Technical Advisor- Programmatic Management of Drug Resistant TB (PMDT)

1. POSITION VACANT: Technical Advisor – PMDT, International Union Against Tuberculosis and Lung Disease (The Union), New Delhi




The International Union Against Tuberculosis and Lung Disease (The Union) is an international scientific organisation headquartered in Paris, France. Established in 1920, The Union’s goal is to promote national autonomy within the framework of priorities of each country, by developing, implementing, and assessing anti-tuberculosis, lung health and non-communicable disease programmes, as well as other public health issues.


The Union has been working to improve health for people in low and middle-income countries, by conducting scientific research, and working with governments and other agencies, to translate research into better health for people around the world, and delivering projects directly in the field, driving change to ensure the best quality care.


Union South East Asia (USEA), one of the organization’s largest offices since 2009, has been managing the USAID supported the Challenge TB (CTB) project, together with National Tuberculosis Elimination Program (NTEP) and providing critical support for advocacy, private sector engagement, improving working conditions for TB patients, improving access to molecular diagnostics in the private sector and among children, apart from rolling-out new drugs and regimens.


The CTB project introduced digital solutions for training, treatment adherence, and learning management in the country and worked together with corporates, civil society organizations, research and academic institutions, media and celebrities and parliamentarians, to provide TB a national platform and garner the highest level of political commitment.


Project Axshya, a Global Fund Round 9 project also supported by USEA, extends the reach of India’s NTEP through advocacy, communication and social mobilization activities in 300 districts across 21 states. Other key projects of USEA include support to tobacco control efforts in India, Nepal and Bangladesh, through the Bloomberg Initiative to Reduce Tobacco Use; Project LIGHT, which brought fluorescent LED microscopes to 200 Medical Colleges across India; and the Eli-Lilly supported project to expand sustainable TB control in India.


The Union also coordinates training to build capacity in the management of TB and MDR-TB, operational research, programme management and other skills.

About The Project:


iDEFEAT TB - Institutional Strengthening to Accelerate Actions for TB and Drug Resistant TB in India is USAID’s flagship TB project in India. The project serves to strengthen TB-related institutions, focusing on programmatic and clinical management of patients with TB and DR-TB, thereby contributing to the achievement of India’s National Strategic Plan and targets set forth at the United Nations High-Level Meeting on TB. iDEFEAT TB is being implemented by a consortium led by The Union.




Reporting to the Senior Technical Advisor- Institutional Strengthening & PMDT, the Technical Advisor – PMDT (TA-PMDT) shall be responsible for the following:


Key Roles and Responsibilities:

(1) Provide technical support for implementing all project activities relating to the Programmatic Management of Drug Resistant TB (PMDT);

(2) Stay updated about the latest developments in strategy, standards, guidelines and program development, in the area of TB and DR TB and provide technical advice, based on evidence-based methods and strategies, current practices and guidelines, to ensure that program implementation adheres to the highest technical standards;

(3) Work closely with other project consortium members, staff and consultants, to coordinate activities, related to supporting NTEP’s efforts to improve the programmatic and clinical management of DR-TB;

(4) Provide support in the implementation of annual work-plan activities to achieve project goals and objectives, including the monitoring of relevant indicators;

(5) Facilitate and coordinate technical aspects of programmatic reviews, workshops, training and meetings, that are organised as part of the project; Draft and prepare reports of such activities in consultation with the supervisor and other team members;

(6) Identify, document and support dissemination of relevant project learnings; Participate in knowledge and information sharing;

(7) Provide monthly, quarterly and end-of-assignment reports, providing details of activities, achievements, challenges and recommendations;

(8) Perform other relevant duties, as required by the Supervisor and/or the Regional Director, USEA.




Applicants must have an MBBS degree, preferably with post-graduation in public health/ community medicine/ pulmonary medicine/ business administration, or equivalent.


(1) Minimum six years of post-qualification experience, of which at least three years are in TB control;
(2) Knowledge and experience of wide range of technical and programmatic areas/ issues in the TB and DR TB, is desirable;

(3) Prior experience with international organisations on donor-funded projects, is desirable.


Skills and Competencies:
(1) Capacity to work independently and in a team environment with strong self-motivation, tact and diplomacy;

(2) Demonstrated experience in implementation/ support to TB control efforts in India;

(3) Excellent negotiation and advocacy skills to interact with people at all levels in a multicultural and multi-disciplinary environment;

(4) Proficiency in MS Office (Word, Excel, Access, PowerPoint, Outlook), Data Management software, Internet;

(5) Excellent drafting and presentation skills including ability to draft clear and concise reports;

(6) Flexibility and willingness to work on a range of tasks;

(7) Willingness to travel within the country, as per project needs.

(8) Ability to plan, set priorities, and handle multiple tasks under tight deadlines.




Gross compensation for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
