1. POSITION VACANT: Manager - Accounting & Compliances, WaterAid, New Delhi



WaterAid India is an associate member of WaterAid International and registered in India as Jal Seva Charitable Foundation (JSCF), a non-profit, Section 25 company, under the Companies Act, 1956.


Headquartered at New Delhi, WaterAid India has been operational in India since 1986 and played a significant role in the WASH (Water, Sanitation, and Hygiene) sector, both nationally and several states across the country. WaterAid India is working in 11 states across India and has Regional Programme Offices in Bhopal, Bhubaneswar, Hyderabad and Lucknow. Reporting to the Director- Finance & IT, the Manager - Accounting & Compliances (MAC) shall be responsible for timely month-end closing of book of accounts/ yearly closing, statutory compliances, banking automation and digitisation of vouchers for all states.


Key Roles and Responsibilities:


(A) Financial Management & Planning

(1) Provide support for the generation of a dashboard for management highlighting costs and ratios, thereby advising on productivity metrics and cost inefficiencies;
(2) Establish accounting systems and processes to ensure:


(a) Books of accounts (Head Office and Regional Offices) are updated on a regular and timely basis by handling all activities relating to monthly and yearly closures;

(b) Verification of payment processing for legal and accounting issues, month-end checklist, and timely closures;

(c) Robust internal control systems at the Head Office and Regional Offices for payments, procurements and fixed assets management;

(d) Review and updation of the existing financial manual through financial monitoring of relevant processes at Regional Offices;

(e) Third-party accounts are reconciled on a monthly basis;

(f) Day to day administration of GAS (Global Accounting System);


(3) Web banking automation and maintenance of banking relationships for Head Office and Regional Offices.


(B) Compliance & Audit
(1) Ensure complete and timely compliance with RoC, Income Tax, FCRA and other applicable statutory regulations;
(2) Manage the statutory audit of the organization, which includes, developing the ToRs of the audit firm, liaising with the auditors and ensuring that the audit is concluded on time;
(3) Provide necessary support during the conduct of internal audits;

(4) Ensure audit preparedness by:


(a) Digitisation of finance data;

(b) Physical archiving by handing over of lists of physically verified files of data stored by vendors;

(c) Retrieval of both soft and hard data;


(5) Ensure payroll and statutory compliance by doing the following:


(a) Monitoring of timely TDS deduction and deposit and ensuring timely filing of quarterly returns of TDS;

(b) Coordination for providing data to vendors;

(c) Receiving, distributing and resolving queries relating to Form 16A;

(d) Clearance of queries;

(e) Signature digitalization;

(f) FCRA return filling;

(g) Ensuring timely signing and submission of returns;

(h) Ensuring timely processing and deposit of TDS and PF, as per GOI timelines;

(i) Good knowledge of GST laws and rules, ensuring timely filing of GST returns.


(C) Others
(1) Liaise with WA UK and other federation members for the settlement of their accounts;
(2) Prepare and circulate Finance MIS to Country Management and the Senior Management team;

(3) Orient staff (both finance and non-finance) on finance policies, systems and procedures;

(4) Prepare and share the Budget Vs Actual statement with Budget holders on a monthly basis;

(5) Ensure that adequate liquidity is maintained at all times, both at HO and RO level;

(6) Ensure timely disbursements to Partner NGOs and various ROs;

(7) Participate the procurement meetings;

(8) Maintain a database of exchange rates.



Qualifications and Experience:

(1) The applicant must be a qualified Chartered Accountant, or MBA (Finance) from a reputed university/ institute, with a minimum of 10 years of relevant experience in a similar organizational/ functional context; OR

Qualified Company Secretary with +12 years of relevant experience;

(2) Experience of developing and using monitoring and reporting systems;

(3) Auditing experience with the big audit firms, would be an added advantage


Essential Skills and Competencies:

(1) Strong accounting background and leading a team two or three people;

(2) Sound understanding of all local NGO compliances, including GST;

(3) Familiarity with SUN Accounting system;
(4) IT literate with good knowledge of Excel, Word and PowerPoint (MS Office in general);
(5) Hands on operational knowledge of working on/ customising accounting software/ packages;

(6) Ability to work effectively in a diverse team environment;

(7) Highly numerate, with strong accounting knowledge and analytical/ problem-solving skills;

(8) Ability to coach both finance and non-finance people on financial topics, including budgeting and internal controls;

(9) Fluency in spoken and written English and Hindi.
