1. POSITION VACANT: State Training Consultant, International Development Agency, Raipur, Chhattisgarh

2. ORGANIZATION BACKGROUND
:

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

PROJECT BACKGROUND:

The Infant Mortality Rate (IMR) of the state which stood at 79 per 1000 live births in 2000, dropped to 46 by 2013 (SRS). At the present rate of decline, the state will not be able to reach the required target of 31 per 1000 live births by 2015. Experts point out that the earlier achievements have been the result of ‘plucking the low hanging fruits’ primarily attributed to improved levels of exclusive breast-feeding reaching 82 percent (NFHS III). The Mother Mortality rate (MMR) of Chhattisgarh stands at 221 per 100,000 live births, a long way from the target of 100/100,000 live births. The MMR of the state is also high as compared to national average of 167 per 100000 live births. Moreover, institution delivery in the state has increased from 34.9% (AHS 2010-11) to 56.1% (RSOC 2013-14), still state has low institutional delivery rate and health infrastructure has been poor in the rural areas.

 

To further accelerate the decline in maternal and child mortality and galvanize unified efforts of all stakeholders a 'Call to Action: For Every Child in India’ strategy has been adopted country wide and IDA is the lead partner in Chhattisgarh. To enhance technical assistance at state and high priority districts and make provision for coordinated planning and monitoring at state and district level, it was decided to extend techno-managerial support for better planning and implementation of Maternal and child health programme. Government health systems in the state have been implementing various maternal and child health initiatives with direct support from NRHM.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to Deputy Director, Training at NHM Chhattisgarh, State Training Consultant shall provide technical support for achievement of training targets (number and quality) in assigned districts by facilitating continuous improvement in training performance through supportive supervision/mentoring of staff at States/Districts/Training Centres and Revision/ preparation and dissemination of guidelines, as required.

Key Deliverables:

(1) Support states/districts in preparation of training components of State PIPs/District Plans, especially for RMNCH+A programme;
(2) Develop training calendar for state/ districts with quality monitoring system for training in form of checklists, supportive supervision visits and periodic reviews based on Training Information Management System (TIMS) data;
(3) Training Need Assessment for key RMNCHA training and appraisal/review of training components of State PIPs and suggestion appropriate actions to strengthen them;
(4) Roll out of initiatives like Nurse Mentoring Program, KMC in State and Aspirational Districts;
(5) Saturation of key RMNCHA training in identified Aspirational Districts along with establishment of skill labs.
 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
Post-graduate degree or diploma, preferably in Public Health/ Community Medicine from reputed institute.

Experience:
(1) Three to five years of experience at coordinating training in public health programme is essential;
(2) Ability to work in harmony with the Govt. and others and maintaining poise in difficult situations

 

Skills and Competencies:
(1) Candidate must have Computer skill at least MS-Office package;
(2) Ability to make oral and written presentations on technical issues;
(3) Should have good writing skills in English and Reports writing experience preferred.
 

5. ESTIMATED TRAVEL: Approximately 50 days within the contract duration, for achievement of the listed deliverables.

 

6. NATURE OF ENGAGEMENT:

 

The STC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

 

(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

 

Notes:

(1) The above elements shall be a key input into the selection and negotiation process;

8. LOCATION: Raipur, Chhattisgarh

 

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
