1. POSITION(S) VACANT: State Coordinators, India HIV/AIDS Alliance (Alliance India), Karnataka (Two Vacancies)




Founded in 1999, India HIV/AIDS Alliance (Alliance India) is a diverse partnership that brings together committed organisations and communities to support sustained responses to HIV in India. Complementing the Indian national programme, the organisation works through capacity building, knowledge sharing, technical support and advocacy. Leveraging its large network of partners, Alliance India supports the delivery of effective, innovative, community-based HIV programmes, to key populations affected by the epidemic.


The organisation works through NGO and CBO partners to support efforts that have a sustainable impact on HIV. Placing communities at the center, it works to ensure that vulnerable and marginalised people are meaningfully involved in all aspects of the organisation’s response, including sex workers, men who have sex with men, people who inject drugs, transgender individuals, and people living with HIV. Alliance India’s programming and policy efforts are driven by evidence of what works. Quality and accountability are core priorities in its interventions, technical support and grant management.


Headquartered in New Delhi, the organisation implements programmes across India, with the support of more than 450 organisations. Alliance India’s programmes are operational in all states and Union Territories and complement the national HIV response of the National AIDS Control Organization (NACO), in coordination with the State AIDS Prevention and Control Societies (SACS) and State Networks.

Reporting to the Senior Programme Manager: Private Sector Engagement, the State Coordinators (SCs) shall be responsible for overall management of the private sector engagement component of Alliance India grants at the state level, along with mentoring of prioritised ART Centres, as per the directives of NACO.


Placed at the State Headquarters, the SCs shall be responsible for ensuring effective coordination of private sector engagement and capacity building activities, for prioritized ART centres. The post-holders shall also be expected to build a good rapport and working relationship with the Joint Director-Care, Support & Treatment, in their designated state.


Key Job Responsibilities:
(1) Lead the coordination of Private Sector Engagement related activities at the assigned State with SACS and Vihaan programme partners;

(2) Organise state/ regional level coordination meetings with SACS and private sector practitioners, providing services to PLHIV;

(3) Conduct mapping of Private Practitioners/ providers in the assigned state;

(4) Undertake regular assessment of prioritised ART Centres as scored by predefined NACO criteria;

(5) Lead in developing state level capacity building plans for ART Centres, private practitioners and Medical Colleges;

(6) Undertake field visits for a minimum of 15 days each month in the assigned state, especially to prioritised ART Centres, private Medical Colleges and private practitioners of ART medications;

(7) Provide technical handholding to staff of prioritised ART centre, preparing timeline-based improvement plans and performance analysis for each ART Centre on a regular basis;

(8) Assist SACS in providing quality training/ capacity building sessions to private practitioners and private Medical College staff;

(9) Undertake assessments, and take measures to strengthen inter linkages of ICTC, PPTCT, RNTCP/ NTEP, ART Centres and CSC;

(10) Ensure retention in HIV care & adherence to the highest standards of quality and excellence in patient care and follow good clinical practices by helping in improving ART- CSC coordination mechanism;

(11) Take effective measures to ensure high (>95%) ARV drug adherence levels;

(12) Participate and mentor SACS/ DAPCU facilities on all activities relating to the transition process;

(13) Coordinate with NACO/ SACS on all issues relating to improving performance of prioritised ART Centres;

(14) Coordinate with Principals/ Deans of Private Medical Colleges and Medical Superintendents/ Director of District Hospitals/ Other Hospitals for improved coordination of ART services, with other health activities at centres;

(15) Facilitate coordination with professional bodies like IMA, IAP, FOGSI and SACS, at the state and district levels;

(16) Coordinate all training activities of prioritised ART Centres in the assigned state and ensure good practices are followed with respect to HIV testing and Anti-Retroviral Therapy;

(17) Coordinate with SACS CST division for training of private practitioners, PPP Medical College on ART guidelines, recording and reporting;

(18) Facilitate training of PPP ART Centres for training on recording reporting and follow-up through effective handholding process, to build their capacity;

(19) Assist the national Vihaan team in training, supervision and establishment of follow-up systems at the state level;

(20) Provide up-to-date information on programme implementation and related feedback on prioritised ART Centres and PPP ART Centres to SACS, ensuring that all Centres send ART reports to SACS every month;

(21) Provide support to the national Vihaan team for the implementation of any new technology/ innovation in patient care, such as, e-consultation, etc. and ensure that such initiatives are effectively implemented and managed in the assigned state;

(22) Ensure that routine reporting to the donor is prepared, ensuring the highest level of quality timeliness in deliverables;

(23) Ensure effective coordination with designated State Coordinators in other locations, as well as the national Vihaan team in general, enabling greater synergy in overall implementation of the Vihaan programme;

(24) Participate, as requested by the Senior Programme Manager: Private Sector Engagement in relevant external committees, partnerships and consortia, which involve Alliance India as members;

(25) Complement the activities of the other team members and provide support wherever required;

(26) Strictly follow the organisational work plan and individual activity plan and proactively contribute to the achievement of the strategic directions of the organisation. Also ensure adherence to quality and timeliness of deliverables;

(27) Uphold the Mission/ Vision and values of Alliance India and work within its equal opportunities framework, demonstrating behaviours and competencies, as appropriate for the position;

(28) Undertake other responsibilities not outlined above, which are commensurate with a role of this nature in the charitable sector and which have been discussed and agreed between the Line Manager and the post holder.




Post graduate degree in Medicine, or other clinical discipline, or Preventive and Social Medicine or Community Medicine or Master’s in Public Health or Diploma in Public Health/ Health Management or M.Sc. or Fellowship in HIV Medicine or PG Diploma in HIV Medicine.



(1) Minimum two to five years of experience of working in the field of HIV/AIDS;

(2) Experience of working in private sector engagement related programmes at the state level;

(3) Hands on experience in programme conceptualisation and management at the state level;

(4) Experience of collaborating with community organisations and groups to deliver excellent HIV and health interventions;

(5) Experience of providing technical support to, and capacity building of organisations, especially those working at the community or grassroots level.


Skills and Competencies
(1) Strong commitment to team-working, collaboration, consensus building and negotiation;
(2) Excellent analytical, writing and verbal communication skills;
(3) Ability to work effectively in teams, as well as independently;
(4) Sound understanding of the principles of NGO/ CBO support, in the context of both public health and human rights dimensions;

(5) Excellent networking and relationship building skills and experience of working in government set-ups;

(6) Ability and willingness to undertake travel approximately 50% of the time, primarily within the assigned state;
(7) Commitment to LGBT rights and inclusion and rights-based responses to HIV and generally to the key populations affected by the epidemic;

(8) Good understanding of development issues and the HIV epidemic(s) in India;

(9) Understanding about GFATM reporting procedures and knowledge of the donor’s strategies and policies;

(10) Fluent in English. Knowledge of other Indian regional language(s) will be an advantage.


The position requires a strong commitment to HIV/AIDS and Sexual and Reproductive Health and Civil Society initiatives in India, along with demonstrated interest in engaging with relevant issues relating to the same.
