1. POSITION VACANT: Project Officer (Operations), Electronic Vaccine Intelligence Network (eVIN) Project with SAMS, Namsai and Naharlagun, Arunachal Pradesh

SAMS’ clients include bilaterals, multilaterals, I/NGOs and both Central and State Government organizations. SAMS has managed drug logistics and health supplies for the Revised National Tuberculosis Control Programme (RNTCP) at CTD, MoHFW for the past 17 years. SAMS has provided similar support to NVBDCP and briefly to NACP.


eVIN is an exciting, ‘breakthrough’ initiative from UNDP that is expected to improve the availability of quality vaccines to the Universal Immunization Programme (UIP), at the state and district level. The eVIN project is being implemented in all districts of Arunachal Pradesh and PO-OP will be an integral component of the UNDP State Project Team in Arunachal Pradesh, which is working towards contributing to the objectives of the project.




Reporting to the Senior Project Officer the incumbent will be responsible for managing programme planning, implementation, capacity building, monitoring and reporting, for all cold chain points in his/her designated area of responsibility:


A. Programme Planning and Implementation of eVIN in the Region:

Provides advice and support to the development and phased implementation of the Electronic Vaccine Intelligence Network (eVIN) that includes vaccine logistics and cold chain management on one single information system platform in the state. This activity will involve a systematic and phased scale up of a system for SMS-enabled real time Management Information system (MIS) for cold chain and vaccine logistics management at the respective district level.


B. Liasoning & Advocacy with the Government & other development partners:

Partners with regional and district level health vaccine structures to assess and understand the capacity needs and support required for the effective and timely implementation of the eVIN in select states. This activity will involve working closely with regional and districts Level Health officials, coordinating with development partners working on immunization.


C. Capacity Building and technical assistance for Government:

Assists the Senior Project Officer to identify capacity-building needs on eVIN and undertake capacity-building activities at the district level.


D. Monitoring and Evaluation of eVIN delivery in the respective Region:

Facilitates the review of the system and capacities relating to the delivery of eVIN in conjunction with State Health Mission. This will include


1) Undertake extensive field visits to monitor the implementation of the system and providing technical inputs to address gaps and bottlenecks.

2) The project officers will be required to carefully monitor the eVIN system and alert designated authorities the district level with regards to vaccine inventory and cold chain management.

3) The project officer will assist, support and monitor the identified implementing agency in the implementation of the system at the district and sub district level. This includes the capacity building initiatives at the regional and district level

4) Document the implementation process and analytical learnings from the implementation to feedback into the effective scale up in all the districts of State.


E. Report Writing:

Prepares periodic status reports, annual reports, case studies, etc. in a qualitative and timely manner.


F. Supporting Other Health Interventions:

To support the state in the overall immunization program in addition to eVIN and carry out the implementation of any relevant UNDP system strengthening projects in health (MNCH, NCDs, HIV, etc) and other areas as may be required.


G. To carry out any other task as assigned by your supervisor.





(1) Applicants must be graduates in Business Administration/Public Health/ Hospital Management/Social Sciences/B.Sc(Bio)/B.Sc (Nursing)/BDS/Material Management/Supply Chain Management from a reputed University




Post Graduate degree or diploma in Public Health/ Hospital Management/Hospital Administration/Social Sciences from a reputed University / Institution will be preferred.



(1) Essential requirement of minimum 3 to 5 Years of professional work experience.

(2) 1-2 years’ experience in supply chain management of vaccines/ Routine Immunization programme will be an asset.

(3) Experience in managing information technology driven projects will be a plus

(4) Should have analytical, negotiating, communication and advocacy skills.

(5) Experience in managing and scaling large scale projects preferably in health sector.

(6) Experience of working with the State Government or other international development organization will be an asset.


Skills and Competencies:


1) Language

Excellent knowledge of written and spoken English is required.  A good working knowledge of local language of the duty station will be an asset.

Gross compensation offered for the position: Rs 70,000/- per month (Taxable).


Please note that PO-Operations shall be on the payroll of SAMS.
