1. POSITION VACANT: National Consultant for Monitoring and Evaluation, WHO-NTEP Technical Support Network, Central TB Division, New Delhi (Two Vacancies)



The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO is attainment of the highest possible level of health by all people. WHO's main function is to act as the directing and coordinating authority on international health work.  


The WHO Country Office for India (WCO-India) provides wide-ranging policy inputs and technical assistance to the Ministry of Health & Family Welfare (MoHFW), in the area of health and health systems, supporting a range of health initiatives that include the National Rural Health Mission, Universal Health Coverage, Polio Surveillance, TB Elimination, HIV/AIDS, Roll Back Malaria, Tobacco Free Initiative, Health Financing, Trade Agreements and Health, Non-communicable Diseases, Environment and Health, etc.


National Tuberculosis Elimination Programme (NTEP):


India’s Revised National Tuberculosis Control Programme (RNTCP), was officially renamed as National Tuberculosis Elimination Program (NTEP), on January 1, 2020, demonstrating the Central Government’s commitment to achieve the Sustainable Development Goals of ending TB by 2025, five years ahead of global target.


WHO has supported NTEP since inception, working closely with the programme and its partners at both the national and state levels. WHO India provides policy inputs and technical assistance to MoHFW for TB elimination activities. In the 20 years since its inception in 1999, the WHO-NTEP Technical Support Network (WN-TSN) has sought to strengthen NTEP activities through technical support in planning, capacity building, training, evidence generation, surveillance and monitoring and evaluation.


On behalf of WHO India and Central TB Division, Strategic Alliance Management Services P Ltd.  (SAMS) is seeking applications for the post of National Consultant for Monitoring and Evaluation (NC-M&E). Under the supervision of DDG-TB, Central TB Division, WHO Representative to India (WR-I) and NPO (TB)- WHO-India, the National Consultant- Monitoring and Evaluation (NC-ME) shall be responsible for providing technical support to the Union and State Governments for NTEP and execute the responsibilities discussed below:


Key Roles and Responsibilities:
(1) Provide technical support to CTD in routinely analyzing the programme data and to provide timely feedbacks for programme improvement; Assist CTD in conducting in-depth analysis and interpretation of routine surveillance data using Nikshay;
(2) Provide technical support for timely revision of monitoring and evaluation strategy of the programme and facilitate internal and external evaluations for the programme;
(3) Provide technical support for improvements in NTEP electronic recording and reporting systems to optimize it for programme monitoring and reporting requirements;
(4) Build capacity of CTD and State TB Cells in producing information from reported data and use of such information in programme monitoring and decision making;
(5) Assist CTD in the preparation of quarterly and annual NTEP performance reports;
(6) Provide support to CTD for the annual reporting of surveillance data to WHO;
(7) Provide technical support, oversight and monitoring of financial management including PFMS, DBT and incentives for TB care;
(8) Provide technical assistance to CTD for deployment of ICT based treatment adherence systems across the country;

(9) Assist CTD in designing requirements, training materials, supervision of call center; Analyze information generated by call centers on providers and TB patients to provide inputs for inputs;

(10) Assist CTD in the monitoring of the programme using standard guidelines and indicators;

(11) Assist CTD in developing e-training materials for various cadres of staff and officers

(12) Provide assistance for the internal and external evaluations of NTEP, including coordination and improvements in tools, methodologies, etc.;

(13) Provide support to the program at all levels in effective digital data management, validation, analysis and its application to guide policies and actions;

(14) Provide support for facilitating introduction of new initiatives to strengthen patient support systems including universal access, social protection and seamless integration of ICT platforms from various support service avenues with NIKSHAY;

(15) Provide a monthly report and an end-of-assignment report in the prescribed formats on activities, achievements, challenges and recommendations;

(16) Perform other duties as required in the interest of TB control in India.




Qualification and Experience:

(1) Applicants must be MBBS with Master’s or higher degree in Public Health/ Health Statistics/ Population Statistics, or other relevant field;

(2) Minimum five years of national or state level experience in public health programmes/ projects, in handling program surveillance data, or operational research, or monitoring and evaluation, or equivalent.


Skills and Competencies:

(1) Proven ability to communicate clearly;
(2) Ability to work effectively in a team;
(3) Proficiency in computer applications;
(4) Excellent knowledge of spoken/written English and local language;
(5) Able to produce results and work in a changing environment.




Gross compensation payable to the candidate selected for this post, at the time of joining WHO-NTEP TSN, is budgeted at Rs. 150,800/- per month. TDS shall be deducted at the applicable rate.


6. LOCATION: Central TB Division, New Delhi




(1) The candidate selected shall be on the rolls of Strategic Alliance Management Services P Ltd.  (SAMS), a respected HR Agency providing HR resources under third-party payrolling arrangements to WHO and other multilateral agencies, for the execution of government projects in India;

(2) SAMS shall issue short-term, project-specific, employment contracts to selected candidates, for a maximum period of one year or less, coinciding with the period of the payrolling contract issued by the Client. Employment contracts may be renewed for specified periods thereafter, subject to satisfactory performance, requirement and project continuation;

(3) The candidate appointed, as above, shall have no right to claim regular employment from SAMS, the Government, or WHO;  

(4) The candidate selected shall have no claim for regular appointment from SAMS, the Government or WHO, or continuation of her/his services, under any other project.
