1. POSITION VACANT: Program Officer- Energy & Environment, Institute for Sustainable Communities, based at New Delhi, or Mumbai, or Pune

 

2. ORGANIZATION BACKGROUND:

 

Founded in 1991, the Institute for Sustainable Communities (ISC) is an international, not-for-profit organization, that helps communities around the world address environmental, economic and social challenges, to build a better future shaped and shared by all.

 

Headquartered in Vermont, USA, ISC has its India Offices in Delhi, Mumbai and Pune. India operations are executed through a Private Limited commercial arm and a Section 8 non-profit arm.

Purpose of the Post:

 

With the vision of promoting sustainable manufacturing in the Asia Region, ISC started its work in India, with the flagship, EHS+ Center program, which aims at improving the energy, environmental, health and safety-related performance of industries, by enhancing the capabilities of the workforce and providing them requisite technical assistance for the implementation of identified measures.

 

ISC has already been able to register an active presence in the area of industrial energy management, particularly in the context of Small and Medium Enterprises (SMEs), through several donor-supported projects, addressing a range of activities, including capacity building programs, technical assistance, pilot demonstrations and policy-related interventions.

 

In partnership with a leading Indian ESCO, ISC is currently implementing a program that aims to increase industrial energy efficiency in India through the accelerated adoption of energy-efficient (IE3) motors, using innovative financial models. The program places special emphasis on fostering innovative commercial models that shall allow SMEs to adopt energy-efficient technologies. Over the long term, these models and products will unlock the market for an estimated 15 million motors in India, leading to significant reduction in greenhouse gas emissions. The program also plans to disseminate these models for the adoption of energy-efficient motors to other countries in the region, including Bangladesh, Indonesia, the Philippines and Vietnam.

 

Further, considering the strong linkages between energy and climate change and leveraging its strong networks with industry, ISC is expanding its work to contribute to the mitigation of air pollution. This is a matter of serious concern for India, which houses the world’s six most polluted cities. Under this component of the program, ISC plans to work with different industries and help them reduce and manage their air pollution, by using a combination of skill-building and technical assistance activities, to increase the adoption of abatement technologies. ISC additionally plans to work with relevant stakeholders in the ecosystem, to help formulate and institute appropriate policy measures, to address the issue of air pollution.

 

ISC wishes to recruit an outstanding, young, energy professional, to fill the vacancy for Program Officer- Energy & Environment (POEE-ISC), to support the above and other ongoing programs in India.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the Program Director – Energy & Environment, the POEE-ISC shall be responsible for the following:

 

Key Roles and Responsibilities:

 

(A) Technical

(1) Conduct research/ review and techno-economic assessment of new technologies related to energy efficiency, air pollution control, etc.;

(2) Collect performance data from different industrial units and analyze the same;

(3) Track the development of national as well as global policies, aimed at the reduction of conventional energy consumption and air pollution;

(4) Travel to manufacturing units and other locations to conduct meetings/ interviews/ trainings/ consultations;

(5) Conduct basic modelling exercises and develop spreadsheet-based tools on different energy consumption scenarios and their impact on the environment in the form of air pollutants;

(6) Provide assistance for the implementation of energy efficiency and air pollution control equipment projects and supporting activities;

(7) Review and analyze large data sets and prepare report briefs;

(8) Carry out technical assessment of energy efficiency related projects, including performance monitoring of air pollution control equipment;

(9) Work closely with the program lead for the successful implementation of energy efficiency and clean air projects and supporting other activities delegated by the supervisor, from time to time.

 

(B) Project Planning and Implementation

(1) Conceptualize innovative ideas for the effective implementation of program activities;

(2) Contribute to project implementation strategies by anticipating and analyzing risks;

(3) Network, engage and manage project-related partnerships with a range of stakeholders, including relevant government organizations (e.g. BEE, State-level Energy Departments, etc.), research organizations, industries, industry associations, technology suppliers, etc.;

(4) Represent ISC at public forums and communicate the organization’s vision, success stories, challenges, etc.;

(5) Effectively engage and communicate project objectives and benefits to relevant stakeholders, such as government officials, distribution companies, regulatory bodies and community members, for their buy-in and approval;

(6) Organize and coordinate meetings with industries, associations, and other stakeholders and take the lead in organizing stakeholder consultation workshops;

(7) Plan and execute events, meetings, and other stakeholder engagement activities for the successful implementation of pilots;

(8) Provide support for any other related work, as necessary.

 

(C) Monitoring & Evaluation

(1) Ensure collection, collation, and analysis of M&E data;

(2) Prepare quarterly and annual reports highlighting project progress against deliverables;

(3) Prepare knowledge papers, white papers, policy notes, presentations and other relevant documents.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualifications:

(1) Applicants must have a Bachelors’ degree in a relevant field of engineering (viz. Mechanical/ Electrical/ Chemical/ Instrumentation);

(2) Applicants with a Masters’ degree in Environmental Engineering, Public Policy, Economics, Mathematics, Statistics, Social-Sciences or related field, will be given preference;

(3) Energy managers and auditors, certified by BEE, Govt of India, will also be given preference.

 

Experience:

(1) Six to ten years of experience, in the area of energy efficiency and environment, in general, including the following:

 

(a) At least two years of experience in conducting energy audit/ air pollution monitoring, data collection and analysis in a manufacturing set-up;

(b) At least four years of experience in organizing and coordinating meetings with industries, associations and other stakeholder consultations, etc.;

(c) At least two years of solid experience in documentation, producing high quality project reports, white papers/ policy papers, etc.;

 

(2) Prior experience of developing spreadsheet-based models/ tools on work related to energy and air pollution, will be given preference;

(3) Applicants with prior experience on energy and industrial air pollution related aspects shall be preferred;

(4) Experience of networking with industries, industry associations and Government Departments working on energy and environment related activities, research institutions and policy makers is desirable.

 

Essential Skills and Competencies:

(1) Sound understanding of energy scenario in India, including aspects of energy economics, utilities, demand side management, clean energy, technical and regulatory aspects of energy efficiency, ESCO markets and demand aggregation;

(2) Sound understanding of National Clean Air Program, air pollution mitigation strategies and technologies. Knowledge of air pollution modelling would be an added advantage;

(3) Ability to establish and maintain strategic partnerships with diverse project stakeholders with diplomacy and tact;

(4) Excellent writing skills with track record of writing need assessment, analysis and project performance reports;

(5) Strategic thinking, project management, attention to detail, problem-solving;

(6) Ability to work with global teams, with the ability to deliver results and outputs with minimal supervision;

(7) Ability to work proactively and independently and collaborate with a distributed team of professionals, including consultants and matrixed staff;

(8) Ability to prioritize work assignments appropriately and manage the pressure of conflicting demands;

(9) Flexibility and willingness to adapt to changing priorities and the ability to meet deadlines;

(10) Excellent interpersonal, oral, and written communication skills;

(11) Fluency in written and spoken English;

(12) Willingness to travel (minimum 30%), both within India and internationally;

(13) Commitment to ISC’s mission and goals.

 

5. COMPENSATION OFFERED:

 

Gross compensation budgeted for the position is Rs. 10 lakhs per annum. The actual offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
