1. POSITION(S) VACANT: State Coordinator-Integrated Child Protection Scheme (SC-ICPS), International Development Agency, Thiruvananthapuram Kerala



In Kerala, the District Child Protection Units (DCPU) are functioning in all 14 Districts and are expected to implement the various schemes as outlined in the ICPS document. Many of them have not been exposed to the concepts of alternate care for children for and the challenges involved in implementing these schemes.


Most of the DCPOs are newly recruited and possess diverse academic qualifications. The concepts relating to child protection and particularly implementation of non-institutional services and violence against children are totally new to them.


As of now, technical support is being provided through engagement of local/national experts and partners, led by the Social Policy Specialist (SPS) from Chennai office. Since the scale of intervention is large and widespread in Kerala, a technical support through third party has been mutually agreed and signed in the work plan 2019. This will enhance the quality of the intervention and support to the existing ICPS workforce both state and district teams for effective and efficient preventive and responsive responses to children especially most vulnerable children.


The State Coordinator shall be responsible to provide a technical support to ICPS, Department of Women and Child Department.



Reporting to the Director, WCD, Kerala and IDA, the State Coordinator shall provide technical assistance in strengthening JJB, SJPUs, academic institutions, CWCs and DCPUs etc.

Key Deliverables:
(1) To make regular field visits to monitor the quality and coverage of ICPS program;
(2) Assist in the base line assessment and mapping of child protection issues in the state;
(3) Assist the state and district administration District Child Protection Units;
(4) To co-ordinate and maintain liaison with the Labour, Education, Social Justice, Health, ICDS and Local Self Government and NGOs;
(5) To facilitate and participate in training programs as required;
(6) To facilitate and participate in the various review meetings at District level;
(7) To prepare a monthly calendar of activities for the district and share with all concerned so that all partners are informed of ongoing activities and issues;
(8) To prepare a monthly work plan in consultation with supervisor;
(9) To send in a monthly report of activities, progress and issues to the Director WCD and IDA;
(10) Co-ordinate and monitor the activities of block and village level child protection committees;
(11) Co-ordinate and Monitor the activities of Panchayat Level Volunteers;
(12) Assist in collating data and documentation;
(13) Suggest measures and support the District Administration to ensure that the planned village level watch dog committees, Village Education Committees and LSGIs bring out the child protection issues and follow up action taken. Set up a system to alert the district administration about unresolved issues and taken up with the District Level Task;
(14) Facilitate setting up of a system to energize the volunteers to take their role seriously and be proactive by keeping watch on implementation of project activities and articulating the needs of the children in village watch dog committees;
(15) Coordinate with line departments to ensure their commitment and ownership in re-solving issues and preparing and monitoring status of the block and district response plan;
(16) Support in strengthening and regularizing database on JJ system;
(17) Support district JJB members for early disposal of case;
(18) Support functional JJB and CWC in the districts;
(19) Facilitate preparation of individual care plan for CNCP and CCL;
(20) Any other support required by Social Policy Specialist.




A Postgraduate in Social Sciences / Social Work / Management.


(1) At least three years of relevant professional work experience in the design, planning and/or implementation of Child Protection Programme with knowledge on government child protection policy, child psychology, adolescent health and child care;
(2) Good Knowledge base on child protection issues;

(3) In depth understanding of Govt and NGO programmes related to social sectors;
(4) Experience in planning, programme implementation and monitoring;
(5) Experience of working in Government programmes or projects will be added advantage.


Skills and Competencies:
(1) Excellent oral and written communication & presentation skills in Malayalam and English;
(2) Ability to coordinate and liaise with different partners;
(3) Experience in Computer systems, including internet navigation and MS office applications;
(4) Communication, Working with People, Drive for Results;
(5) Experience in Management, communication skills, negotiating and training ability;

5. ESTIMATED TRAVEL: Approximately 15 days in a month for achievement of the listed deliverables.


The SC-ICPS shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.




Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
