1. POSITION VACANT: Senior Specialist- Quality (Family Planning), India Health Action Trust (IHAT), Lucknow, Uttar Pradesh


Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA)under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.

India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, RajasthanMaharashtraBiharRajasthanAndhra PradeshTamil Nadu and Goa.

IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarrhea interventions and services in the state from the funding support of Bill & Melinda Gate Foundation (BMGF)Central and State government.

Please Note: The position requires extensive travels to project areas (up to 50%)


Reporting to the Team Leader- Quality, Family Planning the Senior Specialist- Quality (Family Planning) shall be responsible for Facility Strengthening and improving Quality of Care initiatives of Family Planning in the health facilities in state- including formation, training and guidance of Quality teams, strengthening supportive supervision, building capacity and supporting the development of standards and criterion-based audits.

The incumbent shall be responsible for strengthening of health facilities in the state. S/he shall be providing guidance to quality team and shall be working closely with the Program team to ensure seamless operations of the interventions. S/he will also be responsible for regular visits and assessment of the facilities to provide quality FP services, facilitate self-assessment exercises, develop action plans, support its implementation and provide mentoring as and when needed.  

Key Roles and Responsibilities:

(1) Planning, Team Management & Project Implementation:
(a) Assist the team leader in developing roads maps for Quality of Care initiatives in the 25 High Priority District and Facility Strengthening in the entire state;
(b) Responsible for project management of all quality, training and facility strengthening initiatives including developing work plans, tracking tasks, identifying and addressing gaps, reviewing operations and for other needed activities to meet quality objectives and deliver results;
(c) Support the GoUP in performing gap analysis, risk analysis and developing micro plans for implementation of family planning quality improvements in 75 Districts to ensure necessary compliance to technical standards;
(d) Work with the GoUP to develop, review and disseminate guidelines, standards of practice, protocols and other tools to improve quality in clinical and non-clinical settings
(e) Support the Team Leaders from other intervention to identify synergies between other projects in TSU;
(f) Coach, mentor and provide feedback to team for capacity building and performance management of all direct reports;
(g) Provide any support required to troubleshoot issues at zonal/district level.  

(2) Managing Partnerships & Relationship Building:
(a) Foster relationships with key decision makers in government and partner organizations to advocate quality of care as a key intervention;
(b) Support GoUP to improve quality of FP interventions; facilitate issuance of GOs, inclusion of quality improvement activities for budgeting in PIP, assist in developing training plans, tools and job-aids;
(c) Support GoUP in formation of DQAC member; provide support to government quality cells and other staff through orientation on FP services.

(3) Monitoring & Evaluation:
(a) Support the development of results framework and key performance indicators and monitoring performance;
(b) Ensure timely submission of monthly reports and timely update for the designated districts;
(c) Work closely with the state program monitoring team to analyse data and take steps to ensure any gaps in quality strengthening are plugged.

(4) Others
(a) Document best practices and develop plans to incorporate the learnings across districts;
(b) Perform other duties identified from time to time by Line manager.


(1) Applicant must be MBBS/ BDS/ AYUSH/ Masters or PHD in Social Sciences;
(2) MD/ Master’s in Social Sciences/ Public Health or equivalent qualification shall be preferable.

(1) At least 10 years of experience in implementing FP initiatives in a technical capacity out of which five years of experience in planning and implementing quality improvement initiatives at national/state level and five years of experience in managing teams.

Skills and Competencies: 
(1) Ability to roll out quality improvement at community and system level and should be proactive;
(2) Exceptional Project Implementation and Team management skills;
(3) Good at prioritizing tasks and deliverables;
(4) Excellent time management and organizational skills;
(5) Good Writing, Analytical and Communication skills.


Gross compensation for the position shall be attractive. Please note that the offer shall be commensurate with the qualifications, experience and salary history of the selected candidate.
