1. POSITION VACANT: Specialist- Monitoring and Evaluation (M&E), India Health Action Trust (IHAT), Lucknow, Uttar Pradesh


Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA)under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.

India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, RajasthanMaharashtraBiharRajasthanAndhra PradeshTamil Nadu and Goa.

IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarrhea interventions and services in the state from the funding support of Bill & Melinda Gate Foundation (BMGF)Central and State government.

Reporting to the Director/ Dy Director Monitoring and Evaluationthe Specialist - Monitoring and Evaluation (M&E) shall be responsible for improving the data quality and use of different government data system such as HMIS/MCTS, UPHMIS, HRIS, LMIS etc. and establishing data system such as RCH. The incumbent will be providing operational/ managerial support to implement different types of community and facility-based survey/ pilots/ trials and divisional level surveys implemented or supported by IHAT.

S/he will be responsible for conducting strategic and directional analysis support to achieve programmatic goals of different projects of UPTSU which includes MNCH, Nutrition, family planning and child health projects. S/he will also lead the learning agenda of the organization in terms of translating different data and analysis into academic and non-academic publications.

Key Roles and Responsibilities:

(1) Government data systems:
(a) Providing support to GoUP at different level to strengthen HMIS/UPHMIS /MCTS system in terms identifying major gaps, provide solutions and provide support in rolling out activities to strengthen Govt’s HMIS and MCTS;
(b) Providing  support to GoUPs capacity building and system strengthening activities for HMIS/MCTS;
(c) Designing  and implementing data quality/ data use surveys to identify gaps in the data system and implement mitigation plan to improve data use and quality;
(d) Designing and implementing  end-to-end solutions to implement RCH application of GoI;
(e) Preparing process documentation of different process, adopted by the TSU to improve the quality and use of survey and government data, including capacity building strategies;
(f) Implementing data quality audit with support from zonal and district level M&E specialists;
(g) Preparing and rollout data triangulation activities with collaboration with Research and Survey State Specialists and Program Monitoring Specialist in triangulate HMIS/ MCTS data with other concurrent monitoring data (CBTS, ETT and case sheet).

(2) Concurrent Monitoring:
(a) Preparing annual plan for the surveys/ pilots/ trials conducted by IHAT at state, division, district and block level;
(b) Developing and monitoring budget and expenditure;
(c) Identifying vendors for field execution, software, hardware requirements and other purchases of goods and services;
(d) Preparing structure of data collection, supervision and monitoring team to ensure the execution of field monitoring plan, monitoring coverage, quality and timeliness of surveys and trials/ pilots;
(e) Providing logistics support as well as crisis management support;
(f) Coordinating between the teams to ensure free flow of data;
(g) Keeping track of survey as per planning schedule, updating team about the progress and address crisis/ problems; 
(h) Ensuring regular analysis of data quality and provide feedback to the field level zonal managers;
(i) Ensuring back check and other data quality measures are implemented in the field as per the plan and share results of the back check with TL;
(j) Conducting field visits to ensure quality data collection and prepare field team plan for other team members;
(k) Overseeing/ monitoring field level administration and providing solutions to field level logistic issue related to field stay and field movement;
(l) Coordination with data managers for timely production of analysed data and report;
(m) Planning and implementing dissemination of surveys results at state, district and block level:
(n) Ensuring timely and smooth financial management, coordination with admin, finance and HR team for ensuring timely support;
(o) Analysing and disseminating results of the surveys and write report.

(3) Program and Strategic Analysis:
(a) Preparing repository of all internal and external data sources related to health and other related data;
(b) Conducting detailed analysis of secondary data sources, internal survey data to get programmatic insights, new ideas and understandings for reviewing existing strategies and program priorities;
(c) Conducting advance analysis of different types of data such as community/ facility-based survey, program monitoring and government data
(d) Conducing statistical modelling to understand the effect of program activities on result;
(e) Supporting in publication agenda within the team and delivering fixed number of publications and conducts capacity building workshop.


Applicant must be MPhil/ Masters in Statistics / Demography/ Population Science/ Economics/ Mathematics/ Geography and other social sciences or Master’s in management.

(1) At least three years of professional working experience in M&E activities including but not limited to collecting and analysing data, developing project indicators and supporting performance monitoring and reporting;
(2) Experience in working in DHIS-2 portal and similar portals, will be preferred.

Skills and Competencies:

(1) Technical Skills:
(a) Hands on experience in handling different data portals HMIS/MCTS and updated knowledge about features and functionality;
(b) Understanding about the meta data structure, NIN, MSSD etc related different GoI/ GoUP data portals;
(d) Ability to design and implement different type of sample survey for data quality assessment, data system study and data audit.;
(e) Ability to conceptualize analysis framework using different government data sources;
(f) Proficiency in advance statistical method, data analysis using STATA, MS Excel, R and other statistical packages to conduct GIS based analysis using Q-GIS;
(g) Proficiency in processing documentation in English;
(h) Ability to manage large team for survey and government data system.

(2) Interpersonal skill:
a) Strong networking skill with government, M&E team members and program teams of the UPTSU is essential;
(b) Experience in capacity building, data analysis and interpretation;
(c) Positive attitude towards learning and bringing new ideas & solutions to the organization;
(d) Ability to work in high pressure situation.


Gross compensation for the position shall be attractive. Please note that the offer shall be commensurate with the qualifications, experience and salary history of the selected candidate.
