1. POSITION(S) VACANT: Project Advisor -Adolescence Education Program, United Nations Population Fund (UNFPA), Patna, Bihar


The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services, including voluntary family planning, maternal health care and comprehensive sexuality education.




United Nations Population Fund (UNFPA) is supporting Government of Bihar (GoB) and Bihar State Madarsa Education Board (BSMEB) in implementing Adolescence Education Program (AEP) in Government aided/recognized Madarsas of Bihar. The project seeks to enhance knowledge and skills of Madarsa adolescents through age and context specific learning materials, training of teachers, and strengthening of systems. The pilot phase of this intervention was initiated in 2019 for 373 Madarsas in the Purnia and Katihar District.


High level advocacy with Government of Bihar and BSMEB has convinced the State Government of the potential of this initiative. The project is being upscaled in the entire Bihar State (38 Districts) covering approximately 2500 Madarsas and reaching out to 1.2 lakh adolescents in Madarsas annually with the support of Department of Minority Welfare, Government of Bihar, and under the leadership of Bihar State Madarsa Education Board. The upscaling will be done in partnership with BSMEB, Department of Minority Welfare, Department of Education, Government of Bihar, UNFPA and credible national institutions. The age and context specific teaching will be introduced from Grade VI – X, through a cascading training approach centred around 50 Regional Resource Centres (1 RRC/40 Madarsas) and State Resource Centre through a period of three years.


A high level Empowered Committee will oversee the implementation of the project under the leadership of Bihar State Madarsa Education Board. UNFPA will provide technical assistance and systems strengthening for the project.


AEP cell is envisaged to be a technical and managerial pivot for the implementation of the project that will work under Bihar State Madarsa Education Cell and will provide administrative, managerial, and technical direction and inputs for achieving the results of the project. A dedicated team will be placed at the offices of Bihar State Madarsa Education Board’s office at Patna and Purnia which manage, guide and oversee the implementation. The AEP cell will be responsible for enabling execution of the inputs. A major task of the AEP cell would be to identify and operationalize the 50 Regional Resource Centres, which will be the administrative and technical resource hubs for a unit of 40 Madarsas including building capacities of Madarsas on training, counselling, career guidance, creative expressions and MIS.




Reporting to the Chairperson of Bihar State Madarsa Education Board and State Program Coordinator, UNFPA, Bihar, the Project Advisor shall work as Part Time (Maximum 12 days/ month) to provide strategic guidance to the AEP Cell under the Madarsa Board, and will ensure compliance with the rules and norms.


Key Deliverables:

(1) Provide strategic guidance to the Senior Manager, AEP cell in ensuring timely and smooth completion of the intervention;

(2) Guide and support the AEP cell in the identification of Regional Resource Centres and enhancing capacities of Regional Resource Centres in coordination with UNFPA and Partners;

(3) Support AEP cell in coordination with implementing partners on completion of work plan tasks with quality;

(4) Support AEP cell in preparation of meeting agendas/minutes;

(5) Review the material/ guidelines/ tools prepared by implementing partners and guide the AEP on the process of adoption and/or revision;

(6) Provide guidance on systems strengthening and implementation of systems strengthening tool;

(7) Advice the AEP cell on preparation of reports;

(8) Undertake field visits as and when required to assess the progress of the implementation.




Applicant must have bachelor’s degree in any discipline.



(1) Minimum 10 years of experience in project management;

(2) Prior experience of working with government will be an asset;

(3) Experience of working with education sector is desirable;

(4) Experience of working with Madarsa system is desirable.

Skills and Competencies:
(1) Fluency in written and spoken Urdu is mandatory;
(2) Ability to understand and address development related issues;
(3) Proficiency in operating computers and MS Office package;

(4) Ability to work with a diverse group and settings
(5) Willingness and ability to travel extensively.


The Project Advisor -Adolescence Education Program shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.




The selected candidate shall be paid a consolidated amount of Rs. 6,000 per day (Maximum of 12 days/ month) based on salary history, qualification and experience.

8. DURATION: The successful candidate shall be issued an initial consultancy contract for one year, extendable for further period subject to satisfactory performance.
