2. ORGANIZATION BACKGROUND:

 

Reach to Teach (RTT) is an education charity that works with governments and other like-minded organisations, to improve the quality of primary education. RTT exists to transform the lives of children in remote and marginalised communities in India, by focusing on transforming classroom teaching practices and teacher-to-child engagement.

 

Founded in 2003, RTT has grown into an established charity improving the learning outcomes of children in the state of Gujarat and believes that the most important factor in improving children’s learning, is the quality of teaching. RTT’s technical team has helped successfully deploy international best practices in education, at rural schools in Gujarat and is committed to ensuring that the same are extended and adopted by all schools, state-wide.

 

RTT is working in coalition with other organisations, to support Government of Gujarat’s ongoing efforts to deliver systemic change to ensure better foundational literacy and numeracy outcomes.

About the Project: GUNOTSAV 2.0

 

The Government of Gujarat launched an ambitious, pathbreaking programme called “Gunotsav” or “Celebrating Quality” in 2009, which focused on ensuring quality education for students in government schools. This was done by evaluating the quality of primary education imparted, including the grading of schoolteachers.

 

Gunotsav established an accountability framework for ensuring the quality of primary education, by tracking learning outcomes, as well as the co-scholastic activities of children, the use of resources and community participation.

 

Gunotsav was rolled out state-wide in two phases. In the first phase, self-evaluation was carried out in 34,177 primary schools, including all Government Primary Schools, Ashram Schools and Granted Schools.

 

Relaunched as ‘Gunotsav2.0’ in its second phase, the programme is now focusing on improving the quality of education imparted to children, through a process of school accreditation. Gunotsav2.0 shall involve 3,000 senior bureaucrats who will be responsible for evaluating 25% government primary schools, in different blocks across the state.

 

RTT is working closely with the Gujarat School Quality Assurance Council (GSQAC), for the roll out of Gunotsav2.0, helping specifically with the design, development and implementation of a system that will set the standards, against which all schools shall be evaluated.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Under the guidance of the Director of the GSQAC programme, the Manager Analytics (MA) shall be responsible for selecting, configuring and implementing a strategy for analysing and managing the large amount of data that will come from the school accreditation programme. S/he will understand the programme objectives and work with the Programme Manager Gunotsav2.0, to prioritise the need for information and building systems to transform raw data into actionable programme insights. The incumbent shall also work proactively to analyse trends and insights and recommend effective solutions. S/he shall also use insights to flag risks proactively and work with the team to take effective steps to mitigate, as well as escalate issues. The post holder will also identify opportunities for possible synergies.

 

Key Roles and Responsibilities:

 

A. Data Analytics

(1) Provide support in developing appropriate infrastructure and procedures for the collection, maintenance and integrity validation of data, coming from the school accreditation programme;

(2) Gather reporting requirements, identify the data needed to analyse business trends and patterns and identify the government employees, who will help source the same;

(3) Identify, evaluate and implement external services and tools that support data validation and cleansing;

(4) Identify key performance indicators, prepare standards to measure results and benchmark the same against industry and sectoral data;

(5) Mine data for various kinds of qualitative and quantitative analysis, prepare reports with the help of data tools and visualisations, present findings and send reports and dashboards, to the larger project team;

(6) Develop standards and support the Programme Manager and Director in monitoring performance and identifying areas of improvement on a regular basis;

(7) Use data creatively, constantly innovate newer ways of using data and identify opportunities for process improvement;

(8) Analyse data using statistical techniques and provide reporting assistance regularly. Use descriptive, diagnostic and predictive analysis to understand historical patterns and make future decisions;

(9) Work in collaboration with the Director and Programme Manager Gunotsav2.0 and share analysis, raising anomalies and issues on a proactive basis;

(10) Work closely with QA team and highlight red flags/ deviations/ data related issues which require their attention;

(11) Work closely with Command and Control Centre team to gather relevant data for school accreditation and seek support wherever required;

(12) Share regular updates about the data analytics work, to both internal and external stakeholders in a proactive manner;

(13) Work with other RTT employees to draw on national and international best practices and apply the same to her/his work.

 

B. Communication and Stakeholder Management

(1) Build relationships of trust with government officials and key stakeholders at the Samagra Shiksha Abhiyan and the GSQAC office, to ensure seamless coordination and coherence throughout the project;

(2) Communicate with the Director and the Programme Manager Gunotsav 2.0 in a proactive manner and help make major decisions, based on data, to take the project forward.

 

C. Teamwork and People Management

(1) Manage RTT’s performance issues, conduct reviews, and formulate development plans for the team members to meet current and future skills needs;

(2) Promote and embody RTT’s culture of openness, innovation, involvement, teamwork and performance;

(3) Maintain the highest standards of personal and professional integrity and be a role model for RTT’s values and behaviours.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:             

 

Qualifications:

Applicants must be graduates from a recognized university
 

Experience:

(1) Minimum five years of experience in data modelling, data mining and analysis working with big data and statistical modeling;

(2) Experience in establishing data, reporting and analytics frameworks and infrastructures for projects;

(3) Familiar with the challenges and complexity of multi-stakeholder projects.

 

Skills and Competencies:

(1) Excellent numerical and analytical skills, including proficiency in MS Excel;

(2) Good understanding of the range of business intelligence and analytics platforms;

(3) Knowledge of programming and data analytics and visualization tools such as R, Python, Matlab, Power BI, etc.;

(4) Ability to produce clear graphical representations and work on data visualisations;

(5) Ability to read, write and speak in Gujarati at a functional level;

(6) Expertise in descriptive, diagnostic and predictive analysis with the ability to determine historical patterns and make future decisions;

(7) Ability to think clearly and rationally, understanding the logical connection between ideas;

(8) Ability to successfully manage different reporting priorities with different stakeholders;

(9) Ability and willingness to travel as per job requirements.

 

5. COMPENSATION OFFERED:

 

Gross compensation for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

 

6. LOCATION: Ahmedabad/ Gandhinagar, Gujarat

 

7. APPOINTMENT: This is a full-time position. The initial contract offered shall be till March 2022 and renewable thereafter based on performance.
