1. POSITION VACANT: State Nutrition Consultant (SNC), Department of Health and Family Welfare GoI, International Development Agency, Kolkata, West Bengal

2. ORGANIZATION BACKGROUND
:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

 

PROJECT BACKGROUND:

In the State of West Bengal, Nutrition services are delivered through the government-led Child Development Department and the National Health Mission. Technical support is required to support the state government and district administration in program planning, management, monitoring and evaluation, thereby strengthening the flagship programs to deliver socially inclusive Maternal and Child Health & Nutrition programs. This includes building capacity of the State Government Departments (Health and Family Welfare & Women and Child Development), to scale-up model programs and contribute to attaining the SDGs. 

In this context, the government-led Nutrition programmes will ensure the delivery of universal and equitable coverage of proven interventions for women, infants and young children 0-23 months and adolescent girls. Improving coverage, intensity and quality of Nutrition interventions and ensuring continuity for impact, requires technical support for planning, implementation and monitoring at the state level within the framework of the NHM. Improved Nutrition outcomes shall involve establishing close collaboration between the various departments – DHFW, DWCD&SW, Dept. of Food & Supplies and the overarching body of the Nutrition Mission.

The Nutrition program will support the State Government in the effective implementation of the Mothers’ Absolute Affection (MAA) programme for accelerating improvements in breastfeeding practices.  Support will be rendered to implement a comprehensive approach in reducing acute malnutrition through strengthening of F-SAM and pilot community-based management of children with SAM (C-SAM) in the state. Priority focus will also be on strengthening maternal nutrition (both during pregnancy and lactation), integrating it within the service delivery ambit of maternal health interventions.   

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The SNC shall be responsible for providing technical assistance for fostering convergence, improving data quality and analysis, by giving strategic handholding and techno-managerial support to the work assignment. The incumbent shall also strengthen Nutrition interventions, especially on issues related to the integrated management of Severe Acute Malnutrition, enhancement of health facilities by promoting infant and young child feeding, micronutrient supplementation and maternal Nutrition interventions.

 
Key Deliverables:

(A) Planning, Monitoring and Reporting of Roll-out of MAA programme:

(1) Inclusion of MAA in NHM PIP, organizing state level reviews, finalizing roll out and training plans of MAA in FRUs and follow-up;
(2) Generate reports for MAA and share implementation status with the State Government;
(3) Provide need-based support to the Resource Centre.                 
 

(B) Support Facility-based Management of Acute Malnutrition:
(1) Operationalization, monitoring, training and follow-up of NRCs in the state and inclusion of F-SAM in PIPs;
(2) Finalize contextualized guidelines and training packages for new guidelines, developing analytical reports on results. Provide support to the Resource Centre.

(C) Strengthen Facility-based SAM management, including roll-out of contextualization of new guidelines across the state.
 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
Master’s degree in Nutrition, or Public Health Nutrition, or Public Health.

Experience:
(1) Minimum two years of relevant professional work experience, preferably in Nutrition Rehabilitation Centres, Facility based implementation of infant and young Child feeding or as State Nutrition Consultant, is essential;;
(2) Experience of working with Government Departments and coordination with state and district level authorities, is desirable;
(3) Prior experience of multi-sector coordination with Departments including (DHFW, DWCD&SW, Education, P&RD, etc.) will be preferred.

 

Skills and Competencies:

(1) Good technical knowledge of IYCF, F-SAM, C-MAM & micro-nutrient deficiencies

(2) Excellent communication and documentation skills;
(3) Good data analysis and interpretation skills;
(4) Proficiency in computer (MS applications) shall be an advantage.

 

5. ESTIMATED TRAVEL: Approximately 4 to 5 days in a month for achievement of listed deliverables across the state.

 

6. NATURE OF ENGAGEMENT:

 

The State Nutrition Consultant (SNC) shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

 

(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

 

Notes:

(1) The above elements shall be a key input into the selection and negotiation process;
