1. POSITION(S) VACANT: State KMC and PICU Coordinator, International Development Agency, Bhopal, Madhya Pradesh

2. ORGANIZATION BACKGROUND
:

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

 

Project Background:


Madhya Pradesh has the highest Under Five (U5MR)-55 per 1000 and New-born Mortality Rate (NMR) -32 in the country (SRS 2016). Over the years Government of MP with technical support of IDA has invested heavily in strengthening facility based new born care in the state in last five years. Thus, there are 54 functional Special New-born Care Units (SNCUs). This rapid scale up has resulted in more than 94,000 new-borns getting treated at these units in the year 2017. This has resulted in a 27-point decline in the NMR from 2008 till date.

IDA has been the technical partner of the State in setting up these units since the establishment of first unit in Guna in December 2007. There is a need to strengthen Kangaroo Mother Care (KMC) Wards in the post-natal ward and standardize the protocols across the state keeping in mind its potential as a simple and effective intervention to reduce neonatal deaths among preterm and LBWs. To further accelerate the decline in the infant and Under Five mortality, it is essential that the state also invests in strengthening Paediatric Intensive Care units (PICUs) to ensure child survival. IDA as the technical support partner, will support NHM MP to strengthen the standard operating protocols and management of infants in Paediatric intensive care units (PICUs). Currently there, are 10 PICUs set up in state and 4 are set up in IDA supported HPDs. There is a need to monitor and strengthen the PICUS in the state with focus on IDA priority districts. Additionally, NHM Bhopal, is focusing on the Mother New-born High Dependency Units (MNHDUs), it is essential to strengthen at least one HDU at Bhopal, as the State KMC New-born resource centre. This will enable the state, to develop a training resource site for strengthening facility-based new-born care with all components of KMC, SNCU follow up, and linkages with RBSK.

IDA has also partnered with NHM MP and PGIMER Chandigarh to initiate Integrated Module for Paediatric ICU (PIMPACT) trainings for doctors and nurses to strengthen PICUs and paediatric wards, case management.  It is essential to regularly monitor training quality, conduct peer review of facilitator and training module, coordinate with PGIMER for observership, post training mentoring and strengthen reporting, recording at PICUs.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
 

The State KMC and PICU Coordinator will work under the supervision of Mission Director, NHM MP, in coordination with the Deputy Director Child Health and will be responsible for providing necessary monitoring and management support to strengthen quality of care for Kangaroo Mother Care (KMC) at select SNCU, Post-natal wards, NBSU facilities in the 51 districts. The incumbent will ensure regular KMC skills-based capacity building, hands on mentoring, KMC recording and reporting registers and MIS based monitoring and reporting improves, job aides for KMC like videos, flip charts are used to strengthen quality of new-born care and KMC at facilities. He/ She shall be working closely with national experts, medical colleges, and partners like, NIPI, PGIMER Chandigarh and IDA and NHM to strengthen MNHDU and state KMC new-born resource centre.

Key Deliverables:
(1) Provide techno- managerial support to NHM to strengthen the Kangaroo Mother Care (KMC) wards, HR, infrastructure, protocols, monitoring and reporting systems in the state with focus on IDA supported districts;
(2) Provide Techno-managerial support to strengthen the Paediatric Intensive Care Units (PICUs) in the state for strengthening HR, Infrastructure, Treatment protocols and reporting and monitoring systems;
(3) Identify bottlenecks in effective functioning of the KMC and PICU units both through regular field visits, case studies as well as periodic analysis of online software data and take corrective steps to address these bottlenecks so as to improve performance of individual unit;
(4) Monitoring and mentoring PICU and KMC ward staff nurses, ANMs, Medical officers and review the existing clinical care practices as per protocols through regular field visits;
(5) Coordinate with the National Collaborative centres like PGIMER, AIIMS to develop training modules, training plans and training reports for the Paediatric Intensive Care Units (PICUs) for PICU staff;
(6) Provide support to the state to identify a State Perinatal resource centre for skills based facility care trainings for new-borns like- State KMC resource centre, State Perinatal Care resource centre, in Bhopal;
(7) Support NHM and IDA to develop an ideal KMC ward / resource centre and PICU in the state;
(8) Support IDA and NHM and PGIMER staff to conduct post-training mentoring visits for SNCU staff;
(9) Support IDA and NHM to coordinate with ANM and GNM Nursing and medical college institutions, including PGIMER Chandigarh to increase the pool of resource persons KMC management and PICU management skills;
(10) Work closely with SNCU Clinical Coordinator and SNCU manager to strengthen support to SNCUs to monitor key practices like KMC at post-natal wards and strengthening quality of care practices in SNCU OPD;
(11) Coordinate with IDA and NHM at state level to share key reports on a daily, weekly, monthly and quarterly basis;
(12) Coordinate with MD NHM  and DD Child health to review the data regularly and share data feedback back to the districts through formal reviews, letter orders etc.;
(13) Provide necessary support to conduct regular state skill based KMC and PICU trainings, facility based mentoring and hands on trainings with select facilities ( focus on IDA high priority districts, government aspirational and high priority districts);
(14) All above tasks to be strengthened in IDA supported districts on priority in close coordination with IDA district and state coordinators, Health specialist. The learnings from IDA districts will be used to replicate similar support to the 50 districts in the state;
(15) Strengthen linkages from Child health cell with state ASHA Cell and Child nutrition cell to ensure the PICU and NRC services are linked;
(16) Develop Standard protocols, case reporting sheets, MIS and checklists for PICU and KMC wards;
(17) Strengthen and facilitate PICU observership training at PGIMER Chandigarh in coordination with NHM and IDA for State PICU MOs and Staff nurses;
(18) Strengthen KMC new-born resource centre with focus on MNHDUS at Bhopal;
(19) Monitor recruitment and onsite mentoring of PICU staff;
(20) Focus on IDA priority districts of Bhopal, Shivpuri, Sheopur, Alirajpur, Jhabua and Barwani.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
 

Qualification and Experience
(1) MD Community Medicine/ MD Paediatrics/ DCH Paediatrics with five to 10 years of experience in SNCU/ Newborn care/ MCH program management at district/state level;
OR
(2) MBBS / BDS/ BHMS (Non MBBS Health Systems graduates) with PG Degree in Health or Hospital Administration/ Public Health Post Graduate degree or Diploma in Public health or health administration with five to 10 years’ experience in MCH programmes.
 

Skills and Competencies:
(1) Knowledge and experience of Data Management and MIS Systems, Data Analysis, SPSS/ Epi- Info and other systems would be an asset;
(2) Proficiency in English & Hindi and MS Office related computers is essential;
(3) Good track record of credibility, trust and honesty. Must be willing to travel extensively in the State.

5. ESTIMATED TRAVEL: Approximately 18 days in a month for achievement of the listed deliverables.

6. NATURE OF ENGAGEMENT:

The SKPC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

 

(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.
