1. POSITION VACANT: State SNCU Software Coordinator (SSSC), International Development Agency, Guwahati, Assam


Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.



Government of India has identified development partners for each state across the country who are committed to provide technical assistance to the state government to implement RMNCH+A strategy now focusing on the Aspirational Districts. The IDA is a lead partner under RMNCH+A initiative for Assam. In addition, the scope of the RMNCH+A strategy encompasses cross sectoral convergence, notably with Nutrition, WASH, C4D and Advocacy/ Communications for equity planning, implementation and monitoring. 


Assam has the second highest infant and under five mortality rates and is better placed than the national average in neonatal mortality. The IDA continues to support the government in expanding and strengthening the facility-based new-born care. The SNCU software developed by the IDA has been accepted by the GoI and implemented across the country. The IDA as the State Lead Partner is expected to provide high-end technical assistance through a Senior Consultant to the State NHM and the Directorate of Health and Family Welfare, Govt. of Assam to support planning and capacity building for scale up of SNCU online monitoring system, periodic inputs for application up gradation and provide ongoing support for smooth operation and to monitor timeliness and quality of data entry. This support will involve both initial and on job trainings of SNCU staff, installation and operationalization of software both in government and private sector SNCUs in a phased manner, monitoring of data entry and addressing day to day issues regarding use and system errors.



The State SNCU Software Coordinator (SSSC) shall be responsible for providing technical support for quality SNCU online MIS in all the functional SNCUs of the state.

The incumbent shall provide high-end technical as well as supportive supervision support to NHM and co-ordinate with other related line departments for intensification and harmonization of efforts under the RMNCH+A strategy. The SSSC will be a part of State RMNCH+A Unit at NHM and will provide regular support to key implementing departments for SNCU online MIS planning, implementation, monitoring and supportive supervision.

Key Deliverables:

(1) Roll out and operationalization of SNCU online MIS across the state;
(2) Monthly supportive supervision mechanism to SNCUs for operationalization of MIS;
(3) Analysis and feedback of supportive supervision data;
(4) Capacity building of staff working in SNCUs towards collection, collation and use of online MIS data;
(5) Generate evidence for policy decisions in relation to gender gaps for newborn girl (female admissions in SNCUs, adolescent pregnancies);
(6) Use of online MIS data for state planning for prioritizing interventions and addressing inequities;
(7) Support to social protection/ universal health coverage policy/ advocacy;
(8) Advocacy/ policy/ evidence generation for gender/ value of the girl child;
(9) Capacity building of Program Managers for effective program management;
(10) Support for training/ capacity building workshops for Program Managers;
(11) Support for comprehensive supportive supervision by system supervisors (develop SS plans, monitoring checklists, analysis of the data);
(12) ICT solutions for health systems, innovations and knowledge management;
(13) Evidence generation and documentation of good practices;
(14) IT solutions for improved data collection, analysis and utilization for action.





Master’s Degree in Computer Application, Statistics or Information Technology

(1) Minimum three years’ experience of handling SNCU / New born / Mother and Child Tracking System (MCTS), data base, health related software is essential;
(2) Experience in training and operationalization of SNCU / MCTS data base will be an asset.


Skills and Competencies:
(1) Excellent oral and written communication and presentation skills in English and Hindi. Knowledge of Assamese and Bengali would be an added advantage;
(2) In depth understanding of computer software, its applications, health database, data elements, reporting, analysis etc.;
(3) Demonstrated ability to work in a multi-disciplinary team environment with strong facilitation skills, ability to analyze reports, plan and monitor projects.


5. ESTIMATED TRAVEL: Approximately 8-10 days in a month for achievement of the listed deliverables.




The SSSC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.




Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.


Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.



(1) The above elements shall be a key input into the selection and negotiation process;

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
