1. POSITION VACANT: Technical Expert- Economic Empowerment, Centre for Catalyzing Change, Patna, Bihar


Centre for Catalyzing Change (formerly CEDPA India), is a non-profit organization, focused on improving the lives of women and girls in India by equipping, mobilizing, educating and empowering women and girls, to achieve gender equality.

Centre for Catalyzing Change (C3) helps create and increase educational and livelihood opportunities for adolescent girls, by ensuring access to lifesaving reproductive health information and services and strengthening their ability to become leaders in their communities and the nation. Working in partnership with communities, C3’s proven approach is to develop and give women, young girls and boys the tools they need to improve their lives, as well as that of their families and communities.

Under three thematic pillars of Youth, Reproductive Rights and Gender & Governance, C3 is implementing advocacy and intervention programmes at grassroot, state and national level, in partnership with government and with local organizations and networks.

C3 is initializing an evidence to policy initiative that involves generation of robust data and evidence on diverse aspects of women’s empowerment, combined with policy advocacy and technical support to concerned departments of government, in the state of Bihar.

The Technical Expert- Economic Empowerment (TEEE) shall support the development of the implementation plan for setting up the “Skilling to Incubation Hub” within the Women Development Corporation (WDC). The TEEEshall be based at WDC and report directly to the Director of the Corporation. S/he shall additionally report on a dotted-line basis to Senior Advisor at C3 India.

Key Roles and Responsibilities:
(1) Ongoing scan and identification of existing government, public and private sector opportunities for skill building and provision of support for the development of women’s entrepreneurship;
(2) Identifying opportunities for engaging with local industries and enterprises for providing on-the-job practical training to women;
(3) Collating research on promising interventions of skilling models, use of technology and existing vocational programmes for women, enabling their adaptation for use by WDC;
(4) Creating support for placement and entrepreneurship through systematic career assessment and counselling, mentoring and handholding of women.


Applicants must be Post Graduate in Social Sciences, Rural Development, Public Policy, Social Work, Economics, Sociology, Management or other relevant discipline

(1) At least 12 years’ experience of women’s economic empowerment, including financial literacy, skill building and entrepreneurship;
(2) Candidates must have at least three years of relevant experience in skill development programmes for rural communities;
(3) Experience of working in an organization/ institution focused on promoting women’s economic empowerment by skilling, entrepreneurship and financial inclusion, will be essential.

Essential Skills and Competencies:
(1) Familiarity with government policies, programs and financial institutions;
(2) Experience of linkages with crafts and entrepreneurship networks and associations will be an added advantage;
(3) Proven analytical skills and attention to detail along with excellent verbal, interpersonal and written communication skills;
(4) Experience of use of ICT in Vocational Education will be preferred;
(5) Experience in research, communication and documentation in the field of Skill Development.


Gross compensation budgeted for the position is Rs. 14-16 lacs per annum. The actual offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

6. LOCATION: Patna, Bihar


8. APPOINTMENT: This is a full-time position to support a project funded for the next three years. The successful candidate shall be offered a contract for an initial period of one year, renewable annually based on performance.
