India Health Action Trust (IHAT)


1. POSITION VACANT: Deputy Director- HR Systems, India Health Action Trust (IHAT), Lucknow


India Health Action Trust (IHAT) was established in 2003 by the University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA) under the Foreign Contribution Regulation Act, 1976 in 2009. IHAT aims at improving public health initiatives both nationally and globally, by the provision of comprehensive technical assistance in the areas of program planning, management and monitoring.

IHAT has been providing comprehensive technical assistance as above to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu and Goa.

At the request of the Government of Uttar PradeshIHAT established a Technical Support Unit (TSU) in 2013, to provide techno-managerial assistance to improve the coverage of key reproductive, maternal, new-born, child health and nutrition (RMNCH+A) interventions and services in the state of Uttar Pradesh with funding support from Bill & Melinda Gate Foundation (BMGF) through University of Manitoba (UOM), Canada.

Reporting to the Director Health- Systems, the Deputy Director- HR Systems will lead the support, that UP-TSU will provide to the Department of Medical Health & FW, Uttar Pradesh, in implementation of HRIS, and improving recruitment processes, HR planning, Performance Management etc.

Key Roles and Responsibilities:

(1) Implementation of HRIS (Manav Sampada) and providing support to the department in operationalization of HRIS:
(a) Ensuring hand-holding support is provided at State and district level;
(b) Leading the support for customization of the software as per requirement of the State;
(c) Leading the setting and management of a PMU (for the department) to be set up for operationalization of HRIS;
(d) Ensuring regular and timely availability of data/reports with the concerned departments for HR related decision making;
(e) Planning and ensuring necessary budgetary approvals, from GoI, for operationalization of Manav Sampada, as required;

(2) Developing strategies for helping the department improving the efficiency and quality of its recruitment for contractual staff. Leading the support that TSU provides to the department in accelerated recruitment;
(3) Supporting the department in devising improved systems for filling gaps especially for doctors/specialists;
(4) Leading the support that TSU provides to the department in identifying best practices in terms of policies for meeting long-term HR gaps;
(5) Supporting the department in seeking appropriate approvals, from GoI, for implementing innovative strategies and HR gaps, as required;
(6) Leading the support that TSU provides to the department in developing tools and strategies for performance management and organizational restructuring;
(7) Any other responsibilities given by Director- Health systems.


Applicant must be an MBA in HR or Masters’ in Public Health or Social Work, or equivalent qualification from a recognized Institute/ University.

(1) Applicants must have a minimum 10 years of experience working in senior capacity with five years of experience in handling recruitments for organizations/ departments;
(2) Applicant with experience of working with government (Centre or State) departments will be preferred; 
(3) Applicant having at least two years of experience working in public health shall be an added advantage; 
(4) Experience of helping government/ organizations to implement or roll out at least one large-scale IT projects, would be preferred.

(1) Demonstrated experience in managing large-scale projects with data and knowledge of appropriate tools for managing projects;
(2) Excellent written and interpersonal communication skills;
(3) Demonstrated cross-cultural, teamwork skills and ability to foresee issues and initiate appropriate action;
(4) Must be flexible and able to work in a challenging environment;
(5) Demonstrated cross-cultural, teamwork and advance knowledge in computer skills.


The gross remuneration budgeted for the position is attractive. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
