2. ORGANIZATION BACKGROUND:

 

Reach to Teach (RTT) is an education charity that works with governments and other like-minded organisations, to improve the quality of primary education. RTT exists to transform the lives of children in remote and marginalised communities in India, by focusing on transforming classroom teaching practices and teacher-to-child engagement.

 

Founded in 2003, RTT has grown into an established charity improving the learning outcomes of children in the state of Gujarat and believes that the most important factor in improving children’s learning, is the quality of teaching. RTT’s technical team has helped successfully deploy international best practices in education, at rural schools in Gujarat and is committed to ensuring that the same are extended and adopted by all schools, state-wide.

 

RTT is working in coalition with other organisations, to support Government of Gujarat’s ongoing efforts to deliver systemic change to ensure better foundational literacy and numeracy outcomes.

About the Project: GUNOTSAV 2.0

 

The Government of Gujarat launched an ambitious, pathbreaking programme called “Gunotsav” or “Celebrating Quality” in 2009, which focused on ensuring quality education for students in government schools. This was done by evaluating the quality of primary education imparted, including the grading of schoolteachers.

 

Gunotsav established an accountability framework for ensuring the quality of primary education, by tracking learning outcomes, as well as the co-scholastic activities of children, the use of resources and community participation.

 

Gunotsav was rolled out state-wide in two phases. In the first phase, self-evaluation was carried out in 34,177 primary schools, including all Government Primary Schools, Ashram Schools and Granted Schools.

 

Relaunched as ‘Gunotsav2.0’ in its second phase, the programme is now focusing on improving the quality of education imparted to children, through a process of school accreditation. Gunotsav2.0 shall involve 3,000 senior bureaucrats who will be responsible for evaluating 25% government primary schools, in different blocks across the state.

 

RTT is working closely with the Gujarat School Quality Assurance Council (GSQAC), for the roll out of Gunotsav2.0, helping specifically with the design, development and implementation of a system that will set the standards, against which all schools shall be evaluated.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Programme Manager (PM) will work under the guidance of the Director of Gujarat School Quality Assurance Council (GSQAC) programme, to manage deliverables, timelines, budget and people to successfully deliver the implementation of Gunotsav2.0. The PM will also manage conflicts and barriers that arise during the course of the project with effective influence and negotiation skills. The incumbent will flag risks in time and take effective measures to mitigate them and will implement the agreed approach in the association with the Director of GSQAC throughout the project. S/he will escalate the issues and identify opportunities for possible synergies. The PM will manage dependencies between various work streams within the project and ensure successful completion of the project in time.

 

Key Roles and Responsibilities:

 

A. Program Planning and Implementation

(1) Work with cross-functional teams to identify, gather and analyse project requirements to define the scope, make a project plan and breakdown tasks that need to be achieved; 

(2) Work with the government of Gujarat to define key drivers and work around those;

(3) Drive execution of the Gunotsav2.0 by developing teams, assigning tasks, checking the status and modifying the schedule as required;

(4) Support the recruitment, training and roster management of School Inspectors including co-design and conduct the induction training for the School Inspectors;

(5) Support in design the processes, technology requirement, guidelines, tools and templates required to run Gunotsav2.0, under the guidance of the Director of GSQAC;

(6) Develop standards for measuring project performance and monitor timeline, issue resolution and the quality of deliverables and maintain a dashboard for the same; 

(7) Share regular updates about the project, to both internal and external stakeholders in a proactive manner;

(8) Identify all foreseeable risks such as unrealistic time and cost estimates, changing requirements and help mitigate those in time;

(9) Work with other RTT employees to draw on national and international best practices and apply those her/his work;

(10) Coordinate with RTT Programme teams to identify scope of convergence;

(11) Work in coordination with the analytics team and the government officials to make effective decisions to move the project forward;

 

B. Communication and Stakeholder Management

(1) Build up front, a relationship of trust with the government officials and with the other key stakeholders at the Director of Primary Education (DPE)’s office, Samagra Shiksha Abhiyan (SSA) and GSQAC to ensure seamless coordination and coherence throughout the project;

(2) Liaise closely with the RTT’s lead for government relations, and other relevant stakeholders to strengthen relationships with the office of DPE, GCERT, SSA and The Office of the Secretary.

 

C. Teamwork and People Management

(1) Manage RTT’s performance issues, conduct reviews, and formulate development plans for the team members to meet current and future skills needs;

(2) Promote and embody RTT’s culture of openness, innovation, involvement, teamwork and performance;

(3) Maintain the highest standards of personal and professional integrity and be a role model for RTT’s values and behaviours.
 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:             

 

Qualifications:

(1) Applicants must have a Bachelor’s degree in any field;

(2) A Post Graduate Degree would be desirable;
(3) Applicants with relevant certifications, in Project Management shall be at an advantage.

 

Experience:

(1) Minimum five years’ experience of executing multi-stakeholder transformation projects at a managerial level, preferably within the education sector;

(2) Familiar with the challenges and complexity of multi-stakeholder projects.

 

Skills and Competencies:

(1) Ability to engage and lead teams and persuade people;

(2) Ability to create relationships of trust with stakeholders, generates positivity, natural team player moves tasks to completion;

(3) Use sound judgement and sophisticated interpersonal skills to gauge the ecosystem, propose new ideas and influence decisions;

(5) Ability to read, write and speak in Gujarati at a functional level;

(6) Ability to develop a programme architecture that helps meet the programme goals;

(7) Ability to think clearly and rationally, understanding the logical connection between ideas;

(8) Ability to identify gaps, opportunities and synergies;

(9) Ability to anticipate, interpret and assess client or stakeholder needs, identify trends, generate original ideas and innovative solutions;

(10) Ability to successfully manage different work streams with different delivery dates and stakeholders;

(11) Adept at speaking, able to deliver instructions that are accurate, clear and concise, excellent listening skills;

(12) Ability to take the project forward even in the face of rejection;

(13) Ability to articulate and communicate well to all stakeholders (both verbally and in writing) in a manner that meets the diverse needs of different audiences;

(14) Ability and willingness to travel as per the job requirements.

 

5. COMPENSATION OFFERED:

 

Gross compensation for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

7. APPOINTMENT: This is a full-time position and the initial contract will be offered until March 2022, which shall be renewable based on performance.
