1. POSITION(S) VACANT: Senior/ Programme Manager: Partner Management, India HIV/AIDS Alliance (Alliance India), New Delhi

 

2. ORGANIZATION BACKGROUND:

 

Founded in 1999, India HIV/AIDS Alliance (Alliance India) is a diverse partnership that brings together committed organisations and communities to support sustained responses to HIV in India. Complementing the Indian national programme, the organisation works through capacity building, knowledge sharing, technical support and advocacy. Leveraging its large network of partners, Alliance India supports the delivery of effective, innovative, community-based HIV programmes, to key populations affected by the epidemic.

 

The organisation works through NGO and CBO partners to support efforts that have a sustainable impact on HIV. Placing communities at the center, it works to ensure that vulnerable and marginalised people are meaningfully involved in all aspects of the organisation’s response, including sex workers, men who have sex with men, people who inject drugs, transgender individuals, and people living with HIV. Alliance India’s programming and policy efforts are driven by evidence of what works. Quality and accountability are core priorities in its interventions, technical support and grant management.

 

Headquartered in New Delhi, the organisation implements programmes across India, with the support of more than 450 organisations. Alliance India’s programmes are operational in all states and Union Territories and complement the national HIV response of the National AIDS Control Organization (NACO), in coordination with the State AIDS Prevention and Control Societies (SACS) and State Networks.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the Associate Director: Care & Support, the Senior/ Programme Manager: Partner Management (SPM-PM) shall be responsible for managing and providing programmatic, technical and organisational development advice and support, to one of the key partner organisations implementing virtual outreach activities relating to prevention across the country. The post-holder shall be responsible for promoting innovation and documentation of good practices in prevention programming, and shall actively represent and contribute to planning and outreach work on behalf of Alliance India and the partner organisation. S/he shall also be responsible for overseeing the development of a strong Monitoring and Evaluation (M&E) system and maintaining the quality of data and information at the partner level.

 

Key Responsibilities:

 

(1) Work in in close collaboration with one of the key partner organisations implementing virtual outreach programming under the prevention component of the GFATM grant. Virtual outreach is being implemented across the country;

(2) Work as the key point of contact between Alliance India and the partner organisation, and ensure that all requirements of programme implementation are carried out in an effective manner, ensuring the highest level of timeliness and quality;

(3) Support the partner organisation in strategizing the programme and its implementation;

(4) Coordinate the overall implementation of the programme with the partner organisation and facilitate coordination with Vihaan CSC and other programme components implemented by Alliance India;

(5) Lead the process of organizing various community consultations for the project in coordination with the partner organisation;

(6) Ensure that regional level advocacy events and technical assistance to CBOs are carried out as per the implementation plan. Also map health care providers with the support of the partner organisation team, for building referral mechanisms;

(7) Facilitate the building of synergy between prevention and care and support programme components;

(8) Ensure routine coordination between partner organisation, CST Division at NACO and Vihaan team at Alliance India to promote joint review meetings in coordination with Associate Director-Care and Support;

(9) Conduct periodic review of activities undertaken by the partner organisation in close coordination with cluster team in Alliance India, and suggest appropriate revisions to the plan, as necessary;

(10) In collaboration with Strategic Information team at Alliance India and at the partner level, ensure development and implementation of M&E plans and budgets;

(11) Support the partner organization in developing an appropriate evaluation framework and carry out programme impact evaluations;

(12) Develop innovative strategies in collaboration with the partner organisation to strengthen data collection, monitoring, evaluation, analysis, use, and reporting;

(13) Ensure that donor reporting requirements are met with in coordination with the partner organisation, ensuring quality in deliverables and compliance with timelines;

(14) Provide support to the partner organisation in developing their internal systems and procedures to ensure compliance with donor requirements;

(15) Assess the programmatic, organisational and technical support needs of the programme and the partner organisation and develop capacity building plans for the needs identified. Also carry out review and evaluation of the progress and impact of such activities and taking corrective actions wherever required;

(16) Ensure preparation of high quality programme inputs in various report generation processes ensuring timeliness;

(17) In collaboration with the Associate Director: Care & Support and Grants Management team, ensure that grant funds are effectively utilized against programme deliverables;

(18) Support Senior Management team members in establishing, maintaining and strengthening effective relationships between Alliance India and external institutions involved in HIV/AIDS programmes, in particularly those institutions working in prevention and care & support, including key government agencies, donor agencies, NGO/ civil society partners and research institutions;

(19) Participate, as requested by the Associate Director, in relevant external committees, partnerships and consortia, which involve Alliance India as member;

(20) Complement the activities of other team members and provide support wherever required;

(21) Ensure strict compliance with the organisational work plan and individual activity plan and proactively contribute to the achievement of the strategic directions of the organisation; ensuring adherence to quality and timeliness of the deliverables;

(22) Develop a collaborative working environment with the partner organisation, ensuring mutual respect, trust and transparency, setting of clear work/activity plans and close monitoring on the quality aspects of deliverability, through a lead by example approach;

(23) Uphold the Mission/Vision and values of Alliance India and to work within its equal opportunities framework, demonstrating behaviours and competencies as appropriate for the position;

(24) Undertake other responsibilities not outlined above which are commensurate with a role of this nature in the charitable sector and which have been discussed and agreed between the Line Manager and the post holder.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:

Doctorate/ Masters’ in Social Sciences, Health/ Public Health, Statistics, Population Studies, Development, or equivalent.

 

Experience:

(1) At least 10 to 12 years of project management experience in public health, at the national level;

(2) Experience in HIV/AIDS sector, especially in the implementation of prevention programmes at the national level;

(3) Strong programme management experience at the national level.

 

Skills and Competencies: 

(1) Hands on experience in programme conceptualisation and management at the national level;

(2) Significant team management experience with national or international level NGOs/ donor agencies;

(3) Demonstrated knowledge and understanding of partner and project management.

(4) Sound understanding of the principles of NGO/CBO support, in the context of both public health and human rights dimensions;

(5) Experience of collaborating with community organisations and groups to deliver excellent outcomes for HIV and health interventions;

(6) Demonstrated experience of developing M&E strategies and systems development;

(7) Knowledge and skills of planning and adopting web analytics for the monitoring of virtual program implementation;

(8) Research and evaluation experience, including the ability to analyse research and evaluation findings and other information for the benefit of practitioners.;

(9) Commitment to LGBT rights and inclusion and rights-based responses to HIV and generally to key populations affected by the epidemic;

(10) Experience of providing technical support and capacity building of organisations on the rights-based approach;

(11) Demonstrated knowledge and understanding of partnerships and/or donor environment, donor relations and reporting;

(12) Proven experience in developing and writing funding proposals for bilateral/ multilateral donors, private foundations and trusts;

(13) Proven experience of developing and maintaining strong and effective relations with donors, government functionaries, media, and other stakeholders;

(14) Ability to work with a diverse team and manage a large portfolio of projects;

(15) Strong commitment to team-working, collaboration, consensus building and negotiation;

(16) Excellent analytical, presentation, writing and verbal communication skills;

(17) Excellent team management skills with quick decision-making capacity;

(18) Ability and willingness to undertake travel approximate 50% of the time, primarily within India to locations where the programme is being implemented;

(19) Strong commitment to HIV/AIDS and sexual and reproductive health and rights;

(20) Fluent in English and Hindi.

 

The position requires a strong commitment to HIV/AIDS and Sexual and Reproductive Health and Civil Society initiatives in India, along with demonstrated interest in engaging with relevant issues relating to the same.
