2. ORGANIZATION BACKGROUND:

 

Founded in 1991, the Institute for Sustainable Communities (ISC) is a not-for-profit organization that builds the capacity of local leaders and organizations to address important global issues including climate change, sustainable development, and environmental protection, resulting in embedded capacity and lasting change. Headquartered in the United States, ISC has worked around the world to help communities, cities, industry, and NGOs accomplish their environmental, economic, and social goals. PURPOSE OF THE POST:

 

ISC, in partnership with a leading Indian ESCO, is implementing a program that aims to increase industrial energy efficiency in India through accelerated adoption of energy efficient (IE3) motors to power production operations in the steel, automotive, engineering, textile, chemical and food processing sectors. The program will now move to the next phase and will address key barriers to energy efficiency solutions uptake by combining demand aggregation, manufacturer engagement, access to finance and policy alignment. The program has a special focus on fostering innovative commercial models that allow Small and Medium Enterprises (SMEs) to adopt energy efficient technologies. This will involve strengthening of existing products /models and development of new products /models to be offered by Energy Service Companies (ESCOs), or to be offered via other partnerships between technology companies and financial institutions. Over the long term, these models and products will unlock the market for an estimated 15 million motors in India, leading to significant reductions in greenhouse gas emissions. The program also plans to disseminate these models for adoption of energy efficient motors to other countries in the region, including to Bangladesh, Indonesia, the Philippines and Vietnam.

 

Accordingly, ISC seeks to hire a Program Manager for the program to provide strategic direction and programmatic leadership for the development, implementation and continuous improvement of the program, while actively developing ideas for future actions in this field. Specific responsibilities for the position are outlined in the next section.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the Director - Sustainable Manufacturing, the Program Manager – Energy Financing shall be responsible for providing strategic direction and programmatic leadership for the development, implementation and continuous improvement of the program, including the development of ideas for future actions.

 

Key Roles and Responsibilities:

(1) Engage with key stakeholders such as Development Finance Institutions (DFIs), Commercial Banks and Non-Banking Financial Companies (NBFCs), to strengthen existing products/ models and/or develop new products/ models, to accelerate the adoption of energy efficient technologies amongst SMEs;
(2) Engage with other stakeholders, including ESCOs, motor manufacturers, industries, industry associations, DFIs, etc., to build understanding of the return on investment from the adoption of energy efficient technologies and maximize linkage with existing or new financial products;
(3) Identify and help secure development financing that meets the needs of ESCOs. Specifically, develop criteria, requirements and procedures for a revolving fund that reflects ESCO realities and maximizes utilization by ESCOs;
(4) Work with State Designated Agencies to operationalize State Energy Conservation Funds;
(5) Develop and manage partnership opportunities across public and private stakeholders, including technology companies, financial institutions and government organizations;
(6) Provide technical leadership for the design of a pilot project to test the feasibility of a buy-back scheme for old motors;
(7) In conjunction with the program team, partners and key stakeholders, work to refine, continuously improve, implement and evaluate the program, ensuring that it meets the overall program goals and objectives;
(8) Lead communication, monitoring, evaluation and learning for the program, to demonstrate impact to key stakeholders;
(9) Evaluate and lead strategic, technical and/or financial engagements to disseminate the program across the region;

(10) Represent the program in public and professional circles through meetings, conferences and presentations, as required;

(11) Collaborate with the team to develop and manage the program work plan and budget.
 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:             

 

Qualifications:

(1) Advanced degree in energy management, economics, policy, environmental engineering, business administration, or other related fields;

(2) Candidates with a Bachelors’ degree, accompanied by relevant experience, shall also be considered.

 

Experience:

(1) Minimum five years of relevant professional experience, preferably working on clean energy/ energy efficiency projects in India, through nationally or internationally funded projects;

(2) Experience of working with green financing, ideally in conjunction with energy efficiency

investment by SMEs;

(3) Experience of working with ESCOs for the provision of energy efficient products and services to the industrial sector.

 

Essential Skills and Competencies:

(1) Strong understanding of energy economics, national and international energy policies, energy efficient technologies, ESCO models and market mechanisms;

(2) Ability to work with global teams, with an ability to deliver results and outputs with minimal supervision;

(3) Demonstrated skills in developing and managing partnerships opportunities across public and private stakeholders and in mobilizing support for partnerships;

(4) Ability to work proactively and independently and collaborate with a distributed team of professionals, including consultants and matrixed staff;

(5) Ability to prioritize work assignments appropriately and manage the pressure of conflicting demands;

(6) Flexibility and willingness to adapt to changing priorities and the ability to meet deadlines;

(7) Excellent track record of writing need assessment, analysis and project performance reports;
(8) Excellent interpersonal, oral, and written communication skills;

(9) Fluency in written and spoken English;
(10) Basic knowledge of monitoring and evaluation frameworks;

(11) Willingness to travel (minimum 30%), both within India and internationally;

(12) Commitment to ISC’s mission and goals.

 

5. COMPENSATION OFFERED:

 

Gross compensation budgeted for the position is ~ Rs. 24 lacs per annum. The actual offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

 

6. LOCATION: This is a Delhi-based core, permanent position. ISC is willing to exceptionally consider basing the post-holder in Mumbai or Pune.
