1. POSITIONS VACANT: Young Professionals - Hospital Network and Quality Assurance (YP-HNQA) National Health Authority (NHA), MoHFW, GoI (Three vacancies)

 

2. ORGANIZATION BACKGROUND:

 

National Health Authority (NHA) is the apex body, responsible for implementing Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (PM-JAY), India’s flagship health assurance scheme, providing health cover of Rs. 5 lakhs per family, per year, for secondary and tertiary care hospitalization, to over 10.74 crore poor and vulnerable families, or approximately 50 crore beneficiaries.

 

NHA is tasked with implementing PM-JAY at the national level.

 

State Health Agencies (SHAs) have been instituted by concerned states to implement PM-JAY at the state level. SHAs have full operational autonomy to implement PM-JAY in their state.

 

Key Functions of NHA

 

Key functions of the NHA include the following:

 

(1) Formulation of operational guidelines, model documents and contracts, to ensure standardization and interoperability of PM-JAY;

(2) Effective implementation and regular monitoring of PM-JAY, across the country, including initiation of suitable action for course correction, as necessary;

(3) Coordination with various State Governments on a regular basis for implementing PM-JAY;

(4) Acting as an apex body for SHAs that have been set up to implement PM-JAY.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Young Professionals- Hospital Network and Quality Assurance shall be responsible for the following:

 

Key Responsibilities:

(1) Propose a comprehensive metric and measurement system, to gauge the design and implementation of the scheme, as well as empanelment criteria;

(2) Responsible for piloting the accreditation process, analysing results and making recommendations for program improvement, based on the results;

(3) Define, own and execute the Learning & Research plan, methodologies and partnerships in collaboration with the team and partners;

(4) Conduct secondary research on health standard models in India and in other countries, for the purposes of developing accreditation standards and measures;

(5) Coordinate with the IT team for implementation of various systems and metrics;

(6) Ensure and facilitate compliance of hospitals with the accreditation process;

(7) Perform package utilisation analysis and suggest necessary policy modifications;

(8) Support in the review and rationalisation of health benefit packages;

(9) Develop policy briefs/ research papers in the field of benefit packages, standard treatment guidelines & quality of care;

(10) Support the HN&QA team in other tasks, as assigned from time to time;

(11) Ideate with team members to extract insights and apply them to their roles, where appropriate;

(12) Compile and disseminate key insights from research outputs in the form of case studies, learning notes, reports and publications, policy white papers, infographics, or other dissemination materials, to support key themes and messages of strategic importance;

(13) Effectively communicate findings, internally and apply learnings to work plans and activities.

(14) Additional responsibilities and duties may be assigned to the YP (applicable to all YPs) professional as per requirements of the NHA.

 

4. QUALIFICATION, SKILLS AND EXPERIENCE:

 

Qualifications:

 

Essential:

Masters’ Degree or Diploma in Public Health, Population Studies, Statistics, Health, or other, relevant subject; OR

Graduates with at least three years of experience in accreditation, or quality assurance in the health sector, with some prior exposure to hospital accreditation, health economics or research and analytics in health, shall also be eligible.

 

Desirable:

Candidates with additional Qualifications such as Ph.D. or research and analytics experience, or policy papers, or publications in national/ international journals in relevant fields, shall be preferred.

 

Experience:

 

Essential:

(1) Post graduate applicants possessing prescribed qualifications must have a minimum of one year of relevant experience;

(2) Graduate applicants must have three years of experience in accreditation, or quality assurance in the health sector, with some prior exposure to hospital accreditation, health economics or research and analytics in health.

 

Desirable:

Candidates with prescribed experience, supported by published work/ policy papers, shall be preferred.

 

Skills and Competencies

 

Essential:

(1) Working knowledge of technology-based applications, research and analytics tools and other relevant ICT applications;

(2) Candidates should possess strong communication and inter-personal skills.

 

Other Skills and Competencies:

(1) Experience of working with State Governments or other Government agencies, planning, coordinating and implementing activities with various stakeholders;

(2) Good speaking and written communication skills

(3) Fair knowledge of Microsoft Office (Word, PowerPoint and Excel)

(4) Background in management and other areas relevant to the job role;

(5) Excellent organisational skills and strong attention to details;

(6) Ability to develop, organise, motivate and coordinate groups across the organisation;

(7) Ability to collaborate effectively with staff members, government officials, representatives and other stakeholders.

 

5. VACANCY DETAILS: Three vacancies

 

6. AGE LIMIT:

 

Candidates should be below 30 years of age as on July 1, 2020.

 

7. COMPENSATION OFFERED:

 

A consolidated amount of Rs. 75,000/- per month, inclusive of Transport Allowance (for local conveyance).

 

There shall be an annual increase of Rs. 5,000/- subject to satisfactory performance. In case the engagement requires qualifications that are of a specialized or rare nature, the remuneration for the Young Professional can be increased by up to 20%, on the discretion of the CEO, NHA.

 

8. LOCATION: New Delhi or any other state. However, travelling can be required based on roles of the YP.

 

9. CONTRACT TYPE AND PERIOD:

 

The period of engagement shall be initially for a period of two years, which can be extended up to four years - one year at a time, on the recommendations of Performance Appraisal Committee constituted by the NHA.

 

In case a person leaves before completion of one year , he/she will not get any work certificate from the NHA.
