2. ORGANIZATION BACKGROUND
:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

 

Project Background:

Madhya Pradesh has a high burden of stunting among children under 5 years of age and as per recent estimates from NFHS 4, 2015-16, stunting prevalence is 42%, underweight prevalence is 42.8% and 25.8% children are wasted. By all three measures (stunting, underweight, and wasting), children in Madhya Pradesh have a poorer nutritional status than most other states. Also, the anemia prevalence among children 6-59 months is 68.9% and among women of 15-49 years is 52.5%, which highlights the fact that three children out of four and every second women is anemic.

 

Madhya Pradesh also has a high concentration of tribals, numbering more than 15 million people. Nutrition indices are much worse in this subset of the population, with nearly 50% of the Scheduled Tribe children being stunted, 20% being wasted and 46% being underweight (RSOC 2013-14).

Madhya Pradesh has established a robust MIS under ICDS covering the entire state with 92,000 AWCs and with the launch of POSHAN Abhiyaan, real time monitoring through ICDS-CAS is being rolled out in all 51 districts. The data captured is huge and the effective use of data for appropriate corrective actions, needs strengthening. ICDS is also planning to implement community-based management of SAM, which shall need a lot of support for training, implementation and monitoring, including the setting up of MIS and the use of data for quality improvement in programming.

 

The IDA has supported the department in strengthening MIS and conducting data analysis for programme actions. The state plans to implement CSAM in four districts and the IDA shall played a key role in advocacy, planning and developing training material. The state needs technical support to initiate roll out of the programme and strengthen MIS including CSAM to generate evidence.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The State Coordinator - ICDS Data Monitoring and CSAM (SC-IDMC) shall be responsible for strengthening the existing monitoring information systems, under ICDS by ensuring that critical data and information on nutrition indicators is collated by the government and analyzed for making informed decisions. The incumbent shall also work closely with the MIS focal point under the health program to establish linkages/ convergence on key nutrition indicators. S/he shall also be responsible for providing technical assistance in planning, implementing and monitoring of high impact nutrition interventions, specifically roll out of community based management of SAM with special focus to the most vulnerable and unreached population groups.

Key Deliverables:
(1) Facilitate quarterly data analysis of ICDS MIS data, reviews and initiate corrective actions;
(2) Conduct capacity building of field functionaries for roll out of CSAM;
(3) Facilitate monitoring of CSAM implementation in four districts throughout implementation period;
(4) Support establishing and operationalizing CSAM MIS and establish linkages with FSAM MIS;
(5) Initiate advocacy, develop plan and roll out for scale up of CSAM in the state;
(6) Coordinate with districts  to facilitate timely and quality reporting, analysis and providing feedback;
(7) Support the strengthening of MIS and database on essential Nutrition Interventions, under the ICDS department;
(8) Share information and reports with the line departments (ICDS, Health, Education) and IDA for appropriate and timely action;
(9) Provide support for roll-out of new MIS of ICDS and CSAM, including capacity building of ICDS functionaries in adoption and use of new MIS;
(10) Carry out field validation to assess, explore and improve the quality of service delivery;
(11) Facilitate capacity building for roll out of CSAM in four high burden districts;
(12) Facilitate monitoring of CSAM implementation in four districts throughout implementation period and develop linkages with F-SAM program;
(13) Support the development of a plan of action for establishing a continuum of care for children discharged from NRCs, by linking them to ICDS;
(14) Support the department for enhancing the MIS database and website;
(15) Any other functions deemed necessary by the client, as and when required.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
Master’s in Food and Nutrition/ Sociology/ Anthropology/ Child Development/ Social Work/ Agriculture/ Public Health.

Experience:
(1) Minimum three years of experience in the field of maternal health/ child development and nutrition;
(2) Knowledge/ familiarity with the national flagship programmes (NHM, ICDS and Education, others) and experience of working with Government will be an asset.
 

Skills and Competencies:

(1) Good analytical, negotiation and communication (oral and written) skills;
(2) Computer literate and conversant with MS Office and its application, internet, email;
(3) Demonstrated ability to work in a multi-disciplinary environment and to establish harmonious and effective working relationships with governmental, non-governmental and civil society organizations;

(4) Knowledge of English is essential, working knowledge of Hindi would be an added advantage;

 

5. ESTIMATED TRAVEL: Approximately 7-10 days in a month for achievement of the listed deliverables.

 

6. NATURE OF ENGAGEMENT:

 

The SC-IDMC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

 

(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
