1. POSITION VACANT: State Nutrition Coordinator (DWCD), International Development Agency, Bhopal, Madhya Pradesh


Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.


Project Background:

Madhya Pradesh has a high burden of stunting among children under 5 years of age and as per recent estimates from NFHS 4, 2015-16, stunting prevalence is 42%, underweight prevalence is 42.8% and 25.8% children are wasted. By all three measures (stunting, underweight and wasting) children in Madhya Pradesh have a poorer nutritional status than most of the other states. In addition, the prevalence of anemia in children 6-59 months is 68.9% and in women of 15-49 years is 52.5%, which highlights the fact that three children out of four and every second women, are anemic.


Madhya Pradesh also has a high concentration of tribals, numbering more than 15 million people. Nutrition indices are much worse in this subset of the population, with nearly 50% of the Scheduled Tribe children being stunted, 20% being wasted and 46% being underweight (RSOC 2013-14).

POSHAN Abhiyaan launched by GoI, provides an excellent opportunity to address the nutritional issues of the state. All 51 districts of MP are being covered under POSHAN Abhiyaan and the need for facilitating convergence, effective planning and monitoring of the initiative, during its initial days, is critical. DWCD at the state level is leading the process, but needs support to plan, implement and monitor convergent actions. A number of development partners are supporting the initiative at the district and block levels, however convening at the state level to bring about synergy in support and facilitate convergence on the ground, is crucial. While development partners have started working closely with DWCD, coordination with the key government departments at the state level, remains a challenge. In addition, several state interventions are supported by Atal Bal Mission, and these need to be synchronized or merged with POSHAN Abhiyaan.


IDA has supported the department to initiate work on the development of convergent action plans under POSHAN Abhiyaan. The state has completed the planning process in 38 districts and partially in 13 districts. However, merely planning shall not yield the desired results and extensive work is still needed to update the plans, review progress and facilitate the same in convergence with all the key stakeholders.



The State Nutrition Coordinator (DWCD) shall be responsible for providing technical and programmatic support to ICDS to facilitate convergent planning, implementation, monitoring and reviews at the state level involving key govt. dept. and development partners under POSHAN Abhiyaan and to provide technical assistance in planning, implementing and monitoring of high impact nutrition interventions, specifically strengthening programs for improved complementary foods and responsive feeding to enable Early Childhood Development with special focus to the most vulnerable and unreached population groups.

Key Deliverables:

(1) Facilitate development of updated convergent action plans under POSHAN Abhiyaan in the state of Madhya Pradesh;
(2) Initiate convergent review of CAP at state and district level;
(3) Facilitate convergent meeting of forum of development partners every quarter;
(4) Support the department to develop and update convergent plans of action under POSHAN Abhiyaan, facilitating district level processes and state level planning with clear one plan results matrix;
(5) Provide critical inputs into designing State Plan of action for ABM, bringing in synergy in programming under mission mode for additional allocations for nutrition interventions through increased inter-sectoral collaboration;
(6) Facilitate convergence between development partners and various dept. for clarity on roles in planning, implementation and monitoring of convergent actions under POSHAN Abhiyaan;
(7) Initiate review of progress of Convergent Plan of Action at state and district levels;
(8) Support planning and monitoring of essential nutrition components under ICDS plan (Suposhan, Mangal Diwas, Lalima and thousand days strategy, etc) and facilitate communication/ guidelines from ICDS towards the strengthening of nutrition specific actions;
(9) Facilitate planning and implementation of interventions to promote complementary foods and feeding within the framework of ICDS implementation;
(10) Support ECD programme intervention in two selected districts of the state;
(11) Any other functions deemed necessary by Department-WCD, as and when required.




Master’s in Food and Nutrition/ Sociology/ Anthropology/ Child Development/ Social Work/ Agriculture/ Public Health.

(1) Minimum three years of experience in the field of maternal health/ child development and nutrition;
(2) Knowledge/ familiarity with the national flagship programmes (NHM, ICDS and Education, others) and experience of working with Government will be an asset.

Skills and Competencies:

(1) Good analytical, negotiation and communication (oral and written) skills;
(2) Computer literate and conversant with MS Office and its application, internet, email;
(3) Demonstrated ability to work in a multi-disciplinary environment and to establish harmonious and effective working relationships with governmental, non-governmental and civil society organizations;

(4) Knowledge of English is essential; Working knowledge of Hindi shall be an added advantage;


5. ESTIMATED TRAVEL: Approximately 7-10 days in a month for achievement of the listed deliverables.




The SNC-DWCD shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.




Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
