1. POSITION(S) VACANT: State SNCU MIS Manager, International Development Agency, Bhopal, Madhya Pradesh

 

2. ORGANIZATION BACKGROUND:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

 

PROJECT BACKGROUND:

Madhya Pradesh has an IMR of 47 per 1000 live births (SRS 2016). Neonatal Mortality constitutes almost 2/3rd of Infant Mortality Rate (IMR) and it is essential to reduce the Neonatal Mortality rate to register decline in IMR. State has taken many initiatives in this regard, such as strengthening Facility Based Neonatal Care (FBNC) at district level and Special New-born Care Units (SNCUs) has been strengthened and up-scaled to 54 units in the state.
 

IDA and NHM have jointly strengthened the data recording, monitoring and analysis by implementing an online SNCU MIS system to provide feedback on over 90,000 admissions in the units and use it for policy decisions. The SNCU Online Data Management & Follow-up Tracking Software developed by IDA has been up scaled by Government of India (GoI) across the country. Additionally, IDA and NHM, MP have also jointly implemented the Janani Suraksha Karyakram (JSSK) Referral transport online software. The Referral transport online software monitors and tracks the utilisation of referral transports through GPS based Janani Vehicles since 2008. There are 1041 Janani Express/ Ambulances in 51 districts transporting pregnant women and sick children and tracked over 4 million pregnant women and sick children transported from 2008 till date.
 

The state has also integrated the SMS reminders for beneficiaries and ASHA workers to strengthen the follow up due dates at the state level. Additionally, IDA has supported the Data Entry Operators, Tele-callers module, to strengthen telephonic counselling of mothers and families, and remind the parents of the new-borns, for regular follow up at facility level and to ensure the community follow up as per the schedule for SNCU post discharge follow up. It is also essential to integrate and validate and triangulate data from the SNCU MIS for follow up at facility and community from ASHA software. There is also a need to provide daily due list from software to the Block and village ASHA workers, ANMs and their supervisors, to track the regularly status of SNCU post discharge follow up from the respective villages and blocks in 51 districts. In view of the recent Home Based Young Infant Care (HBYC) guidelines, the schedule now includes follow up and referral of SNCU discharged babies to Rashtriya Bal Swasthya Karyakram (RBSK) for growth and development assessment and linkages with NRC for nutritional assessments and prevention and management of SAM. In 2019-2020, it will be essential to triangulate data from SNCU MIS, Janani MIS, ASHA software, state facility-based child death review, community-based child death reviews, HBYC, SMS reminders, Data entry operators telephonic counselling and document the impact of the monitoring. It will also be essential to strengthen reporting and recording of KMC, SNCU facility follow up data over 2019-2020. The state is also strengthening 17 Paediatric ICUs in MP with the support of IDA.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The State SNCU MIS Manager (SSMM) shall upgrade and upkeep the SNCU MIS, to monitor data quality, data analysis, functional data platform, and training of Data Entry Operators. The SSMM will visit each of the 51 districts regularly to monitor real time issues and provide support to districts as well as state. The incumbent will also support the state  to manage the software’s as well as analyse data and provide regular feedback for corrective actions and continuously mentor the district level Data Entry operators (DEOs) at the SNCUs.

 

S/he shall be responsible for regularly report the key gaps, operational issues, and data triangulation challenges from SNCU MIS, NHM and IDA MP. The SSMM will regularly review the data entry gaps, time lag from case sheet to SNCU MIS, share the data for due list of facility and community follow up, ensure timely SMS reminder systems are operational and data entry operators provide the regular telephonic counselling for facility and community follow up to families of SNCU discharged babies and ASHA workers, block and district program managers for sector, block and district program reviews. 

 

The incumbent will monitor over 250 indicators, with critical focus on time lag for data entry, KMC rate, inborn, out-born, community referral rates, SNCU facility and community follow up rates, female admissions, age at marriage, birth spacing, referral transport use, utilisation of JSSK, outcome, discharge, death rates, vulnerable populations and worst and best performing districts. S/he will also support the DD Child health and IDA, MP, to develop state, district fact sheets for monthly and quarterly SNCU reviews and other related data sets and develop the proposal for PICU MIS and case sheets under guidance of IDA and NHM MP.
 

Key Deliverables:

(1) Establish data recording and monitoring systems in Special New-born Care Unit (SNCU) and Janani Referral Transport Call Centre at the district hospitals in 51 districts;
(2) Coordinate compilation of data from different district wise units and share with Health Specialist, DD Child Health and state on a monthly basis for feedback and corrective action;

(3) Compile data from different call centres for Janani Referral Transport and share with Health Specialist and State on a monthly basis for feedback and corrective action; Provide data on number of missed cases per month to develop alternative strategy;

(4) Support the state to develop the TOR for tendering process of Referral transport agency with state Referral transport call centre;

(5) Support smooth operations of online monitoring system of SNCU and JSY Call Centre data at state level; Monitor time-lag for data entry and resolve technical glitches for server maintenance, IP systems, software, telephone and data lines at 54 SNCUs and 50 Janani call centres and share the Software fields with the state Janani Call Centres for data integration through regular review meetings;

(6) Support Call Centre and SNCU software Consultant in training of call centre and SNCU data operators in correct use of software;

(7) Support tracking of Facility follow up data of SNCUs and Call drops data of JSY call centre;
(8) Support report of HR and Equipment status in the software for action at state level;
(9) Field monitoring visits to all 54 SNCUs and 51 Call centres in MP at district hospitals and frequent follow up visits need to IDA supported districts of Guna, Shivpuri, Sheopur, Annuppur, Mandla, Umaria, Shahdol and related RMNCHA districts;
(10) Coordinate with District and Divisional Consultants to support the SNCU and Janani MIS feedback;

(11) Support to IDA to strengthen the training of SNCU Data entry operators and Janani Call Centre data operators to strengthen quality of calls and also strengthen training module of SNCU data entry operators;
 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification and Experience:
(1) Masters in Computer Application with MBA in Health/ Hospital Administration or relevant field with five to 10 years of experience;

OR;

(2) Masters in Computer Application Or BCA, B.E., B.Sc. in (Computer Science/ IT) with five to 10 years of experience in data compilation and analysis of data related to SNCU, Janani Call Centre, IMNCI, RI and other health program at district level;

(3) Knowledge of SNCU software operation is desirable;

(4) Experience of working with Government is desirable

 

Skills and Competencies:

(1) Ability to plan and execute activities at state and district level;
(2) Capable of taking on independent responsibility;
(3) High level of computer proficiency with specific familiarity with commonly used Windows and MS Office software and database software;

(4) Good oral and written communication and presentation skills in English and Hindi;

(5) Demonstrated ability to work in a multi-disciplinary team with strong facilitation skills and ability to analyse reports, plan and monitor projects;

(6) Good track record of credibility

5. ESTIMATED TRAVEL: Approximately 18 days in a month for achievement of the listed deliverables. (Additionally, consultant will be required, to travel to the 6 days per year for national review meetings and workshops)

 

6. NATURE OF ENGAGEMENT:

The SSMM shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.
