Resolve to Save Lives (RSL) is a global non-profit health organization that works in more than 60 countries to support national Ministries of Health and other partners, to save lives from cardiovascular disease and epidemics.

India is experiencing a rapid health transition with a rising burden of Non-Communicable Diseases (NCDs). Cardiovascular diseases, Cancer, Chronic Respiratory Diseases, Diabetes, etc. are estimated to account for around 60% of all deaths in the country. It is estimated that more than 20 crore adults have high blood pressure in India, of whom barely 12% have it under control. To address the high burden of mortality due to Non-Communicable Diseases, the Government of India has adopted the “25 by 25” goal, which aims to reduce premature mortality due to NCDs by 25 percent by 2025 and reduce the prevalence of high BP by 25 percent by 2025. Achieving this goal shall require the treatment of an additional 4.5 crore people with hypertension, in the next four years.

 

The National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS), is being implemented across the country, to prevent and control major NCDs, focusing on strengthening infrastructure, human resources, health promotion, early diagnosis, management, and referral.

 

Resolve to Save Lives is seeking to engage the services of multiple NCD Consultants to work at the National NCD Division, Directorate General of Health Services (Dte.GHS), Ministry of Health & Family Welfare, to support the achievement of the Government of India’s NCD goals relating to cardiovascular health.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Under the guidance and supervision of the Deputy Director General – NCDs, the National NCD Consultant- Strategy & Planning (NCDC-S&P) shall be responsible for providing support in the development of a National Strategic Plan (NSP) for the Prevention and Control of Non-Communicable Diseases and to strengthen implementation of the NPCDCS through effective implementation strategies, with special focus on hypertension and diabetes.

 

Key Roles and Responsibilities:

 

(1) Support the development and implementation of the NSP for prevention and control of NCDs 2023-2030 for the achievement of SDG 3.4 in consultation with key Ministries and stakeholders by undertaking the following:

 

(a) Preparation of workplan and methodology, in close collaboration with the DDG (NCD);
(b) Assessment of performance and progress in implementing the current national multistakeholder action plan for Prevention and Control of Common NCDs for 2017-2022;
(c) Identification of key priorities and gaps;
(d) Formulation of draft NSP, spelling out a clear strategy for the prevention and control of NCDs;
(e) Revision and finalization of NSP based on multi-stakeholder consultations;
(f) Monitoring of progress in the implementation of the plan and provision of regular reports to MOHFW.

 

(2) Support strategy development for strengthening NCD care at primary health care level, including but not limited to;
(a) Adoption of simple protocol-based treatment approaches;
(b) Provision of support to patient-centred care by accelerating decentralization of care up-to health and wellness centers;
(c) Planning of financial resource allocation for the procurement of drugs, consumables, and diagnostic devices;
(d) Promotion of opportunistic screening at health facilities and strengthening of continuum of care by improving linkages between population-based screening (PBS) and treatment and follow-up;
(e) Capacity building of healthcare staff to facilitate task sharing for optimum utilization of resources;
(f) Adoption of digital information systems for patient management and program monitoring.

 

(3) Review state PIPs to ensure adequate budget allocation for human resources at state and district level, procurement of NCD drugs and diagnostics for the implementation of NPCDCS program and monitoring of its utilization by states;
(4) Provide updates to the Dte. DGHS, MoHFW, on global best practices and latest publications on NCD program implementation research, promote innovations, documentation, and evidence generation at program implementation level;
(5) Develop reports and strategic documents, as required;
(6) Support the development of quality assurance and quality improvement strategies;
(7) Other technical assistance activities as deemed appropriate and necessary.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:

 

Post-graduate Degree in Public Health/ Public Policy/ Community Medicine/ Community Health Administration, or equivalent.

 

Experience:

 

(1) At least seven years of professional experience in public health, including two years of working with the government;

(2) Prior experience of Non-Communicable Diseases is desirable.

 

Skills and Competencies:

 

(1) High level of proficiency in English;
(2) Excellent knowledge of computer applications;
(3) Ability to make oral and written presentations on technical issues and write detailed, coherent, and concise briefing documents;
(4) Willing to travel extensively (upto 10 days in a month) to the states and districts.

 

5. COMPENSATION OFFERED:

 

Gross compensation budgeted for the position ranges from INR 21 to 27 lacs per annum. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

 

6. LOCATION: New Delhi

 

7. CONTRACT TYPE AND PERIOD: This is a full-time position. The initial contract shall be offered for a period of one year, renewable based on performance.
