State Cold Chain Consultant

1. POSITION VACANT: State Cold Chain Consultant (SCCC), International Development Agency, Raipur, Chhattisgarh

2. ORGANIZATION BACKGROUND:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

PROJECT BACKGROUND:

The Infant Mortality Rate (IMR) of the state which stood at 79 per 1000 live births in 2000, dropped to 39 by 2016 (SRS). While there are some improvements of IMR of the state, still there is scope for improvement and Routine Immunization program is one such area which prevents vaccine preventable disease among children and thus has a direct impact on IMR. IDA as partner working with Govt. of Chhattisgarh is committed to contribute towards accelerating the full immunization (FI) coverage and measles immunization coverage (Mean Corpuscular Volume 2) state-wide. The Routine Immunization (Routine Immunisation) goal is to achieve Full Immunization 90% by 2020. Currently, the data for coverage as per NFHS-4 Survey (2015-16) Full Immunization is 76.4%, DPT3 coverage is 91.4%, Measles (1st Dose) coverage is 93.9%. State is having more than 550 cold chain points and more than 2000 cold chain equipment. IDA in partnership with the Directorate of Health Services is working to strengthen Routine immunization cold chain system through provision of cold chain equipment, solar equipment and capacity development at state and districts level cold chain technicians and refrigerator mechanic under RI program.

 

Through the technical support, IDA will provide expertise at the state and district level to strengthen the cold chain system including gap analysis and preparation of action plan. The State Cold Chain Consultant would provide technical and managerial inputs for system strengthening to State Expanded Programme of Immunization Officer (SEPIO) at state level for state wide RI program strengthening and to aspirational districts for district wide RI program strengthening. The incumbent would work with State Expanded Programme of Immunization Officer (SEPIO) and state level RI team for evidence-based perspective planning including strengthening monitoring and use of data for program review and improvement, regularly coordinate with District Consultant and support cold chain strengthening.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to State Immunization Officer (SEPIO), the State Cold Chain Consultant (SCCC) shall provide technical and managerial inputs for system strengthening to State Expanded Programme of Immunization Officer (SEPIO) at state level for state wide RI program strengthening and to aspirational districts for district wide RI program strengthening.

Key Deliverables:

(1) Plan, implement and monitor rational expansion of cold chain points in state with support to districts for cold chain planning, monitoring, training and budgeting;
(2) Facilitate implementation of the cold chain and logistics improvement plan in line with EVM recommendations;
(3) Periodic review of National Cold Chain Management Information System (NCCMIS) data, supportive supervision visits and capacity building of program managers and field staff in cold chain handling and management;
(4) Support new vaccine introduction in state through cold chain planning and re appropriation;
(5) Periodic monitoring of the quantities of materials and support to state to prevent logistics stock out.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
Applicant must possess a technical qualification, preferably a Degree/ Diploma in Refrigeration or Mechanical Engineering with special subject in Refrigeration and Air-conditioning.

Experience:
(1) Minimum four years’ experience of working at the state level in the area of cold chain with focus on providing technical support for capacity building on the aspects of cold chain installation, repair, and maintenance.

 

Skills and Competencies:
(1) Candidate must have Computer skill at least MS-Office;
(2) Demonstrated ability to perform the jobs required as per the tasks mentioned above.
 

5. ESTIMATED TRAVEL: Approximately 50 days within the contract duration, for achievement of the listed deliverables.

 

6. NATURE OF ENGAGEMENT:

 

The SCCC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

 

(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

8. LOCATION: Raipur, Chhattisgarh

 

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
