immunization program in addition to eVIN and carry out the implementation of any relevant UNDP system strengthening projects in health (MNCH, NCDs, HIV, etc) and other areas as may be required.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
(1) Regular Post Graduate degree or diploma in Public Health/ Hospital Management/ Hospital Administration/ Social Sciences from a reputed University / Institution.

 

Experience:

(1) Minimum 3-5 years of professional work experience, of which minimum 2 years’ experience is in supply chain management of vaccines;

(2) 1-2 years in Routine Immunization programme including the vaccine logistics and cold chain mechanisms is essential

(3) Experience in health policy analysis and influencing is mandatory

(4) Experience in managing information technology driven projects shall be an added advantage;

(5) Experience in managing and scaling large scale projects preferably in health sector;

(6) Experience of working with the government or other international development organization will be an asset.

 

Skills and Competencies: 

(1) Excellent knowledge of spoken/ written English and local language;

(2) Knowledge of project areas and keep abreast with new developments in areas of professional discipline and seeks to develop herself/ himself professionally;

(3) Knowledge of project management tools and utilises these regularly in work and assignments;

(4) Ability to lead and facilitate work plan and provide support to identify suitable alternatives as needed;

(5) Accountable for the delivery of agreed results;

(6) Ability to work independently and with minimum supervision;

(7) Identify common interest and goals and carry out joint initiatives with partners;

(8) Makes effective use of resources and comparative advantage to strengthen partnerships;

(9) Bring visibility, promotes ideas and develops partnerships to advance the organization’s work;

(10) Recognizes key players in decision making, engaging them and building consensus for final decisions;

(11) In-depth understanding of client/ partner/ donor perspective and strives for high quality client oriented services;

(12) Ability to establish smooth relationship and enabling environment between clients and service providers;

(13) Must be result driven and solution oriented; Ability to work under pressure;

(14) Demonstrable fair and transparent decision making and calculated risk taking;

(15) Ability to identify problems, propose solutions and take immediate corrective measures;

(16) Must have analytical, negotiating, communication and advocacy skills;

(17) Proficient in MS Office and other applications.

 

5. COMPENSATION OFFERED:

 

Gross compensation for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

 

6. JOINING PRE-REQUISITES:

 

In case of selection, candidates would be required to submit Medical Fitness certificate and a Demand Draft of Rs. 27,000/- as security deposit against company assets prior to her/his joining.

 

7. NATURE OF ENGAGEMENT: The PO-OP shall be on the payroll of Strategic Alliance Management Services Pvt. Ltd. (SAMS), a respected HR Agency.
