1. POSITION(S) VACANT: Comprehensive National Nutrition Survey (CNNS) Manager, International Development Agency, New Delhi



Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.


Project Background:

The Comprehensive National Nutrition Survey (CNNS) is the first ever national nutrition survey covering over 120,000 pre-schoolers (0-4 years), school-age children (5-9 years) and adolescents (10-19 years) in rural and urban areas across 30 states of India.

The CNNS provides national and state level data on malnutrition and micronutrient deficiencies among children and adolescents along with biomarkers for non-communicable diseases among the 5-19-year-old population. The survey provides data to explore the linkages between nutrition, cognitive development, school readiness and other determinants such as health, food security, water, and sanitation and hygiene, use of health facilities, access to social entitlements, and ration or health insurance cards.

Under the overall leadership and guidance of the Ministry of Health and Family Welfare (MoHFW) and Technical Advisory Committee (TAC) designated by the MoHFW and in collaboration with the IDA, the CNNS is implemented by multiple partners. Several national and international organizations provided technical and quality assurance support.

The MoHFW is currently processing the file for the release of results from the CNNS survey, when the official government file is approved a dissemination date will be set and dissemination activities will begin.

Knowledge Network

To ensure that the CNNS data are used to their fullest extent to support the evidence/ knowledge base for policy making on nutrition and NCDs, the MoHFW will engage multiple stakeholders within a Nutrition Knowledge Network. This network will fulfil the following objectives:
(a) Conduct in-depth analyses and produce policy briefs and articles to highlight key findings from the CNNS data;
(b) Presentation of CNNS data, key findings and scope for further analyses/ research;
(c) Supporting users to learn how to analyse data through user’s workshops;
(d) Seek stakeholders’ feedback to define important questions for nutrition research and policy advocacy;
(e) Define roles and responsibilities among national partners for further analyses.

The Knowledge Network will also support analysis and writing of defined priority research topics for submission to peer reviewed publications (open access) prepared by network partners in consultation with expert group and MoHFW. It will also advocate and coordinate with prominent journals such as Lancet, BMJ, WHO Bulletin, Food and Nutrition Bulletin, Public Health Nutrition, Indian Paediatrics to publish CNNS research products in special/thematic issues such as double burden of malnutrition, micronutrients deficiencies and NCDs, adolescent issues, methodological issues such as new cut-offs for many parameters.




Reporting to the Nutrition Specialist, IDA, the CNNS Manager shall be responsible for guiding the dissemination of the CNNS survey results and managing the CNNS Nutrition Knowledge Network. 

Key Deliverables:
(1) Coordinate with government authorities for timely review and acceptance of final draft of CNNS national report;
(2) Production of final report, state factsheets and all related dissemination activities;
(3) Coordinate and carefully manage the national and state level dissemination activities;
(4) Plan, launch and provide oversight of data user workshops with project partners;
(5) Launch and manage of CNNS Knowledge Network;
(6) Provide oversight of expert working groups conducting further analyses on CNNS data for policy and program recommendations;
(7) Support the development of policy briefs with program and policy guidance based on CNNS analyses;
(8) Coordinate with CNNS knowledge network partners on developing articles based on CNNS data;
(9) Coordinate with journals for submission of articles for early online submission of print ready articles and for addition into supplement;
(10) Communicate to government and network partners on regular progress achieved by knowledge networks.



Qualification and Experience:
(1) Master’s degree in Statistics/ Epidemiology/ Population Studies/ Demography/ Nutrition/ Public Health and/ or Public Health Nutrition;
(2) Advanced degree/ Ph.D. is preferred;
(3) Familiarity with undernutrition and overweight/obesity within the Indian context;
(4) Minimum five years of relevant work experience;
(5) Demonstrated professional work capacities in designing, implementing, monitoring and evaluating large-scale health and nutrition surveys, handling databases and analysis of data.

Skills and Competencies:
(1) Capacity with statistical software such as STATA / SPSS for analysis;
(2) Excellent communication, design, writing and editing skills for the production of final reports and management of large scale dissemination efforts;
(3) Management/ coordination skills of large number of stakeholders to deliver on defined knowledge products;
(4) Results driven work competency for on time achievement of goals with demonstrated quality products;
(5) Working experience with national and international organizations including UN agencies is a plus.

5. ESTIMATED TRAVEL: Approximately 10-12 days in a month for achievement of the listed deliverables.




The CNNSM shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.




Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.


Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:


(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.
