2. ORGANIZATION BACKGROUND:  

 

India health action trust (IHAT) aims at improving health in India and abroad by providing comprehensive technical assistance in program planning and management. IHAT and University of Manitoba (UOM), Canada with funding from Bill & Melinda gate foundation (BMGF) have establish a technical support unit (TSU) for Government of Uttar Pradesh to provide techno-managerial support to improve coverage key reproductive, maternal, new-born, child health and Adolescent (RMNCH+A) intervention and services in the state.

3. JOB DESCRIPTION/ RESPONSIBILITIES:


Reporting to the Executive Director (ED), UPTSU, or any one else designated by him.

 

The Manager – Human Resource shall perform the below given roles and responsibilities:


Key role and responsibilities:

 

(A) Manpower Planning:

(1) Carry out manpower planning and budgeting by collating the manpower requirements of each department and comparing them with the existing resources available and identifying the gaps (short/long term);

(2) Actively and regularly seek feedback and ideas from functional/project heads for manpower planning.


(B) Recruitment:

(1) Responsible for undertaking recruitment in co-ordination with Financial Head (in regard to budget allocation) for all sanctioned vacancies as per recruitment policies and procedures. Assist in the final selection process as well as the fixing of terms and issuing of appointment contracts:

(a) Work internally as well as with external recruitment specialists and ensure that every candidate is selected through a robust process of assessment which will include cultural fit, high learnability and such other criteria decided by the ED and rest of the team;

(b) Work with functional/project heads, attracting & selecting appropriate talent, salary negotiation & on-boarding;

(c) Ensure that all new and/or open positions are filled in within 45 days of the requisition.

 

(C) Induction & Orientation:

(1) Develop and implement a system for proper induction and orientation of new employees in the Organization, including providing job descriptions and clarifying their roles.
 

(D) Training & Development:

(1) Find the training needs and drives the organisation training process. This includes competency mapping, coordinating in-house training programs as well as external programmes in coordination with the concerned department heads. Conduct evaluation of training on an ongoing basis to improve effectiveness.

 

(E) Performance Management:

(1) Administers the performance appraisal system and ensures that the forms are complete in all aspects and reaches the concerned departments and timely follow-ups. Administer the promotion and increment system as per laid down policies and procedures;

(a) Implement the performance management system and ensure that all employees’ goals, KPIs, and targets are defined and reviewed on a regular basis and that feedback is given in a timely manner on the performance and improvement areas.

 

(2) Administers the performance management programs at all levels in the Organization. Promotes the opportunity for a formal discussion by staff and superiors to review work performance, goal setting, and career development.

 

(F) Disciplinary procedures:

(1) Ensures adherence to the code of conduct and disciplinary procedures and redresses employee grievances. Provides guidance and direction in all areas concerned to the same

 

(G) Personnel Administration:

(1) Responsible for supervising the maintenance of personnel records and effective administration of all other personnel procedures, including employment contracts/renewal, transfers, termination, pay changes, employee’s insurance. Also, check the monthly pay sheet and forward to the accounts department for preparation of salary;

(2) Establishes employee grievance procedures and assists in resolving grievances. Develop and implement appropriate communication programs within the organization

a) Be a custodian of culture and creation of a positive & inspiring environment for employees. Drive the development of professional, energized & balanced work culture;

(b) Ensure that the sexual harassment committee is established as per legal requirements and any such complaint is immediately investigated and action is taken as required.

 

(H) Separation:

(1) Co-ordinate with accounts department for calculation and payment of end of service benefits. Ensure that this is done as per organisation’s policies and procedure, exit interviews, and procedures;

(2) Ensure that all HR, labour and related compliances are followed and there are no defaults, notices or qualifying remarks from any authority;

(3) Ensure the HR policies, systems, and procedures, etc are followed and are in line with the organisation policies.

 

4. QUALIFICATIONS, EXPERIENCE, AND COMPETENCIES:

 

Qualification:
(1) Applicants with MBA in HR, Master's in Public Health or Social work or equivalent;

(2) Applicants having a degree from Tier I/Tier II colleges will be given preference.

Experience:

(1) Applicants must have a minimum of seven years of relevant experience in handling HR operations for medium-large organizations/departments or working on govt./non-govt. systems;

(2) Applicants should have experience of helping government/organization implement/roll out at least one large-scale project;

(3) Applicants with experience of working in public health projects will be given preference.
 

Skills and Competencies:

(1) Demonstrated experience in managing medium-large scale projects with data and knowledge of appropriate tools for managing;
(2) Collaborative approach, effective process management experience and an ability to be a thought partner for senior leadership regarding critical talent decisions;
(3) Subject matter expertise in the areas of talent attraction, retention, assessment, and selection at all levels. Must have a broad understanding of the Non-Government Sector;
(4) Excellent written and interpersonal communication skills;
(5) Good computer skill is a must;
6) Demonstrated cross-cultural, teamwork skills and ability to foresee issues and initiate appropriate action;

7) Must be flexible and able to work in a challenging environment.
 

5. COMPENSATION OFFERED:

 

Gross compensation budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
