1. POSITION(S) VACANT: Individual Consultant - Mid Term Review, United Nations Population Fund (UNFPA)

 

2. ORGANIZATION BACKGROUND:

 

The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services, including voluntary family planning, maternal health care and comprehensive sexuality education.

 

PURPOSE OF THE POST:

The Individual Consultant - Mid Term Review, shall be serving as lead consultant of the Core Team towards conduct of Mid-term Review of UNFPA’s ninth Country Programme in India – 2018-2022 (CP-9). The objectives of the mid-term review are:

(1) Assess progress achieved against planned results in each of the thematic areas;
(2) Review the relevance/ validity of the design and strategies of CP9 to the changing national context, current policy environment and UNFPA corporate strategy, especially in the context of COVID;
(3) Analyze accelerators, barriers, opportunities and risks to the implementation in the remaining period of the country programme cycle to maximize the likelihood of achieving the results;
(4) Identify good practices to be replicated, gaps to be addressed and lessons learned to be applied and any modifications to be made in the programme to support the achievement of national development priorities;
(5) Draw conclusions and Identify key recommendations to improve the 9th Country Programme’s performance;

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to Representative, UNFPA in close coordination of M&E specialist, the Individual Consultant - Mid Term Review (IC-MTR) shall be responsible for the following:

 

Key Responsibilities and Deliverables:

(1) Review and finalize the methodology and approach of the review;
(2) Finalize the inception report within the first week of the assignment;
(3) Undertake desk review / analysis of the relevant internal and external reports, including quarterly and annual progress reports, minutes of the meetings and proceedings of the events, published report and other materials related to implementation of the programme;
(4) Participate in a mid-term review initial meetings and refine objectives, methodology, deliverables, timeline and outline of the report and submit an inception report;
(5) Undertake consultations with UNFPA staff about the implementation of the intervention in different thematic areas, achievement of results, review of theory of change and identify challenges and facilitating factors and solutions;
(6) Consult key partners and external stakeholders to obtain their views and perspective on the programems implementation, challenges, good practices etc;
(7) Assess the progress achieved under each thematic area, role played by the crosscutting approaches such as gender, RBM, advocacy, communications etc. and answer the key review questions;

(8) Guide the MTR team on the format and content of the report;

(9) Coordinate the development and compilation of the report with specific and relevant recommendations and make the final edits after incorporating comments / suggestions;

(10) Present the final MTR report to Country Office Management Team;

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
Master’s in Public Health, Gender, Population Studies/Demography, Development Studies or any other related field.

 

Experience:
(1) Minimum 10 years’ experience of working in the international development field and aid environment including experience in undertaking research and assessment studies in the areas of public health, gender and population and development related field;
(2) Substantive experiences in programme formulation, review and evaluating development programmes, preferably those involving UN Agencies and or other international organizations;

(3) Experience in conducting country level evaluations including knowledge of evaluation methods and techniques for data collection and analysis;
(4) Familiarity with UN systems particularly UNFPA mandate will be an asset and previous experience in evaluation / assessment in India shall be an added advantage.

 

Skills and Competencies:
(1) Excellent analytical, writing and communication skills;
(2) High proficiency in data analysis and interpretation related to development programmes;
(3) Ability to work within strict deadlines;
(4) Excellent problem identification and solving skills;
(5) Excellent written and spoken English Language skills;

(6) Willing to travel to UNFPA programme states depending upon the need and situation;

 

5. NATURE OF ENGAGEMENT:

 

The Individual Consultant - Mid Term Review (IC-MTR) shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

6. REMEUNERATION & DURATION:

 

The selected candidate will be hired for 30 working days spread over a period of four months starting from September 10 until December 15, 2020.

 

The consultant will be paid between INR 16,173 - 23,451 (equivalent to NOD salary scale) per day.

 

The consultancy fee shall be commensurate with the qualifications, experience, and salary history, of the selected candidate.

 

7. LOCATION: The Consultant will be working remotely from her/ his place depending upon the need and situation and limited travel in consultation with key stakeholder may be required.
