The Swedish Organization for Individual Relief


1. POSITION(S) VACANT: Finance Officer, The Swedish Organization for Individual Relief (SOIR-IM), Dehradun


The Swedish Organization for Individual Relief (SOIR-IM) is an Indian NGO working in the areas of education and economic empowerment for marginalized groups, such as, rural women, tribal, migrant laborer’s, Tibetan refugees, children with disabilities, etc.


SOIR-IM has been working in India since the 1970s, through supporting NGO partners. SOIR-IM presently works with eight partner organizations across the country. Most of the funding comes from the Government of Sweden, through a donor organization in Sweden.

Reporting to the Director, the Finance Officer shall be responsible for contributing to the development and achievement of SOIR-IM’s overall strategic and operational objectives and performance in India, through financial management and internal control following SOIR-IM internal policy framework as well as the Director’s directives.


Key Deliverables:
(A) To Support Partner Management and Strengthen Partner Capacity
(1) Ensure that the operations of the partner organisations comply with SOIR-IM’s policies, country regulations and strategic focus in India;

(2) Keep regular contact with the partner organisations ensure a good communication and partnership approach. Cooperate with program staff around support and overseeing of the quality of partner’s financial planning, monitoring, cost effectiveness including anti-corruption measures and audit processes;

(3) Ensure partners have efficient and effective policies and systems in the areas of accounting and financial control, including up-to-date accounting software and update partners on anti-corruption policies and other SOIR-IM and donor policies; Make periodic visits to partner locations to verify and support partners;

(4) Support the program team in partner budget preparation, tracking the budget utilisation as per the approved budget limit, prepare budget analysis, establish reasons for budget variance in budget utilisation and ensure audit compliance, etc;

(5) Identify the needs of the partners in the areas of accounting, financial management and internal control and facilitate organisational capacity development of partner organisations based on their needs and priorities;

(6) Give recommendations to the Country Director and keep the Country Director informed of activities, achievements, changes, challenges and other relevant issues related to each partner organisation.


(B) Responsible for Overall Financial Management and Internal Control

(1) Contribute to SOIR-IM’s financial planning, budgeting, monitoring and reporting; Ensure an on-going overview of the budget implementation, undertake regular forecasting, cost benefit analysis and cost efficiency analysis;

(2) Ensure timely fund requisition to IM as well as other donors and fund disbursement to partners as per requirements;

(3) Ensure timely donor compliance including monthly, tertiary and annual reports to donors; Preparing financial reports to the Country Director and IM’s Head Office in accordance with IM’s rules for financial reporting and periodical reports;

(4) Ensure timely statutory compliance: Produce relevant financial reports to the relevant authorities at the Government of India;

(5) Ensure timely and smooth monthly and yearly closing.

(C) Responsible for Overall Coordination of Internal and External Audit and Ensure Compliance

(1) Ensure audit of all the partner project expenses and office expenses in line with SOIR-IM audit instructions, instructions from different donors and from the Government of India;

(2) Implement donor audit instructions and for evaluate the audit reports, certificate, signed final reports and financial records.




Graduate/ Postgraduate degree in Commerce, Finance or Accounts.



(1) At least five years of experience in similar field;
(2) Prior experience of Supporting small and local NGOs in their development projects;

(3) Experience of providing training with strong facilitation skills and adequate domain knowledge for training partner staff.

Skills and Competencies:

(1) Good accounting and negotiation skills;

(2) Proficiency in Microsoft Word, Excel, PowerPoint, tally, familiarisation in Agresso accounting system will be preferred;
(3) Ability to manage multiple tasks and priorities with attention to details;
(4) Ability to work under pressure and follow deadlines;
(5) Excellent written and verbal skills in English;
(6) Excellent interpersonal skills, including relationship building and internal and external communication skills;
(7) Ability to work independently and take initiative along with experience of working as part of diverse team;
(8) Good understanding on the development sector and functioning of civil society organizations in India;
(9) Willing to travel frequently;
(10) A quality conscious person with technical ability;

Gross compensation budgeted for the position is Rs. 7 lacs per annum. Please note that offers shall be commensurate with the qualifications, experience and salary history of the selected candidate.
