The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO is attainment of the highest possible level of health by all people. WHO's main function is to act as the directing and coordinating authority on international health work.  


The WHO Country Office for India (WCO-India) provides wide-ranging policy inputs and technical assistance to the Ministry of Health & Family Welfare (MoHFW), in the area of health and health systems, supporting a range of health initiatives that include the National Rural Health Mission, Universal Health Coverage, Polio Surveillance, TB Elimination, HIV/AIDS, Roll Back Malaria, Tobacco Free Initiative, Health Financing, Trade Agreements and Health, Non-communicable Diseases, Environment and Health, etc.


National Tuberculosis Elimination Programme (NTEP):


India’s Revised National Tuberculosis Control Programme (RNTCP), was officially renamed as National Tuberculosis Elimination Program (NTEP), on January 1, 2020, demonstrating the Central Government’s commitment to achieve the Sustainable Development Goals of ending TB by 2025, five years ahead of global target.


WHO has supported NTEP since inception, working closely with the programme and its partners at both the national and state levels. WHO India provides policy inputs and technical assistance to MoHFW for TB elimination activities. In the 20 years since its inception in 1999, the WHO-NTEP Technical Support Network (WN-TSN) has sought to strengthen NTEP activities through technical support in planning, capacity building, training, evidence generation, surveillance and monitoring and evaluation.

The Medical Consultant – Field Level shall execute following responsibilities.


Key Roles and Responsibilities:


(1) Provide technical support for comprehensive TB Surveillance at Districts and the State, by facilitating TB notification by the public and private sector (including public health action), effective roll out of Nikshay, timely analysis of data and provision of feedback to programme staff at all levels;
(2) Coordinate and liaise with Central, Regional and State Consultants and officials of the State and Centre, in close collaboration with the Central TB Division (CTD) and WHO;
(3) Provide technical assistance for addressing quality care of all patients seeking care in private sector, by effectively engaging the private sector through advocacy, training, monitoring and supportive supervision. Facilitate coordination among government and non-government sectors, including involvement of non-governmental organizations (NGOs), private health care sectors including private diagnostic facilities, medical colleges and health facilities under other health sectors, as well as interface agencies. Facilitate schedule H1 implementation, undertake prescription audits and promote good clinical practices including correct prescription practices;
(4) Provide technical support for TB elimination by NTEP, for planning, training, quality assurance, monitoring and evaluation. Also undertake supportive supervisory and mentoring visits to States for developing the capacity of States and improving the quality of service delivery;
(5) Provide technical support in scaling up of all components of the End TB Strategy, including collaborative activities to address co-morbidities and other social determinants, laboratory strengthening, management of all forms of TB including drug resistant TB and other areas for achieving ‘Universal Access to TB Care;
(6) Facilitate innovations in the areas of prevention, detection and treatment of TB, including social support for TB patients and families, innovative ICT applications etc.;
(7) Provide technical support, oversight and monitoring of financial management, including Public Finance Management System (PFMS), Direct Benefit Transfer (DBT) and incentives for TB care;
(8) Conduct/ facilitate operational research in order to provide evidence for policy development for further improvement of the TB Elimination programme, including operational researches conducted by NTEP;
(9) Identify gaps in supply chain management, ensuring timely troubleshooting at all levels. Building capacity for drug logistic management including deployment of Nikshay Aushadhi (online drug logistic supply chain management);
(10) Provide support to the programme at all levels in effective data management, validation, analysis and its application to guide policies and actions;
(11) Provide support for facilitating the introduction of new initiatives to strengthen patient support systems, including universal access, social protection and seamless integration of ICT platforms from various support service avenues with NIKSHAY;
(12) Maintain a daily log of activities and achievements, prepare and update annual activity plans, and compile progress reports of activities, achievements, challenges, and recommendations in the prescribed formats using SMART tool as and when instructed by WHO India;
(13) Undertake any other activity related to technical assistance as assigned by Deputy Director General (TB) and WHO Representative to India in the interest of TB Elimination in India.




Qualification and Experience:

(1) Post Graduate Degree (MD/MS/DNB) in Community Medicine/ Preventive & Social Medicine/ Pediatrics/ Medicine/ Tropical Medicine/ Community Health Administration/ Family Medicine/ Epidemiology/ Public Health/ Equivalent, from a recognized University; OR

(2) Post Graduate Diploma in Community Medicine/ Preventive & Social Medicine/ Pediatrics/ Medicine/ Tropical Medicine/ Community Health Administration/ Family Medicine/ Epidemiology/ Public Health/ Equivalent, from a recognized University plus two years prior experience of public health programmes/ projects; OR

(3) MBBS from a recognized University plus at least four years prior experience of public health programmes/ projects.


Skills and Competencies:

(1) Proven ability to communicate clearly;
(2) Ability to work effectively in a team;
(3) Proficiency in computer applications including Knowledge of Computer Applications or Business Intelligence tools /Data Management;
(4) Excellent knowledge of spoken/written English and local language;
(5) Able to produce results and work in a changing environment.




Gross compensation payable to the candidate selected for this post, at the time of joining WHO-NTEP TSN, is budgeted at Rs. 110,000/- per month. TDS shall be deducted at the applicable rate.


6. LOCATION(s) and Number of Vacancies: Multiple States; Approx. 30 Vacancies: Maharashtra, Rajasthan, Uttar Pradesh, Jharkhand, Chhattisgarh, Madhya Pradesh, Punjab, Odisha, Himachal Pradesh, Bihar, Telangana and Haryana.




(1) The candidate selected shall be on the rolls of Strategic Alliance Management Services P Ltd.  (SAMS), a respected HR Agency providing HR resources under third-party payrolling arrangements to WHO and other multilateral agencies, for the execution of government projects in India;

(2) SAMS shall issue short-term, project-specific, employment contracts to selected candidates, for a maximum period of one year or less, coinciding with the period of the payrolling contract issued by the Client. Employment contracts may be renewed for specified periods thereafter, subject to satisfactory performance, requirement and project continuation;

(3) The candidate appointed, as above, shall have no right to claim regular employment from SAMS, the Government, or WHO;  

(4) The candidate selected shall have no claim for regular appointment from SAMS, the Government or WHO, or continuation of her/his services, under any other project.

MBBS applicants must be registered with the Medical Council of India, to be eligible for consideration. Insofar as possible, PG degrees and/or diplomas must also be registered with the Medical Council of India.


Post Graduate Diplomas must be issued by a recognized institution on the conclusion of a full-time, two-year programme, to be eligible for consideration. Part-time, online, distance, short duration Post Graduate Diplomas, issued by a non-recognized institution, shall not be eligible for consideration.
