1. POSITION VACANT: Country Director – India, Vital Strategies/ Resolve to Save Lives, New Delhi  

 

2ORGANISATION BACKGROUND:

 

Vital Strategies (https://www.vitalstrategies.org/) is a US-based, international, public health organization, working in more than 60 countries, to address important and challenging health issues. The organization develops and oversees programs to strengthen public health systems and address leading causes of morbidity and mortality, providing expertise in project implementation and management, strategic communications, epidemiology and surveillance, and other core public health capacities. Programs of Vital Strategies include, road safety, obesity prevention, tobacco control, activities to strengthen public health data systems and the use of public health data, to guide policy and decision-making, for low and middle-income countries in Africa, Latin America, Asia and the Pacific.

 

Resolve to Save Lives is a global health initiative that aims to save millions of lives by reducing preventable deaths from cardiovascular disease, as well as by preventing infectious disease epidemics. Resolve to Save Lives (https://www.resolvetosavelives.org/) is housed within Vital Strategies. Since 2017, Resolve to Save Lives has worked closely with the Government of India, several State Governments and the World Health Organization (WHO), to build capacity for and implement a core package of interventions to reduce cardiovascular disease.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Vital Strategies/ Resolve to Save Lives wishes to recruit a Country Director to lead efforts in India on cardiovascular health. The position is based in the office of Vital Strategies in New Delhi and reports to the Senior Vice President for Cardiovascular Health, at New York. The incumbent shall work in an entrepreneurial, fast-paced environment, to direct a large-scale national effort to save millions of lives. In alignment with the organization’s belief that its staff are the most important resource, the Country Director shall promote technical collaboration with in-country partners and staff of international headquarters of Vital Strategies/ Resolve to Save Lives.

 

Key Roles and Responsibilities:

 

A. Representation and Leadership

(1) Lead and manage the Vital Strategies Country Office and assist in securing the legal registration and ensuring compliance with all local legal requirements, such as labor and tax laws;

(2) Create an organizational culture that nurtures and promotes collaboration, cohesion, initiative, commitment and innovation, consistent with Vital Strategies/ Resolve to Save Lives’ mission, values, and principles;

(3) Represent Vital Strategies/ Resolve to Save Lives headquarters in all official capacities in India;

(4) Establish and maintain close working relationships with the Government of India at the Central and State levels;

(5) Liaise closely with other national and international organizations such as the World Health Organization, national health institutes, nationally recognized regulatory bodies, professional medical societies, educational institutions, civil society, the private sector and funding agencies;

(6) Keep abreast of public health policy changes and regularly update and involve the leadership of Resolve to Save Lives on progress and challenges, ensuring continued relevance of the organization’s programs;

(7) Report on a regular basis against the international program strategy and budget and ensure compliance with the highest standards of probity and good governance.

 

B. Program and Strategy Development and Accountability

(1) Facilitate technical collaboration between the International Head Quarters at New York and India Country Office, on the Resolve to Save Lives cardiovascular health initiative;

(2) Develop short and long-term objectives for the initiative's activities and develop and manage an annual work plan and budget, in consultation with the Resolve to Save Lives headquarters in New York;

(3) Develop, expand and sustain, key country level partnerships, aimed at controlling hypertension, reducing artificial trans-fats and cardiovascular disease;

(4) Ensure the delivery of high-quality training to in-country partners, implementing priority action package interventions;

(5) Increase effective management of hypertension in supported geographical areas, promote improvement in hypertension management country-wide, and support the Government of India to eliminate artificial trans-fats;

(6) Monitor progress and coordinate all programmatic activities;

(7) Identify data sources and develop an evaluation plan for the initiative;

(8) Provide ongoing strategic guidance to the Senior Vice President for Cardiovascular Health, Resolve to Save Lives, regarding prioritization and implementation of key activities and approaches to overcoming barriers;

(9) Submit regular progress updates for focus areas and states, through quarterly progress reports to executive leadership and donors;

(10) Plan, organize, and participate in monitoring visits for the initiative's activities, together with technical consultants, as appropriate.

 

C. Personnel and Office Management

(1) Supervise, mentor and support technical and operational staff and consultants to successfully implement workplan activities;

(2) Oversee all operational functions of the office, including the management of finances, allocation of budgets for effectiveness and efficiency, human resources, contractual obligations and other legal and administrative matters;

(3) In conjunction with Vital Strategies’ Global Operations Team, ensure a robust internal control environment, including sound policies and procedures that safeguard staff and other assets of the organization;

(4) Ensure that the conditions of service are upheld by all staff/ consultants and reviewed on an annual basis;

(5) Ensure internal employee wellbeing is reviewed and supported throughout all work and activities.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
 

Qualification:

Graduate level degree in public health, epidemiology, medicine and/or related discipline.

 

Experience:

(1) Minimum 10+ years’ leadership experience in management of public health or related programs and specifically leading large projects or departments/ teams in India;

(2) Experience in NCDs, cardiovascular health shall be preferred.

 

Essential Skills and Competencies:
(1) Passion for and commitment to improving public health and reducing cardiovascular disease in India;

(2) Exceptional managerial skills, including staff supervision and mentoring experience;

(3) Demonstrable dynamic, adaptable, creative and cooperative approach to handling partnerships and addressing problems;

(5) Demonstrable ability and well-developed interpersonal skills to collaborate and establish partnerships with governmental and non-governmental partners;

(6) Exceptional written and oral communication skills in English, Hindi and/or other official Indian languages;

(7) Flexibility for operating and succeeding in a fast-paced and rapidly changing implementation environment;

(8) Know-how for understanding, interpreting and applying relevant statutes, ordinances, codes and regulations;

(9) Experience in analyzing and interpreting fiscal and accounting records and financial statements.

 

5. COMPENSATION OFFERED:

 

Gross annual remuneration budgeted for the position is attractive. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.

 

6. LOCATION: New Delhi

 

7. APPOINTMENT: This is a full-time position where the initial contract will be offered for a period of three years, renewable based on performance.
