1. POSITION VACANT: Manager- Data and Operations (Five Vacancies), Reach to Teach based at five districts of Gujarat (Rajkot, Patan, Panch Mahal, Navsari and Chhota Udaipur) (One in each district)

 

2. ORGANIZATION BACKGROUND:

 

Reach to Teach (RTT) is an education charity that works with governments and other like-minded organisations, to improve the quality of primary education. RTT exists to transform the lives of children in remote and marginalised communities in India, by focusing on transforming classroom teaching practices and teacher-to-child engagement.

 

Founded in 2003, RTT has grown into an established charity improving the learning outcomes of children in the state of Gujarat and believes that the most important factor in improving children’s learning, is the quality of teaching. RTT’s technical team has helped successfully deploy international best practices in education, at rural schools in Gujarat and is committed to ensuring that the same are extended and adopted by all schools, state-wide.

 

RTT is working in coalition with other organisations, to support Government of Gujarat’s ongoing efforts to deliver systemic change to ensure better foundational literacy and numeracy outcomes.

 

About the Project: Gujarat Education Coalition (GEC):

 

The Gujarat Education Coalition (GEC) works collaboratively to co-create and deliver a comprehensive and scalable program to improve the Foundational Literacy and Numeracy (FLN) outcomes in Gujarat.

 

The GEC will set up Regional FLN (RFLN) Hubs to work closely with district education teams to strengthen government FLN interventions. The RFLN Hubs will work collaboratively with district education officials to jointly plan and implement a range of interventions to improve the foundational learning programme and strengthen system capacity to sustain them.

 

The majority of interventions will be designed at state level, including improved curriculum, strategies for teacher training and mechanisms for enhanced data collection, however the RFLN Hubs will play a critical role in ensuring effective implementation at district level. The RFLN Hubs will also steer context specific local innovations and strategies which could be scaled up, if successful.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the Senior Manager, Regional FLN Hub, the Manager, Data and Operations (MDOs) will be key to making the RFLN Hubs operate optimally and contribute to achieving improved FLN outcomes in their respective districts. S/he will be responsible to lead the day-to-day operations and management of the Regional FLN hub and ensuring efficient planning and deployment of resources and seamless coordination between government staff and GEC district teams. The incumbent will be working closely with the RMEL team to ensure the interventions meet expected quality standards and decisions are data driven.

 

A. Key Roles and Responsibilities:

(1) Plan, coordinate and operationalise activities in line with the agreed programme architecture and collaboration with district officials;
(2) Resource planning across both GEC and Government teams to ensure a focus on the priority activities;
(3) Regular analysis of what is working well and what needs to be improved;
(4) Identification of risks and develop mitigation strategies in consultation with the wider team;
(5) Collection, management and analysis of data and drawing up reports/ insights to inform decisions;
(6) Prepare and present monthly district FLN dashboard, calling out successes and challenges;
(7) Draw up regular and high-quality RFLN Hub update reports for internal and external stakeholders, consolidating feedback and learning from district interventions;
(8) Deliver some ‘quick wins’ to address urgent needs to build trust and deepen relationship;
(9) Drive district level FLN review meetings involving key stakeholders to review and reflect on the FLN data;
(10) Liaise with the RMEL team, especially Action Research Managers deployed in RFLN Hubs to design and roll out action research interventions in the district;
(11) Provide support to the Senior Manager, RFLN Hub, in designing and implementing strategies and processes for enhancing and sustaining system capacity;

(12) Carrying out other duties within the scope and spirit of the job, and by the level of the post, as required.

 

B. Other Responsibilities

(a) Build and maintain relationships with key stakeholders within the wider coalition, partner organisations and government bodies, as required;
(b) Manage stakeholders, taking account of their levels of influence and particular interests;
(c) Providing support through friendly challenge.

 

(2) Teamwork & People Management:  

(a) Embed collaborative problem-solving practices within the teams;
(b) Collaborate with the RTT and GEC teams to ensure the successful delivery of services/ interventions and manage performance issues, conduct reviews, and formulate development plans for team members to meet current and future skills needs;
(c) Promote and role-modelling a culture of openness, innovation, involvement, teamwork and performance;

(d) Maintain the highest standards of personal and professional integrity and conduct role modeling the values and behaviours of GEC members.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualifications:

 

Applicants must be graduates from a recognized university.

 

Experience:

(1) Minimum five years of experience in managing data collection and analysis;
(2) Strong project management and data background;

(3) Experience of designing and implementing data collection methods.

 

Skills and Competencies:

(1) Familiar with, and always act by RTT’s values, policies, procedures, standing orders and financial regulations to ensure that staff are aware of their obligations to follow them;

(2) Ability to engage and lead teams and persuade people and create relationships of trust with stakeholders;

(17) Fluency in Gujarati and Hindi is essential;

(18) Intermediate proficiency in English Language;

(19) Ability and willingness to travel as per job requirements.

 

5. COMPENSATION OFFERED:

 

Gross compensation for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

7. LOCATION (s): The five vacancies are based at Rajkot, Patan, Panch Mahal, Navsari, Chhota Udaipur (one at each location), with occasional travel to Gandhinagar.

 

8. APPOINTMENT: This is a full-time position. The initial contract offered shall be till March 2023 and renewable thereafter based on performance.
