1. POSITION(S) VACANT: District Coordinator- Adolescent Sexual & Reproductive Health, United Nations Population Fund (UNFPA), Chhattarpur, Madhya Pradesh

 

2. ORGANIZATION BACKGROUND:

The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is an UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services including voluntary family planning, maternal health care and comprehensive sexuality education.

 

Project Background:

UNFPA selected Chhattarpur district as high priority district to make concerted efforts to improve access to information and services related to sexual and reproductive health for young people and adolescents. Chhattarpur is one of the most backward district of the state and also an aspirational district identified by GoI.

 

The state office is implementing integrated district Project for last two years for strengthening government systems for effective implementation of various programs and schemes related to adolescent health and well-being. Through Integrated District Project, technical assistance was provided to District Health Society in improving access and quality of sexual and reproductive health services for young people and adolescents in the district.

 

UNFPA is also providing intense support to District Health Society in implementing Rashtriya Kishor Swasthya Karyakram (RKSK) as Chhattapur is identified laboratory district assigned to UNFPA.

 

The state office is implementing large scale projects (Samruddhi Project and Saathiya Cinema) aimed for overall adolescent empowerment through implementing partners. UNFPA provides regular support to implementing partner in planning, implementation and monitoring of strategies and activities under these large scale projects.

UNFPA is looking for District Coordinator- Adolescent Sexual & Reproductive Health (DC-ASRH), who will be placed at the district-level (Chhattarpur, Madhya Pradesh) and work closely with the office of the State Programme Co-ordinator, UNFPA State office to facilitate implementation and monitoring of the planned activities at the district level.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the State Programme Co-ordinator, UNFPA State Office, the District Coordinator- Adolescent Sexual & Reproductive Health, shall be responsible for the following:

 

Key Deliverables:
A. Technical Assistance for adolescent sexual and reproductive health services

(1) To support DHS in developing annual microplan for family planning program under Mission Parivar Vika;

(2) To provide support in establishing static centers to offer clinical contraceptive services throughout the year;
(3) Identify potential public health facilities for providing institutional delivery and PPIUCD services;
(4) To identify medical and para medical staff for various trainings under family planning program and to prepare training calendar;
(5) To provide support in organizing world population day fortnight and NSV fortnight in the district;
(6) To provide support in planning of various communication activities for family planning program in the district;
(7) To provide support DHS in data collection and analysis for family planning program and to organize monthly review meeting on FP;
(8) To undertake field visits to public health institutions at various levels to observe quality and availability of various family planning services offered by these facilities;
(9) To provide technical support to DHS in effective implementation of FP-LMIS in the district upto ASHA level in order to avoid stock outs of contraceptives;
(10) To provide support in operationalization of DQAC.

 

B. Technical Assistance for RKSK Program:

(1) To provide support to District AH Coordinator and RKSK NGO partner in planning, implementation and monitoring of various activities under RKSK program;
(2) To provide support in data collection and analysis for RKSK program activities and share findings with district officials and NGO partner for necessary action;
(3) To support in organizing monthly district level mentoring cum review meeting with block officials under RKSK program;
(4) To participate in block and cluster level mentoring cum review meetings with Saathiya, ASHA Sahayogini and ASHA in the district;
(5) To undertake field visit to observe monthly sessions conducted by Saathiya with adolescents using comics and collect feedback from the adolescents on previous sessions and key learnings;
(6) To provide support to DHS in effective use of mobile application developed for real time reporting of RKSK program activities.

 

C. Technical assistance for implementation of Life Skills Education Program:

(1) To provide support to ADPC and DEO in planning, implementation and monitoring of various activities under Life Skills Education program;
(2) To provide support in identification of nodal teachers for class 10th, 11th and 12th module from rural blocks;
(3) To provide support in preparing training calendar for block trainers and nodal teachers trainings planned for year 2020-21;
(4) To observe trainings at district level for block trainers and at block level for nodal teachers and provide feedback to trainers and district officials for improvement;
(5) To undertake visits to schools to observe LSE sessions conducted by the trained nodal teachers and provide feedback for improvements;
(6) To provide support to district , block and nodal teachers to effectively use mobile reporting application for LSE;
(7) To collect feedback from students attending LSE sessions in school along with key learnings from previous session using mobile application.

 

D. Oversight of UNFPA supported project implementation by IP

(1) To coordinate with Darshana Mahila Kalyan Samiti for effective planning, implementation and monitoring of UNFPA supported projects in the district;
(2) To provide support to IP in regular capacity building of the project staff on project interventions and approaches to be used for various activities;
(3) To provide support in preparing monthly workplan for each project and staff and monitor the work completion under each of the project;
(4) To undertake field visits to monitor the quality of implementation and share observations with IP as well as UNFPA State office;
(5) Oversee budget utilization against approved budget and provide recommendations to UNFPA state office for necessary revisions and utilization pattern;
(6) To conduct monthly review meeting with field staff of each project and share observations from field visit with the staff for improvements.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
(1) Candidates must possess a Masters’ in  Public Health;

 

Experience:
(1) At least three to four years of experience of working closely in field of family planning, adolescent health and project management with development sector or with Government at  District level;
(2) Experience of working with the department of health and family welfare Government of Madhya Pradesh for a period of more than two years will be an added advantage.

 

Skills and Competencies:
(1) Ability to plan and execute activities at District level;

(2) Must be willing to travel extensively in the district;

(3) Demonstrated ability to work in a multi-disciplinary team with strong facilitation skills & ability to analyze reports, plan and monitor projects;
(4) Good understanding of NHM, RCH and Health care delivery structure in the district.

(5) Good documentation skills;

(6) Capable of taking independent responsibility;

(7) Excellent oral and written communication & presentation skills in English and Hindi.

(8) High level of computer proficiency with specific familiarity with commonly used Windows and MS Office software and database software;

(9) Good track record of credibility.

 

5. NATURE OF ENGAGEMENT:

 

The District Coordinator- Adolescent Sexual & Reproductive Health shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

6. REMEUNERATION & PER DIEMS:

 

The selected candidate will be paid a consolidated amount of Rs. 65,000 – Rs. 70,000 per month. In addition, TA/DA for official travel will be provided as per rules.

 

7. LOCATION: District Health Society Office, Chhattarpur, Madhya Pradesh

 

8. DURATION: The selected candidate shall be issued an initial consultancy contract till December 31, 2020, extendable for 12 months subject to satisfactory performance.
