1. POSITION VACANT: State Consultant- PPTCT (SCCT), International Development Agency, Raipur, Chhattisgarh

2. ORGANIZATION BACKGROUND
:

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

PROJECT BACKGROUND:

The overall goal of HIV efforts in India is to halt and reverse the epidemic in India over the next five years by integrating programmes for prevention, care, support and treatment. Strengthening infrastructure, Systems and human resources in HIV & AIDS prevention, care, support and treatment programmes at the district, state and national level are key components in the plan.
 

PPTCT is a key intervention under NACP and IDA supports national and state level authorities to plan, implement and monitor the PPTCT component with consideration of linkages with Maternal and New born health. Over the past 4-5 years, NACO has expanded access to and quality of PPTCT services sizably with specific focus on the implementation of more efficacious PPTCT regimens (WHO Option-B) with intention to reduce the risk of transmission of HIV from infected mother to infant from 30-45% to 2-5%. Meticulous planning, sound implementation, robust monitoring & supervision and effective interlinks (between NACP & State Health Systems, Governmental & Non- governmental organizations, Public sector & Private sector) are essential to assure universal access to PPTCT services in the state.

The consultancy aims at accelerating the efficiency of implementation of the WHO Option-B regimen with strong linkages with overall Reproductive, Maternal and Newborn Health, along with support initiatives and activities among the communities and NGOs, to lead to improved indicators for women and children in HIV/AIDS.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to Project Director CG SACS, the State PPTCT Consultant (SCCT) would serve as a catalyst to bring together all key stakeholders and help prioritize, plan and implement quality PPTCT services.

Key Deliverables:

(1) Support the planning, implementation, supervision and monitoring of PPTCT;
(2) Management of PPTCT information and supply chain management related to PPTCT;
(3) Expansion of screening services with preparation of EMTCT 2020;
(4) Coordination and linkages with RMNCHA services, Medical Colleges and Private Medical Sector including NGOs, etc;
(5) Advocacy, communication and social mobilisation (ASCM) for PPTCT.
 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
Post Graduate (Degree/ Diploma) in Public Health/ Obstetrics & Gynaecology/ Paediatrics.

Experience:
(1) Minimum three years’ experience of working in Public Health systems (preferably related to RCH / HIV / AIDS program) after completion of PG (Degree / Diploma);
(2) Prior work experience in the PPTCT programme and with UN agency will be an advantage;
(3) Experience in designing, implementation, management and evaluation of health-related project / programme, etc. at district and above level.

 

Skills and Competencies:
(1) Proficiency in English, both, written and spoken and such skills in regional languages will be an added asset.;
(2) Computing skills including information management.
 

5. ESTIMATED TRAVEL: Approximately 50 days within the contract duration, for achievement of the listed deliverables.

 

6. NATURE OF ENGAGEMENT:

 

The SCCT shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

 

(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

 

Notes:

(1) The above elements shall be a key input into the selection and negotiation process;

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
