1. POSITION VACANT: Director- Monitoring, Evaluation and Learning, Reach to Teach, (based at Ahmedabad or New Delhi)

 

2. ORGANIZATION BACKGROUND:

 

Reach to Teach (RTT) is an education charity that works with governments and other like-minded organisations, to improve the quality of primary education. RTT exists to transform the lives of children in remote and marginalised communities in India, by focusing on transforming classroom teaching practices and teacher-to-child engagement.

 

Founded in 2003, RTT has grown into an established charity improving the learning outcomes of children in the state of Gujarat and believes that the most important factor in improving children’s learning, is the quality of teaching. RTT’s technical team has helped successfully deploy international best practices in education, at rural schools in Gujarat and is committed to ensuring that the same are extended and adopted by all schools, state-wide.

 

RTT is working in coalition with other organisations, to support Government of Gujarat’s ongoing efforts to deliver systemic change to ensure better foundational literacy and numeracy outcomes.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the Executive Director- Strategic Planning and Performance, the Director- Monitoring, Evaluation and Learning (DMEL) shall be responsible for building and embedding the M&E capability within the organisation. S/he shall also be responsible for designing, developing and implementing high-quality, user friendly monitoring, evaluation and learning systems and processes for all RTT programmes. The DMEL will also lead in-life reviews of programmes and support teams to develop data driven strategies and make decisions for course corrections and risk mitigation, wherever necessary.

 

The incumbent will provide technical direction for all MEL related systems, processes, analysis, and reporting across RTT’s programmes and will also contribute to new programme development initiatives including developing in-house tools and data management systems to track MEL indicators across the organisation. Additionally, the postholder shall also provide technical support and contribute to staff training and mentoring in the areas of monitoring, evaluation, data collection and analysis, learning agenda development and other project-level MEL related deliverables.

 

The DMEL shall support the RTT leadership team in drawing up reports and presentations to showcase programme impacts and achievements to both internal and external stakeholders and in close collaboration with RTT’s education and programme teams.

 

Key Roles and Responsibilities:

 

(A) Monitoring, Evaluation and Learning
(1) Develop a results-oriented monitoring, evaluation and learning framework for RTT (including both directly-implemented field projects and systemic interventions with the state education department), clearly linking it to theories of change, organisational goals and objectives, and draw up a detailed plan for its implementation;

(2) Lead and facilitate processes and discussions for developing theories of change for new programmes and ensure integration of the MEL framework at the design stage of each programme;

(3) Develop systematic approaches to ensure learnings and insights are fed back into the continuous improvement of programmes and reflected in the design of new programmes;

(4) Work closely with programme teams in the development of appropriate MEL strategies and implementation of MEL activities, including data collection, management, analysis and reporting of findings and insights, and put mechanisms in place for robust quality assurance throughout;

(5) Coordinate with Programme Directors and where required, directly liaise with government stakeholders to access and effectively use government data/ MIS to monitor and quality assure our interventions;

(6) Use MEL data insights (both qualitative and quantitative) to draw up impact narratives and support in the development of strategic communications for wider sharing, and to contribute to organisational learning;

(7) Conduct periodic monitoring field visits to ensure data collection and analysis processes are being conducted in a timely and accurate manner;

(8) Carry out in-life reviews of programmes and conduct specific studies to monitor progress and measure the impact of programmes;

(9) Lead procurement of specialised services for research, external evaluations, impact studies, baseline etc. as required, following RTT procurement protocols and processes;

(10) Provide timely and relevant data and reports to stakeholders as required;

(11) Conduct periodic reviews of key MEL approaches, processes and tools and identify opportunities for improvement;

 

(B) Communication and Stakeholder Management

(1) Work with the Senior Management Team, Programme Teams and other members of SP&P and knowledge partners, as appropriate, to define organisational and programme metrics;

(2) Lead the evaluation of proposals from external MEL organisations and work closely with third parties to agree on methodologies, regularly review progress, and ensure mechanisms are in place for final sign off;

(3) Liaise with and oversee the delivery of any contracts with external MEL organisations under the direction of the Executive Director, SP&P.

 

(C) Teamwork and People Management

(1) Build the MEL team based on the requirements across programmes in consultation with the Executive Director, SP&P;

(2) Build the capacity of RTT staff and implementing partners as required on data analysis and MEL technical and conceptual areas;

(3) Supervise and mentor MEL staff in executing and monitoring MEL plans;

(4) Manage RTT’s performance issues, conduct reviews, and formulate development plans for the team members to meet current and future skills needs;

(5) Promote and embody RTT’s culture of openness, innovation, involvement, teamwork and performance;

(6) Maintain the highest standards of personal and professional integrity and be a role model for RTT’s values and behaviours.

 

(D) Planning and Organising

(1) Lead, plan and manage all tasks related to MEL with a long term perspective and ensure that the MEL framework and processes are aligned to broader operational and strategic objectives;

(2) Manage allocated resources effectively to maximize value.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualifications:

(1) Applicants must be masters in Demography/ Social Sciences / MBA or other relevant discipline.

 

Experience:

(1) Minimum seven to 10 years of work experience in research, monitoring and evaluation of development programmes;

(2) Experience of working on the MEL for multi-stakeholder projects at a senior level, ideally within the education sector;

(3) Proven experience of designing and implementing MEL frameworks and strategies;

(4) Experience of creating assessment reports, evaluation reports and impact documents;

(5) Familiar with the landscape of the education sector in India, as well as experience of working with government education bodies;

 

Skills and Competencies:

(1) Demonstrated expertise and an in-depth understanding of qualitative and quantitative research design, MIS development;

(2) Ability to engage and lead teams and persuade people; Ability to create relationships of trust with stakeholders;

(3) Comfortable with negotiating and diffusing conflict; Seeking clarity and testing assumptions;

(4) Ability to develop the overarching framework of impact for the organisation as well as individual programmes;

(5) Ability to think clearly and rationally with the ability to understand the logical connection between ideas;

(6) Ability to successfully manage different work streams with different delivery dates and stakeholders;

(7) Ability to deal well with ambiguity, uncertainty and change;

(8) Ability to adapt well to shifting priorities;

(9) Ability to juggle different and conflicting priorities within a short period;

(10) Ability to reflect, self-aware, able to regulate, empathetic, and capable of deep listening;

(11) Ability to articulate and communicate well to all stakeholders (both verbally and in writing) in a manner that meets the different needs of different audiences; 

(12) Fluency in written and spoken English;

(13) Ability and willingness to travel as per job requirements.

 

5. COMPENSATION OFFERED:

 

Gross compensation for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

 

6. LOCATION: Ahmedabad or Delhi

 

7. APPOINTMENT: This is a full-time position. The initial contract offered shall be till March 2022 and renewable thereafter based on performance.
