1. POSITION VACANT: National Consultant for Human Resource Development, WHO-NTEP Technical Support Network, Central TB Division, New Delhi


2. ORGANIZATION BACKGROUND:

 

The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO is attainment of the highest possible level of health by all people. WHO's main function is to act as the directing and coordinating authority on international health work.  

 

The WHO Country Office for India (WCO-India) provides wide-ranging policy inputs and technical assistance to the Ministry of Health & Family Welfare (MoHFW), in the area of health and health systems, supporting a range of health initiatives that include the National Rural Health Mission, Universal Health Coverage, Polio Surveillance, TB Elimination, HIV/AIDS, Roll Back Malaria, Tobacco Free Initiative, Health Financing, Trade Agreements and Health, Non-communicable Diseases, Environment and Health, etc.

 

National Tuberculosis Elimination Programme (NTEP):

 

India’s Revised National Tuberculosis Control Programme (RNTCP), was officially renamed as National Tuberculosis Elimination Program (NTEP), on January 1, 2020, demonstrating the Central Government’s commitment to achieve the Sustainable Development Goals of ending TB by 2025, five years ahead of global target.

 

WHO has supported NTEP since inception, working closely with the programme and its partners at both the national and state levels. WHO India provides policy inputs and technical assistance to MoHFW for TB elimination activities. In the 20 years since its inception in 1999, the WHO-NTEP Technical Support Network (WN-TSN) has sought to strengthen NTEP activities through technical support in planning, capacity building, training, evidence generation, surveillance and monitoring and evaluation.

 

On behalf of WHO India and Central TB Division, Strategic Alliance Management Services P Ltd.  (SAMS) is seeking applications for the post of National Consultant for Human Resource Development. 3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Under the supervision of DDG-TB, Central TB Division, WHO Representative to India (WR-I) and NPO (TB)- WHO-India, the National Consultant- Human Resource Development (NC-HRD) shall be responsible for providing technical support to the Union and State Governments for NTEP and execute the responsibilities discussed below:

 

Key Roles and Responsibilities:
(1) Develop a draft policy document on Human Resources- Needs and Development, for NTEP, including a multiyear plan for skill development;
(2) Assist CTD and NTI in building a repository of trained manpower within the programme and framework for performance-based assessment;
(3) Facilitate and track recruitment processes, training needs and the conduct of training at the National, State and District levels;
(4) Create a knowledge skill framework for NTEP employees and ensure that career progression is commensurate with skills;
(5) Assist CTD in collaborating with National Institutes, National Training Sites and Training Partners to prepare training schedules and facilitate training;
(6) Assist CTD in the capacity building of State Training and Demonstration Centres;
(7) Assist CTD in the monitoring and quality assurance of trainings imparted at National/ State/ District levels;
(8) Assist CTD in tracking payments of compensations and eligible benefits to contractual HR recruited at the State/ District levels;
(9) Assist CTD in developing mechanisms for direct disbursal of compensation and benefits to programme HR;
(10) Handle day to day correspondence at CTD pertaining to human resource development at the National, State and District levels;
(11) Assist CTD in operationalizing employee career progress plans and grievance redressal mechanisms;
(12) Facilitate change management with respect to the use of ICT and Nikshay tools, for concerned data entry and validation and use for public health action;

(13) Other responsibilities, as necessary.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:          

 

Qualification and Experience:

(1) Applicants must be Graduates with a Post Graduate Degree/ Two- years full time PG Diploma in Management (Human Resources).

(2) A minimum of five years of experience in managing Human Resources;

(3) Applicants with experience of working with the development sector, shall be at an advantage;

(4) Experience of working with UN Organizations/ Non-profits/ Government and/or in government projects, shall be an advantage

 

Skills and Competencies:

(1) Proven ability to communicate clearly;
(2) Ability to work effectively in a team;
(3) Proficiency in computer applications;
(4) Excellent knowledge of spoken/written English and local language;
(5) Able to produce results and work in a changing environment.

 

5. COMPENSATION OFFERED:

 

Gross compensation payable to the candidate selected for this post, at the time of joining WHO-NTEP TSN, is budgeted at Rs. 150,800/- per month. TDS shall be deducted at the applicable rate.

 

6. LOCATION: Central TB Division, New Delhi

 

7. NATURE OF APPOINTMENT/ CONTRACT DURATION: 

 

(1) The candidate selected shall be on the rolls of Strategic Alliance Management Services P Ltd.  (SAMS), a respected HR Agency providing HR resources under third-party payrolling arrangements to WHO and other multilateral agencies, for the execution of government projects in India;

(2) SAMS shall issue short-term, project-specific, employment contracts to selected candidates, for a maximum period of one year or less, coinciding with the period of the payrolling contract issued by the Client. Employment contracts may be renewed for specified periods thereafter, subject to satisfactory performance, requirement and project continuation;

(3) The candidate appointed, as above, shall have no right to claim regular employment from SAMS, the Government, or WHO;  

(4) The candidate selected shall have no claim for regular appointment from SAMS, the Government or WHO, or continuation of her/his services, under any other project.
